The need to identify the potential of recreational forest management as one of the priority development courses of the tourist and recreational industry. Based on studies of domestic and foreign scientists, it was established that the potential of recreational forest management is a four-component phenomenon and includes a resource-based, economic, social and innovation and investment components. Considering this aspect, a method of economic evaluation of the potential of recreational forest management was proposed, based on taxonomic analysis methods for economic and mathematical modelling of integral indicator of the potential level of recreational forest management. This method was tested by the example of the recreation area of the Western Ukrainian region. It was determined that the integral indicator of the level of potential of forest management potential at the investigated sites is low. Its main reserves are to improve its economic, innovation and investment component, but it is necessary to maintain a high level of resource and social component. Measures and ways to increase the level of recreational forestry potential are proposed.

Among the global problems faced by different countries in the last decade, the article looks at population aging. In the context of assessing the impact of population aging on economic dynamics, the scientific novelty of research is to find a solution to this problem in the plane of conceptual ideas formulated in theoretical models of endogenous growth. The authors emphasize the necessity of a state policy aimed at supporting “active aging”, which will help to activate human capital and economic growth by increasing formal employment of people over 60 and reducing informal employment accordingly. Using the linear regression equations, the hypothesis that there is a positive effect of active aging on economic dynamics and productivity in Ukraine has been statistically confirmed and quantitative estimates of the impact of these factors have been obtained. The authors' calculations show that the positive effects of such policy, in particular, are possible with the increase in health care costs, which depend on the activity and mobility of the retirement age. Among the challenges, the authors tested the hypothesis of an increase in informal employment and the shadow economy in the absence of government policies aimed at addressing aging. The use of VAR modeling has made it possible to confirm the relationship between real GDP, informal employment and the size of the shadow sector of the Ukrainian economy. The impulse response functions and variance decomposition confirm the negative impact of the growth of informal employment and, accordingly, the shadow economy on the economic dynamics in Ukraine. The practical significance of this study is the application of its results in the development of measures of economic policy and strategy of socio-economic development of Ukraine. in this paper, the functional properties of the recreational environment are substantiated using the example of biosphere ecological concept and ecosystem’s framework approach for the sustainable development of territorial recreation systems (TRS). In the issue of the sustainable development of TRS, its makes sense to study the dynamic processes in the prism of natural and man-made systems. Under the natural-technogenic system, the authors understands the dynamic spatiotemporal range of both natural and anthropogenic materials and processes, through which the exchange of matter and energy in the local systems, including recreation ones, occurs. According to the authors, the buffer capacity of recreation system is the dominant factor determining the prospects for the sustainable development of TRS. The combination of theoretical and methodological foundations of the doctrine of functionally integral geosystems with the concept of multi-vector nature of recreational environment formation, allowed pointing out and specifying those TRS, which operate within a certain space. TRS, according to the authors is a dynamic set with the purpose of anthropogenic subjects and processes recreation within Geosystems whose activities continually trigger environmental changes, quantitative and qualitative Geosystem parameters, and is under the influence of man-made changes. The sustainable development of TRS provides an organization of recreational activities in which territorial Geosystem does not go beyond homeostasis and increasing of a recreational load is limited by buffer capacity of TRS. In this paper, the mathematical formalization of sustainable development of TRS is suggested. It can be used for the following definition of the subject of research: territorial recreational system that operates in the environment, is the set of subjects that formed from a set of internal components interconnected with each other and with the environment by set of connections which vary in the process of sustainable development in time and space according to the set of functions.

A system for generating information on the consequences of emergencies through the study areas of transformation of accounting is developed. The current status of the organization and the methodology of accounting does not allow reflecting economic activity under the conditions of emergencies in full, and therefore, the information generated by accounting and submitted through the reporting system does not take into account the influence of emergencies advent. Thus, organizational and methodological provisions of an order of display by improving the use of estimates, invoices and double entry are developed to highlight the information on the consequences of emergency. The system of accounting for business processes (acquisition, production, sale) is aimed at the formation of the cost of finished products and other costs associated with the operation of the enterprise and generating information of all its components. The issues of organization and methodology of accounting of economic processes at the enterprise never hold sway, because the innovative development of the economy and technology leads to the transformation of technical processes, which in its turn requires a change in the mechanism of using elements of the accounting method. That is why there is a difficulty in reflection of the consequences of emergencies from the position of influence on the enterprise’s production processes. The necessity of using transit accounts is substantiated providing for changing and expanding the mechanism for using the 8th class, whose name is proposed to be replaced with “Transit accounts on demand”. The use of the account 82 “Consequences of Emergencies” with the corresponding subaccounts in the context of the costs of the period and corresponding analytical accounts in the context of the types of consequences of emergency situations will make it possible to distinguish them from the totality. In accordance with the above, the procedure for accounting reflection of the consequences of emergencies that relate to production, general production, administrative and marketing costs and other operational costs has been worked out. In partial estimates of the consequences of ES the choice of valuation methods for certain types of consequences is justified and a multi-level mechanism for allocating general production costs has been developed. The introduction of these provisions into the practice of domestic enterprises allowed providing a set of information requests of internal and external users. The analysis of innovation in all fields of activities as well as in financial and economic areas at engineering enterprises was conducted. The innovation efficiency levels of engineering enterprises were estimated. The analysis of’ availability ofinnovations was made, and the rate of their use at engineering enterprises was assessed. The methodological approach to assessment of the general level of innovation development and selection of the strategy forthe economic mechanism of innovationactivity at engineering enterprises was suggested. The methodological approach to assessment of the general level of engineering enterprises’ innovation development was testedfor the purpose of applying active production, technological, marketing, innovation and investment strategy in their activities. PROBLEM STATEMENT It is expedient for engineering enterprises to shape and implement a strategy of the innovationeconomic mechanism development (IEMD), which will allow determining the main areas of innovation development as well asa list of tasks and the ways of their implementation, activating the process of innovation, contributing to overcoming the state of unprofitability by enterprises, improving their performance. The use of the system of strategy formation for IEMD is a premise for implementation of the selected strategy. The given system enables shaping the main types of economic mechanism (EM) strategies, forecasting the expected effects from application of a certain strategy type, selecting a more effective strategy in the future, which will meet the capabilities of the enterprise. Despite the fact that selection of the strategy for IEMD for each enterprise is individual, since it will contribute to achievement of the expected effects in the future, it is efficient to analyse the efficiency of each strategy type and select the strategy, which takes into account all the features of business entity functioning within a specified period of time. Therefore, there is a need to develop and implement a methodological approach, whichallows analysing the main aspects of the enterprise’s innovation development, selecting the optimum strategy in accordance with thedevelopment level identified and taking measures to establish activities. It is substantiated that the revitalization of innovative activity of seaports can be caused by the corresponding development of human resources. Unlike the existing ones, it takes into account the need for changes in the provision of working conditions suitable for innovation activity, the practical use of which makes it possible to adapt the system of human resources management to the features of innovative development of seaports. The approach to the assessment of the state of management of human resources innovative activity is formed, which is based on the methodology of rating estimation according to the factors that determine the state of human resources, provide for the activation of innovative activity, characterize the economic efficiency, the practical implementation of which will allow justifying the management decisions in the sphere of human resources management and compare results with other enterprises in the industry. It is proposed to supplement the assessment with the graphical presentation of the results of the analysis in the form of constructing a profile of the situation in managing the innovation activity of human resources of the seaport. An approach is proposed to identify the areas of analysis of the state of the innovative activity management of seaports based on the use of sub-rating indicators, which will provide a basis for the development of recommendations and rapid response to improve the quality of management of human resources innovation activity. It is recommended to supplement the analysis by conducting clustering analysis method and by grouping enterprises to identify similar groups. Such a management tool gives the manager additional information about the possibility of determining the impact of similar external environmental factors on the enterprises of the same group and becomes the basis for making management decisions at different levels. The paper analyzes current expenditure system of united territorial communities, which includes funding of education, culture, health care, social safety net, housing and community amenities, infrastructure development, which together ensure territories` sustainable development. It has been proved that the current system of local finances` management does not support their sustainable development and does not introduce viable mechanisms for the effective expenditure distribution inside united territorial communities (UTCs) between the settlements within them. The following arguments have been shown: UTCs include settlements characterized by different population size and income per capita. Due to migration processes the population size is unstable. The model of expenditure distribution between settlements of UTCs for provision of public goods using a system of linear homogeneous difference equations, taking into account national economy specifics has been proposed based upon foreign experience. It has been proposed to calculate the population size at certain time intervals, taking into account the expected (planned) changes of each settlement` s population within UTCs and to distribute programmed expenditure for providing public goods within territories` sustainable development capacity. One of the ten priorities of the “Ukraine – 2020” Strategy for Sustainable Development” [1] approved by the Presidential Decree is decentralization and state socio-economic system reform, restructuring of the business entities` territorial organization. Therefore, Ukraine and its economy need urgent scientific substantiation and practical implementation of measures aimed at sustainable geospatial development of the country amid transformation of its administrative territorial structure. Building a system of integrated, multi-criteria management of natural and economic systems, which include united territorial communities (UTCs), which will ensure regional and national sustainable development over the long term, remains a national problem. National sustainable development can only be ensured if UTCs organized because of decentralization are self-sufficient and financially viable. Thus, the UTCs face the following tasks: first, to form the revenue part of their budget more effectively; secondly, to move to self-sufficiency and rational resource and expenditure planning, which in the future will make territorial communities economically selfsufficient and financially viable.
