The measurement method and the definition of 4-TP capacitors measured at LCIE in terms of capacitance and loss factor are described in this paper. The bridge developed for this purpose allows measurements of capacitors ranging from 1 pF to 1 hf in the frequency band 1-100 kHz.

An intercomparison of dc voltage at 1 V and 10 V using solid-state reference standards has been carried out. This intercomparison was thought to test the suitability of these standards as transfer standards and to compare the as-maintained units of different laboratories especially at the 10 V level. First results are presented.

Described is a new, compact vector-velocimeter setup using a self-mixing type laser diode, which without utilizing frequency-offset devices discriminates direction of target motion with velocity range of 23 mm/s to 3.2 m/s. The range of absolute value velocity measured is 0.2 mm/s to 34 m/s .

This paper reports on the performance of a Michelson interferometer type differential thermal analysis system. In particular, temperature response analysis under heat propagation delay conditions is analyzed. Temperature responses for given continuous and pulsed heat are formulated with high agreement with experimental results, High temperature-measuring sensitivity of the optical fiber thermometer is also experimentally demonstrated.

From the differences in reactance and resistance between a circular solenoid coil surrounding and coaxial with a cylindrical conductor and a similar coil without the conductor, a method for measuring resistivity and permeability of the conductor is proposed. The resistivity of copper measured by this method has correlated well with the values measured by the DC four-probe method. Furthermore, the experiment with a high Tc superconductor indicates that the resistivity and permeability of the conductor can be measured with remarkable accuracy.

Optical time-domain reflectomers fond many applications including the installation, commissioning and maintenance for optical fiber videocommunication systems measurements. In order to test and calibrate them a new type of test device is proposed. The described passive device is compact and easy to operate making it ideal for field use.

Theory and design of a new series of decade resistors are devised. They are based on a minimum number of resistance elements connected in series and having nominal values R, 2R and 3R, where R is the nominal value of resistance per step. The series of decades is derived in a table which starts with a 4-step decade resistor and ends with a 21-step decade.
