This study is an attempt to revisit the Philippine Qualifications Framework (PQF) vis-a-vis South Korea’s New Southern Policy (NSP). The focus is on the tech-voc education given PQF mandates concerning NSP’s agenda. The PQF-NSP alignment in the context of tech-voc is emphasized as inputs are provided towards quality tech-voc education in the Philippines. This qualitative study uses policy document analysis as a methodology, primarily involving PQF and NSP. According to Cardno (2018), policy document analysis is a significant instrument for leaders in the education sector as it also functions as a research technique. Policies are accessed through retrieval from website searches (Patel, et al., 2017). Harmonizing mandates provisions, and agenda of the NSP and PQF provides clear-cut directions towards quality tech-voc education in the Philippines. Institutionalizing qualifications and standards through the PQF serve as a mechanism to complement existing practices not just in the country but in the ASEAN region as well. As PQF acts as an instrument to advance policy planning, creation, and implementation, the Philippines affirms its role in contributing to the region’s qualifications framework by gaining recognition and impact. This is a prime invitation for NSP to maximize and be an active partner in upholding quality and standards, and in this case, through the context of tech-voc education.

Education is a physical and interactive human activity. Primarily, teachers and students meet and take part in various learning activities in school. Other educational activities are held outside the school to augment what is learned inside the school campus. When technology developed and made online education possible, it was not fully embraced because education is also a social activity. However, the Covid-19 pandemic forced everyone to do things online including education. Unprepared and untrained for this new learning modality, educators had to prepare for a short period of time. Teachers underwent training through online webinars and conferences, and learning continuity plan was developed. Online classes for academic year 2020-2021 started six months ago which revealed the strengths, weaknesses, challenges, and issues in online teaching and learning. This study aims to find out the challenges encountered by the school leaders, teachers, and academic in the implementation of the learning continuity plan for online education including the resolutions made to address the challenges. Based on the study, it was found out that formulation and implementation of new policies, technological resources and capability of teachers and students, mental health and concerns of teachers and students, communication with parents and students, and school requirements. Different resolutions were made that addressed the concerns. It also revealed that the learning continuity plan is responsive to online teaching and learning but there are components that need to be enhanced.

Evaluation of the standard implementation cycle in the Internal Quality Assurance System (SPMI) is very important, bearing in mind the standard implementation cycle in the Internal Quality Assurance System (SPMI) is a benchmark of how the commitment of tertiary institutions to achieve the expected quality of education. This research was conducted at the internal quality assurance unit at STT Bethel Indonesia. The method in this study is qualitative, and data collection techniques use direct observation, document and archive searches, and in-depth interviews. The results showed that (1) Implementation of standards in the Internal Quality Assurance System (SPMI) implemented by STT Bethel Indonesia used 24 National Higher Education Standards; (2) There has not been an equal commitment from all academicians to implement each standard in the Internal Quality Assurance System (SPMI) in order to create a better quality of education; (3) The still dominant cycle of standard implementation in the field of education can be seen from the standards that have already been carried out as many as five standards, while for research and community service standards the standards implemented have not reached half the set standards .

The results showed that (1) Implementation of standards in the Internal Quality Assurance System (SPMI) implemented by STT Bethel Indonesia used 24 National Higher Education Standards; (2) There has not been an equal commitment from all academicians to implement each standard in the Internal Quality Assurance System (SPMI) in order to create a better quality of education; (3) The still dominant cycle of standard implementation in the field of education can be seen from the standards that have already been carried out as many as five standards, while for research and community service standards the standards implemented have not reached half the set standards .","PeriodicalId":31641,"journal":{"name":"Jurnal Penjaminan Mutu","volume":"6 1","pages":"134-145"},"PeriodicalIF":0.0,"publicationDate":"2020-09-07","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"49611106","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
