The article discusses such a little-known episode of the development of the Arctic as the voyage of Ivan Tolstoukhov and his comrades from Novaya Mangazeya to the mouth of the Pyasina River in order to go around the Taimyr (to pass the most difficult part of the Northern Sea Route). The circumstances of the campaign are poorly investigated and almost nothing is known about the identity of the navigator. Also in historiography, there are different opinions about the path of Tolstoukhov and his comrades (in particular, M. I. Belov believed that they managed to bypass Taimyr by sea). Therefore, in order to establish the route of the explorer and reconstruct his family ties, the article studied a significant body of documentary sources that were not introduced into scientific circulation, stored in the RSNA (St. Petersburg) and RSAA (Moscow). The work establishes that Ivan Tolstoukhov was able to swim to the lower reaches of the Pyasina and, after an unsuccessful attempt to go around Taimyr, died in the Yenisei Bay on the way back. In addition, the article puts forward a hypothesis about the connection of the navigator with the wealthy trading family of the Turukhansk Tolstoukhovs, who originated from the settlement of Veliky Ustyug.

The article reveals the content of the “Charter on the Siberian Kirghiz” approved in 1822.The main organizer of the new regulatory document was the Governor-General of Siberia M.M. Speransky, who, as fate would have it, turned out to be the first Russian official who proposed the reform of the administrative-territorial administration of the Kazakhs of the Middle Zhuz included in the Governorate General of Western Siberia.

Based on the analysis of biographical data, a social portrait of all the heads of the gendarmerie department in the Irkutsk province was compiled. The main sources for the study were the formularies and service records of gendarmerie officers, orders for the Gendarmerie Corps, legislative acts of the central government. The conclusion is made that by the beginning of the 20th century the status of this department in the system of the gendarmerie department and the prestige of the position of the head of this department had increased.

The review of the monograph by V. A. Shalamov is submitted. An integrated approach of the author to research of problems of formation and evolution of a health care system, its staffing, activity of authorities and the public in fight against epidemics and social diseases, features of sanitary and hygienic work, adaptation of pharmaceutical service to real conditions of Eastern Siberia in the 1920th, participation in public health care of the region of the Russian society of the Red Cross is noted. The analysis of an historical basis of the monograph and to definition by the author of degree of study of a problem is given. The conclusion is drawn on a contribution of the reviewed monograph to studying the Soviet health care system and to a historiography of social policy of the state to one of the most difficult periods of history of the 20th century.
