The change in the geopolitical situation and the increase in economic sanctions against the Russian economy in the first eight months of 2022 did not lead to a serious deterioration in the budget results for regional budgets. Receipts of the total amount of revenues of the consolidated budgets of the subjects of the Russian Federation and key tax revenues grew faster than the rate of inflation. There is a gradual deterioration in the situation with the receipt of corporate income tax in regional budgets starting from May of this year. Personal income tax receipts are growing, but mainly due to payments from high-income categories of the population. In the conditions of growing price volatility on world markets, the factor of industry specialization of the region is gaining an increasing influence on the differentiation of regional budget revenues. Changes in tax legislation coming into force from 2023 may result in the redistribution of some of the revenues of regional budgets in favor of the federal budget. There is a tendency to reduce tax revenues in relatively prosperous regions. The planned reduction of federal transfers in real terms and relative to GDP will mainly affect the problem regions — their main recipients. This will inevitably lead to an aggravation of problems with the fulfillment of growing social obligations in all categories of regions.

The article proposes an approach to assessing the probable damage from permafrost degradation by the middle of the 21st century for the fixed assets of healthcare and education located in the permafrost zone of the Russian Arctic. The high importance of social infrastructure in the Arctic territories implies the need for priority attention to ensuring its safety and smooth functioning. The lack of publicly available statistical information on the fixed assets value by economy sectors at the municipal level, required to assess potential damages, predetermined the need to solve the problem of developing an appropriate methodology for its assessment. The study showed that under the worst scenario of climate warming by 2050 and subsequent permafrost degradation in the Russian Arctic permafrost zone, the fixed assets of healthcare and education with a total value of about 79 and 162 billion rubles, respectively, can be subjected to destruction and deformation.

The need to activate and increase the effectiveness of science and technology policy in the modern conditions of the development of the Russian economy requires, among other things, the definition of spatial priorities of such a policy. It is proposed to assess the spatial component in the federal science and technology policy according to its compliance with such requirements as the widest possible coverage of territories with potential for scientific and technological development by federal support, the correctness of the assessment of such potential, the presence of a well-built system of support tools and compliance of higher education with the needs of scientific and technological development. It is shown that there are unresolved problems in each of these areas, including those related to the shortcomings of official statistics (there is no information on the actual number of researchers in the equivalent of full employment, on the structure of university students), with the disunity of measures to support scientific and technological development of territories (technological special economic zones, science cities, techno-parks in the field of high technologies, state scientific, innovative scientific-technological and scientific-educational centers), in some cases, insufficient elaboration of such measures. As a result, the geography of federal support for scientific and technological development develops spontaneously, spatial priorities of such a policy are not defined, the location of federal and national research universities does not always correspond to the location of research centers. The article suggests ways to solve these problems, including the development of a spatial strategy for scientific and technological development and embedding it into a new strategy for the spatial development of the country.

One of the important reserves for further growth of agricultural production in Russia is the economic development of currently unused agricultural land, the area of which is about 33 million hectares (16,7% of the total area of agricultural land in the country), including 18 million hectares of arable land. The measures taken by the government to stimulate the introduction of agricultural land into economic circulation are considered. The conclusion is made about the need for the development of small and medium-sized businesses as an important direction for improving the efficiency of land use. Proposals have been formulated to improve land policy in agriculture, including the adjustment of legislative legislation.

The high level of interregional socio-economic inequality is one of the main problems of spatial development of the Russian Federation, which is enshrined in several state strategic planning documents. One of the directions of finding a solution to the problem of regional inequality is the implementation of factor analysis, which is designed to identify the main causes of inequality in the subjects of the Russian Federation to develop effective tools for state regional policy. The article provides the formation and calculation of a few mathematical and statistical factor models that explain the differences in the socio-economic development of the subjects of the Russian Federation, based on which conclusions are formed about the further directions of state policy aimed at reducing regional development disparities. One of the main conclusions of the article is that the subjects of the Russian Federation have a capital-intensive path of economic development, which should be supported by a sufficient level of investment.

The formation of the main financial document of the country for the next budget cycle was carried out in the face of growing sanctions pressure. Trade, technological, financial restrictions on the part of a number of states have necessitated the adoption of systemic measures aimed at structural restructuring and technological modernization of the economy. Accordingly, the Government of the Russian Federation faced a serious task of financing priority measures to reorient export deliveries, develop transport and logistics corridors, digitalize sectors of the economy, ensure production chains within the country, technological sovereignty, stimulate entrepreneurial, private investment, innovative activity, develop the financial system, increase flexibility labor market. At the same time, it is mandatory to maintain a balanced budget system. The article discusses the main approaches to the implementation of budget policy, the formation of the federal budget, the definition of mechanisms for financial support of the constituent entities of the Russian Federation in order to ensure the sustainability of budgets at all levels.

In the context of escalating tensions between Russia and Western countries, the effective use of human intellectual capital becomes an ‘insurance certificate’ for ensuring technological sovereignty of each nation. In this regard, it is relevant to study the experience of creating the first federal territory on the basis of ‘Sirius’ science city, which is considered in this article in the framework of managerial paradigm of decision-making. The chosen theoretical and methodological approach makes it possible to assess the feasibility of using the institute of federal territory in relation to science city, taking into account the comparative advantages of the Sirius management model over other special legal regimes. The author concludes that the federal territory has public authorities, its own budget, property and built-in legal ‘brain drain stopper’ in the form of a grant agreement together with a set of measures to minimise the risks of legal regulation will reveal the intellectual potential of the federal territory institution, which can become a launching pad for scaling the ‘Sirius’ experience to other regions with a developed cluster of science and innovation and technology centres.

The complexity of social interactions in the modern world and the growing speed of changes taking place in society require an improvement in the quality of legal regulation. The solution of this problem can be facilitated by the further development of a strategic approach to lawmaking, as opposed to the currently prevailing situational approach (ad hoc). The article discusses some trends, as well as prospects for implementing a strategic approach to lawmaking in Russia based on the author’s concept of lawmaking strategy. The author stands on the communicative understanding of law and lawmaking, defining strategy as a model of interaction between participants in lawmaking activities for a long period, aimed at the formation of effective and legitimate regulation. An attempt is made to classify the law-making strategies implemented in Russia. All theoretical conclusions are confirmed by numerous examples from domestic law-making practice. The author also formulate proposals aimed at further improving the strategic approach to lawmaking in Russia.

The sustainability of the federal budget is currently subject to multiple risks. Despite a temporary increase in oil prices, federal budget revenues are declining rapidly. As correlation analysis has shown, oil and gas revenues of the federal budget become more volatile during structural crises. At the same time, non-oil and gas revenues are declining. The instability of the foreign policy situation and the ongoing military actions greatly increase the risks of increased federal budget expenditures. In the short term, the budget deficit can be covered by the accumulated liquid reserves of the National Welfare Fund. However, in the longterm perspective, the restrictions affecting Russia’s sustainable economic growth will have an impact on the fiscal sphere. The government will have to take unpopular measures to reduce expenditures and raise taxes on the non-oil and gas sector in order to maintain the stability of the public finance system.
