The research will focus on analyzing the application of hierarchical bureaucracy in efforts to tackle integrated stunting in border areas. The study uses descriptive methods with qualitative approaches with the use of observation methods and in-depth interviews. The results showed that, in efforts to handle stunting, the TTU Regency government uses a type of Long Hierarchy on the grounds of a broad range of stunting policy areas, with the benefit of providing limits on authority, facilitating communication and coordination, clarifying communication channels and accountability and assisting leaders in efforts to control stunting countermeasures policies. But on the other hand, the use of long hierarchies has an impact on the optimal performance of bureaucracy indicated by negative impacts, among others, the old decision-making process, causing subordinate dependence on superiors in decision-making efforts and coordination and supervision systems between related sectors, takes longer and can almost cooperation between sectors. Therefore, efforts are needed to develop information and communication technology (ICT) to replace some of the functions of the hierarchy and become a fast communication medium for leaders in conducting supervision and control activities. The use of ICT can be used by all actors in the bureaucracy, both superiors and subordinates to control each other's stunting activities in Timur Tengah Utara Regency.

This paper seeks to explain the role of the West Timor Care Foundation (YPTB) in the 2009 Montara dispute using the concept of the Transnational Advocacy Network and the Boomerang Model. This study found that YPTB had a role as an external-pressure and agenda-setter for the Indonesian and Australian governments because it failed to accommodate community problems. Pressure is carried out by means of diplomacy and litigation to overcome government inconsistencies with implication in the bilateral atmosphere of the two governments. YPTB's efforts to influence this policy set in motion the Boomerang Effect as a way to settle the Montara settlement. This research is qualitative studies with purpose to investigate WTCF as an analyze unit and as the informant key. The purpose of this study was to determine the effect of political awareness, political socialization and mass media on the political participation of the people of Jambi Province in the regional head election. Political participation is a form of community involvement in exercising their political rights in general elections both at the national and regional levels. The embodiment of political rights will affect every decision-making related to the interests of the community. This study uses a quantitative approach that uses statistical techniques with PLS model analysis techniques. The study was conducted on the people of Jambi City as many as 100 people were selected based on area sampling techniques. The research findings explain that the mass media has no direct effect on political participation. Political participation is directly influenced by the variables of Political Awareness and Political Socialization. Therefore, it is suggested that the use of mass media in the post-conflict local election in Jambi Province needs to be improved, especially information related to the political rights of the community. The tendency that occurs in the community is more interested in obtaining information related to entertainment because people are still accustomed to listening culture rather than reading culture.

The purpose of the article is to illustrate the ideological aspect of Al-Qaeda that constitutes the pillar of the organisation based on distinct interpretation of Quran and biased understanding of the meaning of Jihad. The functional method of Al-Qaeda is not simplistic or unsystematic, aimed at a particular target or focused or specific country or region. In my findings, it is evident that the formation of such transnational organisation couldn’t have been revealed without political Ideology with its manifesto and the mechanism to spread its messages all over the world. As well, the article reveals that it will not be correct to put Al-Qaeda among the category of the classical terror groups as I have shown in the article as a comparison. Moreover, Al-Qaeda is not similar to any categories of political actor; since the distinction between Jihad and waging war has always been differentiated in the context of Political Islam. Furthermore, my finding reveals the heretic ideology of Al-Qaeda which had spread all over the world and has become an enemy to Islam itself. Harmed the reputation of Islam as a religion. Attention on the ideologic context of Al-Qaeda hasn’t been researched well previously, unknown to majority of the experts. Instead, the attention at most has been put on its ground actions, security concerns and counter terrorism. The article reveals Al-Qaeda’s distinct ideology and its dissimilarity with political actors in the Islamic world, as well as with other liberation movements that is helpful to choose correctly on how to fight against terror in smart methods.
