The review of the monograph by L. M. Dameshek is submitted. It is noted that the author on the basis of the analysis of the huge massif of various sources investigated key problems: a role and the place of the outskirts of the Russian Empire in domestic policy of the public power, reflection of an image of foreigners in the Siberian press, issues of sociocultural incorporation of the people of Siberia in all-imperial space. The conclusion is drawn that application by the author of a comparting method helped to reveal visually features of an ethnic factor of government policy in relation to the Siberian outskirts, to show lighting it in periodicals of the studied period and to give a complete modern assessment of various forms of entry of indigenous people of Siberia into the system of the state unity of Russia at a boundary of the 19th – 20th centuries.

The interethnic division of labor in the Irkutsk province at the end of the 19th century is considered. The author believes that the Russian model of the conquest of Siberia, in contrast to the American frontier, aimed at the destruction of barbarians, assumed the “pacification” of foreigners and their inclusion through tributary relations in the Moscow Kingdom, and later in the Russian Empire. Since Russian warriors went to Siberia not for lands, but for taxable heads, this implied their unconditional preservation. This is one of the main reasons for the relatively peaceful and bloodless annexation of Siberia. The author considers interethnic division of labor to be another factor in the relatively conflict- free cohabitation of Russians and other European newcomers with the local population. Russians were mainly farmers, nomads of the south of Siberia were cattle breeders, the indigenous population of the taiga and Arctic zones were hunters and fishermen, reindeer herders. Siberian historians pay less attention to this aspect than to other subjects of the history of interaction between the alien and the indigenous population of Siberia. The process of inclusion of the indigenous inhabitants of Siberia into the imperial space is studied in the most detailed way in the works of L. M. and I. L. Dameshek, L. I. Sherstovа. E. V. Karikh has studied the interethnic division of labor of Russians and indigenous peoples of Siberia in its western part. The author, based on the census data of 1897, proves that hunting and fishing were the main occupation of the indigenous inhabitants of the north of the Tungus Of Irkutsk province, while cattle breeding was still the main occupation of the Yakuts. The peculiarity of the economy of the Buryat population of the southern Irkutsk province, unlike the Turks of southern Siberia, was that nomadic cattle breeding had already ceased to be the main thing in their lives, and agriculture became the main occupation, as well as the alien population – Russians and other immigrants from European Russia. Their nomadic past was evidenced by the fact that cattle breeding remained an essential addition to agriculture as the main and secondary occupation.

In this publication, on the basis of previously unpublished and not introduced into scientific circulation archival materials, the contribution of cadets of the Irkutsk Fire Technical School of the Ministry of Internal Affairs of the USSR to emergency response activities on the territory of the Baikal region in 1960–1980 is investigated. The authors considered the issues of professional training of cadets, noted significant events in the fire protection activities of cadets. The article revealed the features of the educational process on the basis of the school, which allowed to form a professional staff of firefighters in the region.

The article is devoted to the students of higher educational institutions of the center of Russia, who were expelled by the administrative order to the Irkutsk province for their active participation in the protest movement of 1899–1902, aimed at expanding the independence of universities and real, rather than formal, student self-government. Despite the lack of documentary and historiographic sources, the author determined the number and geography of the placement of “former students” in places of exile, showing the main forms of their participation in the local opposition movement. It is concluded that exiled students played a significant role in the design and development of left-wing radical organizations in Irkutsk in the late 19th – early 20th centuries.
