The recent coronavirus pandemic has wreaked havoc on global economies, heightening interest in crisis management. As a result, it is critical to provide decision-makers with some assistance in improving their decision-making. As a research field, artificial intelligence (AI) has permeated nearly every facet of human endeavour, gradually displacing humans in tasks with promising outcomes. By combining these two fields of research, this chapter proposes ADDS: an artificial intelligence-based decision-making framework for crisis management. It proposes a decision-support framework. The development of such a framework can be beneficial for two reasons: (1) it can aid in advanced crisis preparedness, and (2) it can result in effective and productive communication during a crisis. It is worth noting that a thorough understanding of this can aid in planning, controlling, and managing the situation.

This chapter addresses cities in developing countries that suffer from lack of economic resources and limited capabilities of the society. The chapter provides a definition of an economically productive city and the supports it needs from the national central government. Governance issues related to the local government are described, such as low citizen engagement, necessary legislative/regulatory changes, managing increasing citizen expectations, and community planning issues. It also touches on the issues of transparency and open government, operational inefficiencies, and ever-increasing urbanization movement. An important part of this chapter is touching on preparing for partial transformation and identifying opportunities and threats. It also provides guidelines for a general roadmap of actions that are based on planning a smart city, partnerships, and policies. Finally, transformation guidelines are discussed such as challenges for smart city transformation, alignment with national e-governance, capacity building, and change management.

The purpose of this chapter is to explore the emerging social media practices of governments and citizens. The study takes on the status of an exploratory case study and draws on a grounded research approach. The case study shows an emerging social media practice that is embedded in and driven by a diversity of contradictions. The study identifies the following three contradictions as the most significant: communicative contradictions between service administration and community feeling, organizational contradictions between central control and local engagement, digital platform contradictions between municipal website and social media. The chapter presents a single-case study, which is a small contribution to the initial understanding of the social media practices of governments and citizens. The analysis indicates how a local municipality in its social media practices on Facebook is embedded in and driven by contradictions, and hence offers insights into a new way of understanding the challenges and opportunities of government social media.

This chapter discusses the role non-governmental organizations (NGOs) play within Botswana. It states that NGOs are useful instruments for learning generally, but particularly they serve as vehicles for lifelong learning. The chapter highlights the fact that NGOs have established the earliest schools in Botswana. However, when it was found that schools alone were not enough to take on the challenges of a Botswana that was growing more complex by the day, NGOs began to complement school learning with specialized training in centers for vocational and professional development. The Government of Botswana came to support NGOs through the development of an NGO policy whose aim is to forge a closer government-NGO cooperation in the promotion of lifelong learning in the country.

The term ‘empowerment' has been defined in many ways in different professional fields. Empowerment means to develop a person's full potential to achieve a range of human capabilities. For people to be productive, they may need to be empowered to gasp their sense of self-worth and be able to tackle their personal issues. The study investigates the contribution of ICT tools such as telecentres for the empowerment of women in disadvantaged areas of the Western Cape, South Africa. The essence of empowerment entails the alteration of individual lives to attain goals they may have not been able to achieve. Thus, empowerment is an active, multi-dimensional progression that allows people to comprehend their potential and powers in all spheres of life. The study used the Dimensions of Empowerment Theory to explain the outcome of women's use of the telecentre using the dimensions of empowerment output indicator.

The protection of fundamental rights is one of the essential elements of European identity. Thus, knowledge of the law is crucial for the realization and guarantee of fundamental rights: knowing the law must be the first of the fundamental rights that assist us. Despite the abundance of declarative texts, the lack of identification and visibility and the lack of knowledge about the gracious and contentious ways, continue to be barriers to the full affirmation of those rights. The authors present a review on the legal structure of this novel space in which we move: a common space without borders, a space of democracy, an area of freedom, security, and multiculturality. Elencare which rights to citizens and how to access them intends to give shape to a future portal of enlightenment. The approach will be tripartised by the portuguese constitutional system, the European Convention on Human Rights and the European Union.
