The simplification of the bureaucracy is part of the grand action plan for Indonesia's bureaucratic reform design towards a world-class government. In bureaucratic reform, there are eight areas of change, one of which contains the simplification of the bureaucracy, which is contained in the fulfillment area at the third point, namely structuring and strengthening the organization in which it mandates equalization and transfer of positions. The simplification of the bureaucracy is predicted to be able to accelerate services and realize good governance through effective and efficient governance. Too many levels of bureaucracy in structural positions that must be passed in service is one of the causes of the ineffectiveness of the existing bureaucracy. So that it encourages the government to issue policies through cutting echelonization into two levels by equalizing echelon IV positions and transferring administrative positions into functional positions. As a form of service that is simple but considered more effective and efficient in providing services as well as improving the work of ASN to be more performing. All central and regional agencies are required and guided to simplify the bureaucracy in order to realize the implementation of bureaucratic reform to realize effective and efficient governance by optimizing the use of an electronic-based government system. The energy transition from using energy fossils to cleaner renewable energy is one of the ways to achieve energy security. ASEAN in an attempt to promote the energy transition and sustainable energy growth set an aspirational target to increase the component of renewable energy to 23% by 2025 in the ASEAN energy mix which is included in one of the key programs in the ASEAN Plan of Action for Energy Cooperation (APAEC) 2016-2025. However, because of the Covid-19 pandemic, there will be challenges in the implementation of this renewable energy target. This paper will explore the impact of the Covid-19 pandemic on the implementation of renewable energy target in the APAEC 2016-2025 framework. The use of literature reviews as the research method to gather information and data about the topics about covid-19 pandemic impact on the renewable energy sector in ASEAN and then give a conclusion about these events. Furthermore, this paper will tell about ASEAN's policy measures to achieve the renewable energy target of APAEC 2016-2025.

The phenomenon of corrupt behavior is already worrying and threatens the sustainability of life, especially the Polri bureaucracy. Efforts to overcome corruption in the bureaucracy as a bureaucratic reform policy through the Integrity Zone (ZI) development program, one of which was carried out by the National Police. The aim of this research is to examine the development of the Integrity Zone which has received the title of WBK (Corruption-Free Area) at the Cilegon Police Headquarters. The method used is a qualitative approach. Data collection through observation, interviews and documentation. The results of the study found that the total ZI weight score at the Cilegon Polres fulfilled the WBK predicate which reached 93.56 scores. The lowest weighted value of the lever element is the aspect of management and strengthening of supervision. The highest score is in the aspect of strengthening accountability and improving service quality. The ZI innovation carried out at the Cilegon Police in building WBK is by improving public services that are comfortable and easily accessible to the public by providing an Integrated Service Center (Pusyandu), where several types of public services are carried out such as SKCK attendants, crowd permits and STTP, STM and Wasendak. Obstacles in the development of ZI at the Cilegon Polres include the lack of budget availability in encouraging the development of ZI, the lack of understanding of the HR apparatus between units from each section and units within the Cilegon Polres environment. Obstacles to the readiness of the lack of a public service activity publication team, many application systems that become services that cannot be used such as BPKB/police ticket service, intelligence services, and SPKT services.

This study aims to analyze and describe the management of flash floods disaster management strategies carried out by BPBD Pasaman Regency. This research is motivated by Pasaman Regency which is a disaster-prone area. flash floods is one type of disaster that has a high potential and has a large impact and loss. Thus, there is a need for a strategic management process carried out by the Pasaman Regency BPBD in the implementation of flash floods disaster management which aims to reduce the risk of flash floods disasters in Pasaman Regency. The method used is descriptive qualitative, with data collection techniques using interviews, documentation, and observation. . The selection of informants was done by purposive sampling technique. The data analysis technique used in this study according to Miles and Huberman, meanwhile to test the validity of the data obtained in the field, the source triangulation technique was used. The strategic management process is carried out by describing the phenomena found in the field using the theory of J. David Hunger and Thomas L. Wheelen which states that the strategic management process consists of a process of environmental scanning, strategy formulation, strategy implementation and evaluation and control. The results of this study conclude that the strategic management process in flash floods disaster management by BPBD Pasaman Regency has not been achieved optimally, this is due to limited human resources owned by BPBD Pasaman Regency in terms of number and competence, lack of infrastructure facilities owned by all programs and activities optimally in achieving organizational goals, low presentation of budget realization in the implementation of programs and activities carried out, achievement of performance targets that are not yet optimal and special evaluations held by BPBD Pasaman Regency related to several activities in disaster management.

This article will discuss the involvement of actors in tourism development in Sawarna Village. The tourist destinations in Sawarna Village have become a new tourist icon that can be visited by tourists. However, it seems that it has not appeared in the public space as the main destination. Of course there are a number of obstacles that arise. The research method used in this study is a qualitative method with a case study approach. Borrowing a term from J.W. Creswell (2013) who suggested that a strategic approach that can be used to facilitate qualitative research such as the case study approach (Creswell, 2013). As a result, the government has not been committed to developing tourism, because the accessibility obtained by other actors, such as academics, the community, the media and entrepreneurs has not been maximized. In fact, these actors have a significant role, so that tourist destinations can also be integrated ideally.
