A software tool for commute carpooling: a case study on university students in Milan 通勤拼车的软件工具:以米兰大学生为例

Carpooling is a transport system based on a shared use of private cars. This paper presents a web-based software tool for the commute carpooling problem, whose main characteristics are the following: 1) besides suggesting a matching between the users, the system provides the expected schedule and route for their trips; 2) the users are informed immediately in case of delay or changes via e-mail or via short messages; 3) the software estimates the costs and benefits for each user; 4) the use of the system is restricted to the employees of given companies. The software has been tested in a case study regarding the Politecnico di Milano university students, running simulations on possible service scenarios. The first suggestions for the company mobility manager of Politecnico di Milano are to focus more on incentives for park and ride season tickets than on parking spots reserved to car-poolers at the campuses and to promote – since the beginning – a carpooling service shared by all the universities of Milan.

Fuzzy spatial network Voronoï diagram: a spatial decision support for transportation planning 模糊空间网络Voronoï图:交通规划的空间决策支持

The spatial network constitutes an essential support for the spatial organisation of the territory, where accessibility plays a key role in transportation dynamics. In fact, it is dependent on the transportation network quality and place structure; it influences our daily moving and our mobility decisions. In this paper we adopt the fuzzy spatial network Voronoi diagram (fuzzy-SNVD), an approach based on fuzzy arithmetic and graph theory, in order to evaluate the fuzzy Voronoi geographical accessibility to its generators (station, public facility, equipment, etc.). This evaluation and its cartographic representation occupy a key position among the necessary tools which can give decision makers effective assistance support in the transport planning process. Indeed, we propose within this framework two algorithms which allow calculating the fuzzy-SNVD and which consist in assigning each Voronoi generator to its closer nodes of the graph modelling a real spatial network. This assignment of the nodes is based on the comparison of the weights of the shortest traversed paths, which are considered fuzzy numbers representing, in a way more faithful to reality, the travel times, speeds or all values describing moving on the transport network.

Evaluating logistics performance: methodological issues, evidences from the field and some policy proposals from the Italian case 评估物流绩效:方法论问题、实地证据和意大利案例中的一些政策建议

The goal of the paper is to assess the level of logistics and transportation performance (efficiency/effectiveness) of a selected number of production-logistics chains that are considered to be relevant for the Italian economy. Following a critical review of the literature on logistics performance assessment, the paper applies an original methodology to map logistics activities and processes and defines a set of performance metrics in the logistics and transportation field. Afterwards, data collection is performed by means of a panel of companies in which representative firms of the mechanical, 'white', textile and apparel, shoe-making, furniture and metallurgy sectors are selected. Results show some relevant correlations between the degree of leadership (e.g., market power) of companies in their respective sectors and the degree of efficiency and effectiveness of their logistics systems.

Research on international logistics dynamics with uncertain exchange rate 汇率不确定下的国际物流动态研究

The movement of exchange rate influences the equilibrium of entire international logistics system. Based on reviewing literature on international logistics optimisation, exchange rate risk and multi-product flow are first attempted to be integrated into international logistics dynamic model. The decision-making purpose of the model is to maximise expectation revenue with psychological anticipation. And then more reliable equilibrium transaction volume and equilibrium transaction price are found out. Using projection gradient algorithms, numerical simulation and stability analysis are presented by MATLAB software. The convergence effect and stability of simulation result prove the validity of multi-product dynamic international logistics system model with uncertain exchange rate.

Environmental accounting and the banking sector: a framework for measuring environmental-financial risks 环境会计与银行业:衡量环境金融风险的框架

Environmental issues present the banking sector with a new challenge. Banks can face financial risks from borrowers defaulting on the repayment of their loans because of fines imposed for poor environmental performance. Indeed, current environmental regulations can make banks liable for environmental damage caused by borrowers. Banks, therefore, aim to minimise these risks with the introduction of environmental criteria into their lending decision-making. These criteria are often based on firms' environmental reports, compiled on a voluntary basis. However, the lack of a common reporting baseline may mean that different information is provided by different industries and countries, a fact that prevents banks from estimating the full risk premium of environmentally vulnerable firms in a standardised and comparable format. Thus, this paper aims to propose a new methodology for measuring the environmental risks of firms to meet the requirements of the financial sector. Specifically, this methodology aims to standardise and quantify this information in an effort to reveal both to the banks as well as interested stakeholders the true environmental risk arising from firms' operations.

A study on communication media selection in IT and service work groups 信息技术和服务工作组中传播媒介选择的研究

Media selection behaviour from 18 companies in Japan and China was studied using the media fitness framework. A multiple media usage was found to be more popular than a single medium usage. Factors that affected both primary and complementary media selection were investigated. As a result, social influence was identified as the most important factor for the primary medium selection followed by a rational factor and environment factor. The study revealed that both rational and social influence factors were closely related for a primary medium selection; however, social influence had almost no effect on selecting complementary media. The findings of this study are not only useful to guide risk aversion in media selections in IT and service industries, but also potentially effective in media selections in various remote working fields.

Characterising urban freight solutions for medium sized cities 为中型城市提供城市货运解决方案

The experiments on optimisation of the urban goods movements are increasing in number. Many of them relate to the traditional goods without being concerned with an activity in particular. Others on the contrary are targeted on a precise sector. All these experiments are not taking into account the total organisation of goods distribution inside the city. Such an approach is undoubtedly difficult in large agglomerations but can be much more easily considered in medium sized ones. That will not only make it possible to reduce the generation of the side effects but will especially allow economic gains for the actors. Obviously, local authorities have several available actions of regulatory measurements for implementation, but they can enlarge with other types of actions and tools in a concerted approach with the freight actors. In this article, we propose a methodology to optimise urban freight transport from a systemic point of view. It has been developed considering the experiments in progress in La Rochelle, within the European project SUCCESS of the CIVITAS programme.

Sustainable mobility solutions: a pre-implementation questionnaire study for carsharing 可持续移动解决方案:汽车共享的实施前问卷研究

This article presents a pre-implementation questionnaire study for a new carsharing system in La Rochelle, France. The questionnaire seeks responses on four main factors: profile of the users, transportation behaviour of users, willingness to use carsharing and preferences for new carsharing stations in La Rochelle. The target groups surveyed were city residents, tourists, businessmen, students and city transport organisations namely city of La Rochelle, CdA La Rochelle and Conseil Generale du Charente Maritime. A total of 500 questionnaires were distributed in-person and a response rate of 81.4% was received. The findings of this study reveal useful information on the feasibility of the offer, user motivations and service design aspects for the new carsharing system. It was found during the study that appropriate marketing strategies and awareness campaigns are required to inform people about carsharing. Other areas of improvement are ensuring availability of vehicles at times, easy access to carsharing stations, easy return procedure for vehicles after use, low trip costs and providing vehicles suited to user needs. These findings have strengthened the need for a new carsharing system in the city and have identified appropriate operational factors for its implementation.

The target groups surveyed were city residents, tourists, businessmen, students and city transport organisations namely city of La Rochelle, CdA La Rochelle and Conseil Generale du Charente Maritime. A total of 500 questionnaires were distributed in-person and a response rate of 81.4% was received. The findings of this study reveal useful information on the feasibility of the offer, user motivations and service design aspects for the new carsharing system. It was found during the study that appropriate marketing strategies and awareness campaigns are required to inform people about carsharing. Other areas of improvement are ensuring availability of vehicles at times, easy access to carsharing stations, easy return procedure for vehicles after use, low trip costs and providing vehicles suited to user needs. An ICT platform for urban freight distribution management 城市货物配送管理ICT平台

Freight distribution systems are challenged by the globalisation of supply chains, demand for high-quality service and continuously increasing fuel costs and environmental standards, all of which contribute to increasing competition in the last mile of the distribution chain, which is populated by many small transport operators with small margins. One way an operator can improve its operating efficiency and quality is through continuous monitoring of its operations with key performance indicators (KPIs). Information and communication technology (ICT) can solve the monitoring problem cheaply, efficiently and effectively via the internet. The University of Rome Centre for Transport and Logistics (CTL) has implemented a prototype ICT platform to conduct a pilot study on the daily distribution service in Rome of a transport operator with a small fleet. The pilot has highlighted the reduced cost of the investment and the ease of collecting relevant data and using them to measure performance, but also the remaining barriers to the practical use of ICT.

A decision support tool for emergency planning 应急规划的决策支持工具

We propose a framework on developing a decision support tool for emergency management planning. This framework involves development of innovative dynamic risk and uncertainty analysis methods known as quality function deployment. Instead of simply computing the weight of emergency planning criteria, we used rule-based expert system to handle the interdependency among the criteria. The expert system with composite rules is encoded into a Boolean satisfiability problem, which can be solved by a quadratic unconstrained binary optimisation method. We also discuss the approach based on the use of the visualisation tools by integrating with GIS and other information support systems. In this respect, this proposed approach completely changes the current practice of emergency management planning.
