The purpose of this article is to verify how the correlation of forces and the asymmetry of political resources impacted the process of implementing mechanisms for participation in Lula da Silva’s governorships (2003-2010). In order to do so, we carried out a case study focusing on two dimensions: a) correlation of political and economic forces - with the party opposition and business sectors and b) political resources - from institutional legacies, the political system, the agreements and the social support base. We concluded that despite the institutional deadlocks and the ideologically heterogeneous correlation of political forces, there have been advances in relation to political participation and access to social goods from sectors which were previously marginalized.

We explored the trajectory of a family buildup in the western part of Sao Paulo from the interprovincial migration of captives in the second half of the 19th century. In addition to browsing the relevant bibliography, we conducted research on vital and census records, as well as an interview with a descendant of the family. It is argued that there was a dubious character in the interpersonal relationships woven by black people with people of wealth during post-emancipation. If they were one of the only sources of obtaining resources - material and symbolic - for Afro-Brazilians who came out of slavery, they also brought certain social burdens, which in most cases, were linked to the dependency policies which constitute the games of power controlling them. We conclude by the existence of a tenuous border separating slavery and freedom, enabling the construction of multiple forms of subordination and dependency relations with the interactions between (ex-) slaves and (ex-) masters.

The public debate on immigration in Italy has been marked, since the 1990s, by the link between popular racism and institutional racism, as well as by various expressions of sexism. Voices clashing with the ongoing security paradigm have been a constant target of attacks from both social movements on the right wing as well as from political parties and exponents, the preferred target of these attacks being women who occupy prominent political positions and act for the fundamental rights of immigrants, such as Laura Boldrini and Cecile Kyenge. Migrant women have also been the target of xenophobic and racist speeches and practices, linked to misogyny and sexism. Thus, the objective of this article is to analyze the multiple forms of mobilization of racism, sexism and the instrumentalization of gender violence, pointing to the construction of stereotypes about bodies considered dangerous in the public debate on immigration in Italy.

The article presents the action of intermediaries, Consulting Engineering firms, in the management of housing policy operated in state territory of Sao Paulo by the CDHU - Companhia de Desenvolvimento Habitacional e Urbano (Housing and Urban Development Company) – CDHU. Acting as outsourced companies in the daily management together with the state agent for over 30 years, such companies supply services to the government in programs and projects, performing activities concerning the administration and control of the design, feasibility, implementation and operation of these projects, not committed to direct production processes but to those of design, management and regulation. Once contracted by the public agent, they act as a kind of “administrative interposer”, which puts them in a position of control over the performance of other subcontractors, conducting execution schedules, charging deadlines, checking products, etc. This text aims to go through the history of these companies, questioning their relationship with this specific sector of public policies, reinforcing their strategies and disputes as intermediaries, legitimacy and capital carriers of various arrangements, for the establishment of a new battle space and social field.

The diffusion and proliferation of the Participatory Budget (OP) by different countries and continents in the world have posed several challenges related to democratic governance, such as the sharing of political power; the encouragement of political inclusion; and social and institutional learning. Therefore, this work aims at analyzing two different cases of OPs – in Araraquara-SP (Brazil) and in Cascais (Portugal) – noting the extent to which they are facing these and other challenges from dimensions such as decision-making competence, resources, institutional rules, space for participation, the use of digital technologies, the number and profile of participants, measures aimed at learning, and their insertion in a broader system of participation. The differences found between the two cases are related to the respective political and social contexts and to the different trajectories and purposes of the OPs in the two countries.

Political participation is one of the pillars of democracy and, throughout the past decades, Political Science has argued about increasing citizens’ participation within the political process, focusing on a qualified inclusion based on dialogue and information. The rise of the Internet and social media has become a popular participation tool. Nonetheless, “digital activism”, assumes different characteristics, becoming a puzzle for scholars. Would digital participation be a “qualified” one? This study contributes to answering this question. Using the 2018 Americas Barometer, we created an indicator of the digital activism intensity in Brazil and tested its determinants as well as its effects on social and democratic values within the Brazilian electorate. The results indicate that digital activism has no significant relationship with supporting democracy or tolerance for minorities but maintains a negative relationship with tolerance for those who think differently politically.

In this text, I elaborate methodological reflections about an important moment of a fieldwork carried out with the Movement of Marginal Literature in Sao Paulo, Brazil. In order to do so, I present my experience in a specific instance of production, diffusion and consumption of literature, the Sarau da Brasa, a cultural collective which has emerged in the neighborhood of Brasilândia, the northern part of the city. Then I draw upon some materials obtained throughout my research, including from other events I have attended, to shed light on the way the members of the literary movement act and organize themselves. By bringing a specific peripheral literary scene to the analysis, I aim at examining the dynamics of the “saraus” (poetry slams, open mic events)which allow the emergence of writers who call themselves “marginal”, as well as the production of literary objects brought from the bonds that the agents establish with peripheral spaces. Although “saraus” have their own distinctive attributes, translated in the modus operandi, in the form of self-organization, in the format, in rituals followed during activities, and in the ideological basis behind projects, I argue in conclusion that common agencies, networks and cooperative arrangements lead them to constitute a new cultural and urban movement.

This article seeks to describe the mechanisms which contributed to the election of Japanese-origin candidates in the state of Sao Paulo municipal elections between 1947 (when the first state and municipal elections take place since the beginning of the Estado Novo regime) and 1964 (when the democratic regime was interrupted). Data records from the Regional Electoral Court were collected in order to identify the candidates who occupied the chairs of Councilor, Mayor and Deputy-mayor. The relationship between candidacies and strategic relational resources from ethnic social spaces is also demonstrated. This case study was carried out in Bastos.
