The Aims of this study to answer how the strategy of corporate social responsibility in keeping the constituents and what obstacles exist in the Election of Regional Head of DKI Jakarta in 2017? This study uses the theory of Political CSR that has emerged in the 2009 democratic election process in Indonesia. Political CSR Strategy has been used by the Partai Keadilan Sejahtera in political campaigns since the 2009 elections. This study uses the Constructivist paradigm. Research method with qualitative case study method. The key informants of this research are (1) Mardani Ali Sera M.Eng., Chairman of the Success Team of the candidate pair of Anies-Sandi.; (2) Ledia Hanifa Amaliah, One of the spokespersons of candidate pairs for Anies-Sandi; (3) Rahmat, Secretary at the Election Winning Body (Bappilu) DPP PKS; (4) Deddy Syahrul, General Manager of Ashidiq Cater Aqiqah. The data collection technique uses indepth interviews, observations and documents. The data validity technique uses source triangulation. The data analysis technique begins with data reduction, data display, verification and conclusions. Finding: PKS strategy in the democratic process of regional elections in DKI Jakarta prioritizes sustainable programs as a form of party social responsibility as the implementation of the slogan "blessing for the people". PKS intensifies service activities for the community institutionalized in the form of a wing organization (wajihah). Implication: PKS must get closer to the media so that the PKS program through political CSR will change the image of PKS which was previously exclusively an open party. This study aims to explore the empowerment efforts while increasing community literacy through waste management in Purbalingga. This research is important to be research, where the problem of waste is an endless problem. Every day almost everyone produces waste, including in Purbalingga Regency therefore with the existence of Bank Sampah not only can reduce waste problem, but also can empower people to more aware about enviroment and in the other hand can increase the economy of community itself. On the other side, literacy of community still become critical issue in Indonesia, including in Purbalingga Regency, so that with Limbah Pustaka, the literacy of community in Purbalingga can increase dan in the end can support community to achieve a better life. This research methodology is qualitative with a case study approach. Data collection is done by observation, in-depth interviews and documents or archives. The purpose of this comparison itself is to see how empowerment and literacy development through waste management. This research is expected to produce a good model or design in waste management efforts, and later it can become an example or model for other communities in Indonesia.

This study wants to see political expressions on Youtube during the election campaign. Through the perspective of the Uses and Dependency that sees active users in using the media and the interaction with social and media systems, qualitative content analysis of comments from selected Youtube political content was carried out. Results show that Youtube facilitates political expression through comments with various forms of emotions (happy, curious, denial, sympathy, disappointment, excitement, anger, others). Comments were obtained as an effect of using YouTube, in the form of attitudes and statements about political choices. Content production also raises comments that trigger prosumer to be more creative and consumer to continue using youtube even though there are other media alternatives. AbstactOne source of local revenue is derived from regional retribution, so to maximize it, the Pandeglang District Government has issued Regional Regulation Number 11 of 2011 concerning Business Service Retribution. This business service levy is regional retribution which is a potential regional levy to finance the implementation of regional government. Regional levies are collected as payments for certain services. This study uses a qualitative research method with a descriptive approach that aims to find out how the implementation of regional regulations on service fees in Pandeglang district is implemented. The technique of data collection is done by interviewing informants who have been self-determined by the researcher using a purposive sampling model, then direct observation of researchers at the Department of Transportation of Pandeglang Regency to better know the real conditions in the field, as well as study documentation as a complement to the data secondary in this study. Policy implementation is a complex activity with so many factors that influence the success of a policy implementation. Implementation of Regional Regulation No. 11 of 2011 concerning Business Service Retribution by the Department of Transportation, Communication and Information in Pandeglang Regency is the process of realizing the Business Services program by the Department of Transportation of Pandeglang Regency so that it shows the results in the form of Regional Original Income (PAD). In addition, the implementation of these regional regulations also if implemented properly, will affect public satisfaction and increase local revenue through the regional tax levy sector. The results of the study show that this regional regulation has been implemented well but is still not optimal. This can be seen from the lack of maximum service fees and business services carried out by the Department of Transportation, and the potential for retribution that is considered very potential cannot be fully maximized by the Pandeglang district government.

Transformation is a process that can not be avoided when the condition of the organization gets worse in all aspects. PT. Kereta Api Indonesia prior to 2009 experienced worsening conditions in almost every aspect. Impaired employee performance, service performance associated with delayed arrivals and arriving trains, dirty station conditions, adventurous condition of coaches and loco, brokering systems and corporate assets. Therefore, restructuring steps are done by PT. KAI by doing organizational transformation. The most important process in transformation is to change the employee's mind set or Reframing. The purpose of this study is to analyze how the reframing process is run by PT. KAI. This research is qualitative research with descriptive method. The primary data source of this research is the leadership of PT. KAI and train passengers. The theory used as a knife analysis in this study is the theory of Goulliart and Kelly (1994) where Reframing is one of the important parts in the transformation, consisting of 3 chromosomes, which get mobilization, create vision, and make measurement instruments. Reframing is done by changing the orientation of the company from orientation to production to service orientation. To mobilize subordinates to change their orientation, socialization, reward and punishment, more leadership style changes in leading by example. Creating a new vision is done by changing the vision and mission, organizational culture, work values and organizational logos. Meanwhile, to measure that the transformation has indicated a condition improvement, a measurement instrument was developed. Measurement instruments are designed to measure overall organizational performance and service performance. The results show that the reframing is well executed, although at the beginning there are many oppositions, but with a firm leadership and willing to go down the field little by little employees who oppose the transformation began to follow the path of transformation.

The changing of the village becoming an urban village is one of the long journeys of regional autonomy in Indonesia which has a tremendous impact on the local-level government units. This research tries to show again by analyzing the changing village status becoming an urban village from the aspect of administration government affairs in carrying out public services after the changing village becoming an urban village. The focus on analysis in terms of administrative services. The research method that will be used is qualitative research with descriptive type so that it can analyze how the form of administrative services carried out as a part of the implementation of public services to the society of Kampung Baruh urban village, Tabir Sub-District, Merangin Regency. The result of this research to find out that the implementation of government affairs through administrative service has not been maximally applied, this can be seen from the administrative services of mechanism that is not by standard operating procedures. This is not maximally of administrative services can be measured from the fundamental, the principles and standards of the process implementation public services as well as the duties and the function of the headman as an initiator at once driving the improvement of public services for the society. Governance has become a mainstream since the 1990s, which is widely accepted as rapid as the unstoppable democratization and globalization all around the world, including Indonesia. Although it has been formally adopted since the 1998’s national reforms, new values in the governance paradigm are still not effectively internalized in the practice of governance in Indonesia, especially in Banten Province. A number of pathological symptoms in the praxis of local governance indicates not only the ineffective government but also the poor governance. Based on the background above, this study aims to explore qualitatively about the praxis of local governance in Banten Province, which is analyzed within the framework of Rondinelli and Cheema (2007), which focused on the interaction between local governance actors namely: regional government elites, private sector, and civil society. This research has exploratively succeeded in uncovering the pseudo-governance praxis, which is characterized by the lack of transparency, accountability, participation, public trust, and respect for democratic processes; the local leadership malfuction, the dominant role of the private sector in politics and government; and interactions among governance actors which appear to work normally, but are actually corrupted by various forms of structured and systematic penetration. Recruitment of democratic and accountable politics, the presence of an effective control system, and effective and nondiscriminatory law enforcement are essential preconditions to realize authentic democratic governance, not a pseudogovernance which is so manipulative that distort the effectiveness of local government and development as well as

Although it has been formally adopted since the 1998’s national reforms, new values in the governance paradigm are still not effectively internalized in the practice of governance in Indonesia, especially in Banten Province. A number of pathological symptoms in the praxis of local governance indicates not only the ineffective government but also the poor governance. Based on the background above, this study aims to explore qualitatively about the praxis of local governance in Banten Province, which is analyzed within the framework of Rondinelli and Cheema (2007), which focused on the interaction between local governance actors namely: regional government elites, private sector, and civil society. This research has exploratively succeeded in uncovering the pseudo-governance praxis, which is characterized by the lack of transparency, accountability, participation, public trust, and respect for democratic processes; the local leadership malfuction, the dominant role of the private sector in politics and government; and interactions among governance actors which appear to work normally, but are actually corrupted by various forms of structured and systematic penetration. This study aims to determine the causes of incumbents in the contestation of 2015 regional head elections in the Central Hulu Sungai Regency of South Kalimantan Province. This research uses a qualitative method approach with an explorative descriptive type. Purposive technique was used to determine the informants in this study. In this study interviews and documentation were sources of data and data collection techniques. The result of the research on the causes of incumbent are divided into two factors. The first factor is internal factors such as the lack of a solid team in collects support both at the campaign stage voting and counting, lack of relations or networks that are built up to increase public trust, inadequate fund campaign of incumbent candidate with the opposite candidates, the influence of the character or nature of the wife of the incumbent such as following the birth of policies in the government and the excessive position of herself as the wife of the head of the region resulting in a decrease in the electability of incumbent in the community. The second factor is external factors, factors that become a threat to incumbent candidates such as opposite candidates get support from religious leaders in the area. Most Hulu Sungai Tengah people in making political choices still adhere to the choice of the ulama and habaib. There was a negative issue made by the opposition about the incumbent's leadership during his tenure. Based on this, the suggestion for incumbents who want to try again in the contestation of regional head elections not to allow the role of others in determining policies in the government and still maintain popularity and electability in the community while leading the region.

—E-administration in Indonesia has an important role in public service deliveries. It is more efficient, effective, transparent and accountable by using e-administration. However, lack of infrastructure, leaders commitment in an integrated way in all areas in Indonesia, human resource e-literacy and bureaucratic and working culture are still occurred in Indonesia. This research uses qualitative method and descriptive analysis approach. Data and information are from literature review and interview some informants. By using theory u that consists of sensing, presencing, and co creating then e-administration implementation in Indonesia can be improved.
