The chapter deals with the problems of digital modeling and the study of the interaction of the companies competing within the framework of bench-marking process for working out the strategy of effective increasing competitiveness that is advantageous for the urban economic growth. The companies are considered in the organizational field, representing iterative aggregate system of a big order with a nonlinear feedback where the order is defined by the number of differential equations. The system is described by coupled Van Der Pol differential equations with random right parts and a time lag. The model is built on the example of the market interaction of the two largest retailer networks. The developed model shows the mechanism of competition of the companies' pairs which are suggested to be investigated within the framework of the bench-marking concept.

To speed up urban economic development there is a need in radical transformation in the technological fields as well as in the field of mechanisms that encourage the creation and implementation of new technologies. The proposed chapter approach can become a methodological foundation of development and self-development of educational institutions on the principles of continuing education using digital technologies. The chapter deals with the methodology of creating a unified information educational environment, providing the implementation of lifelong learning, the development and implementation of educational models, programs, and media performed with the use of digital technologies. The chapter aims to develop conceptual approach to strategic control of continuing education, innovative development of regulation of educational institutions and to propose practical recommendations based on digital technology.

With the ubiquitous low-cost sensor devices and widespread use of IoT, the paradigm is shifted from urban areas towards a smart city. A smart city is an urban area that uses IoT technologies to collect data and manage resources efficiently. The vision is to improve the capabilities and to solve the citizens' problems (e.g., energy consumption, transportation, recycling, intelligent security, etc.) in an efficient way. A smart city is a multidimensional term including a smart economy, smart mobility, smart living, smart environment, smart people, and smart governance. Although the concept of a smart city is increasing and currently there exist many such cities in many developed countries, one of the key challenges faced by these cities is good governance. Smart cities need smart governance to run the city in a smarter way, and effective digital governance is a solution to this end. Digital governance refers to the use of digital technology in government practices.

Proving ownership of the land should preferably be done with a legal document that proves it decisively. Many authorities retain various documents, any of which could be used to assert a claim on the land. To prevent document falsification, the land administration mechanism ought to be robust, accessible at all times, and quick to accomplish exercises. But, any such solutions are prone to a slew of issues, including data accuracy, security, and dispute resolution. Usage of blockchain technology in land administration is considerably advanced to solve issues that plague current LAS. With the adoption of blockchain, the problem of cooperation among a variety of land records is articulated. The proposed model has integrated units to digitally sign the land assets to store securely into the blockchain using cryptography algorithms after which land assets are verified. The proposed approach eliminates deception, improves administration. The results show that the time complexity for registering, signing, and verifying land facts to establish a system using blockchain is relatively secure.

This exploratory and pedagogical chapter has proposed new ways of using artificial intelligence in education. The uses of artificial intelligence have been linked to the education sector in order to improve the active listening actions and decision-making of governments. The results identify and discuss seven educational uses of artificial intelligence. From the government's point of view, three uses of artificial intelligence to improve the educational sector have been identified. By using the present study insights and the prospects for governments initiatives proposed, the authors have covered a scope of the uses of artificial intelligence and outlined the role that governments should maintain for efficient development and optimization strategy in education.

The term multiculturalism is a new term that was introduced to the social sciences literature, describing the fact that people living within the same society may differ from one another in terms of such notions as ethnical origin, color, language, religion, culture, and denomination. Multiculturalism policies have probably had more of an opportunity for application in the local governments compared to the central executive units. The local governments, whose powers and responsibilities have increased in the ever-changing and ever-growing public government manners, have transformed into base platforms where these policies are easily applied. In this trend of progress, with the proliferation of participatory democracy and good governance principles, the concept of multi-level governance has become an issue, entirely matching up with the services and functions of the local governments. As part of the legislative regulations in parallel with the EU harmonization process, Turkey has attempted to put into practice the multi-level governance principle on the local governments.

Multi-level governance suggests that there should be no hierarchical dependency relationship between policy actors of different policy levels. In fact, the model hinges on the independent interaction of local and regional governments at national and supra-national levels without the mediating role and status of national governments. This development in fact parallels the acceptance of cities and local governments as policy actors. MLG is not a magic cure to heal every illness, but it is a method and an action plan for tackling problems. It is being used in various areas by the EU to realize European cohesion. The first and foremost among these areas is urban policies and urban regeneration practices. The EU has adopted the integrated urban regeneration approach to decrease the problems associated with social exclusions and the regeneration of problematic urban areas. Together with the enlargement process, cohesion efforts have increased, and urban programs subsidized by the EU have been implemented intensively in central, eastern, and southern European states.

The problem of poverty is becoming a concern worldwide for the potential for its dissemination. The phenomenon affects not only the less industrialized countries, but also those that have overcome the stage of underdevelopment. This chapter describes three case studies to understand how low-income rural communities in the Brazilian Northeast managed to mitigate their problems of social exclusion from a set of actions involving several agents. The results showed that the joint application of actions, such as the settlement of producers in expropriated lands, the installation of basic infrastructure, investments financed in irrigated agriculture, technical assistance, training, marketing support, and self-management are sufficient to reduce poverty and present results satisfactory.
