Keberadaan Badan Usaha Milik Desa (BUM Desa) di Jawa Timur telah menjelma menjadi lembaga sosial ekonomi yang turut berkontribusi meningkatkan kesejahteraan masyarakat desa. Namun krisis pandemik Covid-19 telah menghantam hampir seluruh kegiatan bisnis BUM Desa. Dalam kajian managemen krisis organisasi, pilihan-pilihan respon strategis saat krisis berperan signifikan dalam proses adaptasi dan pemulihan pasca krisis. Penelitian kualitatif ini mengungkap spektrum pertimbangan pilihan utama respon strategis BUM Desa dalam menghadapi krisis. Analisis atas data wawancara semi-terstruktur pemangku kepentingan menunjukan sebagian besar BUM Desa memilih tetap menjalankan bisinisnya (status quo) meskipun merugi. Temuan penelitian ini berbeda dengan pilihan respon strategis perusahaan swasta dan perusahaan negara dalam menghadapi krisis yang lebih memilih berhemat dan berinovasi. Penilaian atas opsi respon strategis menjadi asupan pemerintah daerah merumuskan kebijakan pemulihan BUM Desa pasca krisis.

Dalam berbagai literatur komunikasi, telah banyak penulis yang membahas model komunikasi krisis yang ideal, namun belum banyak yang mengulas bagaimana ciri-ciri praktik komunikasi krisis yang buruk. Dengan menjadikan teori komunikasi Reynolds dan W. Seeger (2005) sebagai model, tulisan ini menganalisa praktik buruk komunikasi krisis yang dilakukan oleh pemerintah Indonesia menjelang kemunculan pandemi Covid-19 di Indonesia. Dengan melakukan analisis isi media arus utama yang berisi pernyataan aparat pemerintah Indonesia, penulis menemukan ciri-ciri komunikasi krisis yang buruk itu, antara lain: Kurang responsif dalam mengantisipasi kemungkinan terjadinya wabah; Kurang transparansi dan akurasi data terbaru perkembangan pandemi; Inkonsistensi dan ketidakjelasan pesan di saat krisis memuncak; Kurang empati terhadap korban. Temuan tersebut menjadi esensial mengingat masa krisis bukan hanya terkait dengan Covid-19 saja, tetapi juga mengacu pada berbagai potensi krisis yang akan dihadapi Indonesia ke depannya.

This paper discusses the ideas of populism as highlighted by Mouffe and Laclau to analyze its relevance for Indonesian democracy context. Populism is a political style which is a source for change based on the systematic use of rhetorical appeal to the people. This research focuses on populism in relation to democracy which brings forth left and right-wing populism. The concept of populism in general leads us to look at the fact of populism in Indonesia democracy context. Some crisis such us economic crisis, poverty, inequality and the failure of the government in looking after the common will and the common good of people lead to create a ‘populist moment’ particularly in Indonesia context. Therefore, radical democracy and left populism of Chantal Mouffe and Ernesto Laclau which this research is focusing on, offers some relevant suggestions to enhance the democratic participation of the people to overcome some crises in Indonesia democracy, which is mostly being co-opted by predatory oligarchy.

Academic discussion on palm oil business in Indonesia mostly shares us stories about community’s powerlessness vis a vis the corporation and the state. The powerlessness is depicted through the lost land, the fragmented farmers, and the weak bargaining position of the farmers before the corporation dealing with the crop price, Syahza and Asmit (2019) and MCCarthy and Cramb (2009) argue. This research is based on interview and observation in “Tani Subur” Cooperative, Pangkalan Tiga, Kotawaringin Barat, Central Kalimantan, Indonesia, known as transmigration area in the district. The experience of Tani Subur Cooperative farmers told us the different story of smallholder palm oil farmers who try to build solidarity amongst community to strengthen farmers’ ability to join in the business. Despite challenges and difficulties, Tani Subur cooperative has succeeded to be an alternative for farmers to have better life and earning through the development of various businesses, owned and run by community.

Penelantaran tanah HGU oleh PT Hevindo di tengah konteks ketimpangan agraria dan kemiskinan yang dialami masyarakat tiga desa di Kecamatan Nanggung, Kabupaten Bogor telah memicu perjuangan agraria kelompok petani AMANAT dengan dukungan sejumlah LSM dan aktor politik. Arus gerakan dari bawah untuk meredistribusikan tanah HGU terlantar ini telah melahirkan respons dari atas oleh para aktor pemerintah dari level desa hingga nasional. Artikel ini mengkaji zona interaksi politik di antara dua arus ini dan pengaruhnya terhadap tindakan para aktor pemerintah terkait desakan pelaksanaan reforma agraria. Penelitian lapang dilaksanakan selama Juli-Desember 2020 melalui kombinasi metode kuantitatif dan kualitatif. Pengaruh antar variabel diuji secara statistik menggunakan SPSS 16.0 dan SmartPLS 3.0. Hasil penelitian memperlihatkan pengaruh positif dan signifikan dari proses interaksi ini terhadap respons para aktor pemerintah. Hal ini ditunjukkan oleh perubahan sikap mereka dari semula menentang lantas berbalik mendukung perjuangan petani ini. Pada 2019 sosialisasi mengenai rencana pelaksanaan reforma agraria telah dilakukan Kantor Pertanahan Kabupaten Bogor, sementara hasil pemetaan partisipatif atas penguasaan tanah oleh petani penggarap di lokasi HGU telah diusulkan oleh AMANAT sebagai acuan penetapan tanah objek reforma agraria dan calon penerima manfaatnya. Namun, hambatan administratif akibat praktik tata pengurusan dan administrasi pertanahan yang buruk dan manipulatif di masa lalu membuat program reforma agraria belum kunjung dilaksanakan hingga saat penelitian lapangan berakhir.

The mass media can play a crucial role in election campaigns because it can influence people's points of view of a candidate, including how they responded to women candidates. This paper aims to analyze how the local media portrayed women candidates in the Local Executive Election (Pilkada) 2018 and the factors that drive it. Unlike most previous studies, which focused on women in legislative candidacy and analyzed the national mass media, this study focuses on women's candidacy in the local executive election by observing the local mass media. The author believes that the differences in the electoral system between the legislative election and the local executive one and the differences of the media scop will produce different findings. Using the explanatory sequential mixed method, the author combined the quantitative method followed up with the qualitative one to interpret this study's data. The author took a sample of 140 pieces of news from local mass media during March-23 June 2018, which was chosen by a non-probability sampling method with a quota technique. This study did not reveal any biased coverage toward women candidates due to four factors: the type of election that women participate in; the social-political capital of women candidates; the condition that women's active political participation is not a novelty; and the alignment of media to the more extensive political agenda. Therefore, it can be concluded that the neutrality of the media does not necessarily cause unbiased coverage, yet by the logic of the media, which makes the media are not passive conduits.

Beranjak dari maraknya praktik rentenir di pasar-pasar tradisional yang ada di Jawa Tengah membuat penelitian ini menjadi penting. Permasalahannya adalah terjadi relasi antara rentenir dan pedagang pasar sehingga praktik tersebut sulit dihentikan. Untuk itu, penelitian ini ingin mengetahui pola relasi yang terbangun antara pedagang dan rentenir sebagai aktor institusi finansial informal. Jenis penelitian kualitatif dengan metode studi kasus digunakan, sedangkan informan penelitian bergerak mengikuti prinsip snowball effect. Dengan menggunakan konsep interdependensi aktor (actor interdependence), kepercayaan informal (informal trust), dan institusi informal (informal institutions) menunjukkan bahwa rentenir dan pedagang berdasarkan daerah asal mereka, memiliki perbedaan sebagai pendatang dan pribumi. Rentenir dan pedagang berkolaborasi membentuk pola relasi interdependensi antar aktor informal di satu arena (pasar tradisonal). Semakin besar pendapatan retribusi pasar, maka semakin ramai pasar dan semakin banyak pedagang dan rentenir, sebaliknya jumlah retribusi pasar berbanding lurus dengan tingkat keramaian, jumlah pedagang dan rentenir. Kepercayaan informal muncul pada kedua aktor karena institusi formal tidak mampu memberikan kemudahan bagi pedagang dalam mengakses modal. Walaupun rentenir menetapkan suku bunga yang cukup tinggi, akan tetapi kemudahan yang diberikan menjadikan praktik ini tetap eksis.

Kepercayaan informal muncul pada kedua aktor karena institusi formal tidak mampu memberikan kemudahan bagi pedagang dalam mengakses modal. Study on political elites in sub-national politics in post-1998 Indonesia did not pay much attention to identify the shifting or continuation of structural change in the post-New Order authoritarianism. From a case study in East Java, this article shows the change and continuation of political elite structure. Democratization does not necessarily produce significant changes that shift the position and privilege of the old political elites. Their organizational power might have declined, but their control over patron-client relationship remains strong. This is also finds that the political changes were, institutionally, not strong enough to cause the significant damage to the patron-client relationship developed during the New Order era. The democratization pressure has only caused the partial diversification of elites’ political affiliation while the inter-intra elite power relations model has not changed much. This explanation provides a new contribution to the understandings on the dynamics and changes in the structure of political elites in sub-national politics in the era of democratization in Indonesia.

Stagnasi dalam perundingan perdagangan multilateral di World Trade Organization (WTO) pada dua dekade terakhir, mendorong munculnya inisiatif perundingan di tingkat regional atau bilateral. Indonesia termasuk negara yang aktif terlibat dalam berbagai inisiatif perundingan perdagangan tersebut. Tulisan ini bertujuan untuk mendiskusikan kesiapan Indonesia merespons perjanjian perdagangan internasional khususnys Indonesia - Australia Comprehensive Economic Partnership Agreement (IA-CEPA) dan Regional Comprehensive Economic Partnership (RCEP). Dengan memanfaatkan perspektif ‘ofensif’ dan ‘defensif’ dalam kebijakan perdagangan, kesiapan Indonesia akan dicermati dari dua sisi kepentingan. Kepentingan ofensif dilihat dari kesiapan untuk memanfaatkan peluang atas kemudahan akses pasar yang tersedia. Kepentingan defensif dianalisis dari kesiapan atas daya saing akibat dari konsekuensi perjanjian yang bersifat timbal balik. Tulisan ini berargumen bahwa pemerintah Indonesia masih kesulitan dalam menangkap peluang kepentingan ofensif karena akses pasar yang tersedia belum dimanfaatkan secara optimal. Besarnya potensi pasar domestik, menjadi salah satu penyebab ekspansi pasar global belum menjadi prioritas pelaku bisnis nasional. Sedangkan dari aspek kepentingan defensif, kemudahan masuknya produk asing perlu dipastikan tidak mematikan produsen dalam negeri akibat tidak memiliki daya saing, namun justru dapat dimaksimalkan agar menjadi pelengkap bagi rantai produksi domestik.

This paper aims to examine the women's representation in Pilkada (local election) 2020 in Central Java. Studies on women's representation include descriptive representation, the backgrounds of the elected female regents, and gender issues in the campaign. The Pilkada 2020 has become more specific. Pilkada 2020 held during the covid-19 pandemic. The results show that the number of candidates participating in Pilkada 2020 in Central Java was decreasing. However, there is an increase in female regents elected in the Pilkada 2020, compared to the Pilkada 2015, as can be seen from both the number of female regent candidates and the number of elected female regents. Some of the women regents' backgrounds are incumbents and party cadres. Some of them also have husbands/fathers who have been prominent figures in the election area. Most of the elected female regents have included gender issues in campaign materials. Yet, gender perspective has not been strongly asserted in their proposed policies. Despite advancing slowly, the progress in political arena remains to bring optimism in gender equality promotion.
