In a contemporary organization, knowledge management is rarely assumed to be a supportive activity. Knowledge management processes are rather assessed as being inseparable from other main organizational processes. Considering the up-to-date research, there are no doubts about the benefits of knowledge management. However, because of its wide internal and external dissemination, it is challenging to identify and assess its value both in its entirety and in its value created by its individual processes. In the interdisciplinary context of literature analysis of information and communication and management research, in this article, the authors present the integrative evaluation model of the relationship between knowledge management processes and business processes. The model is characterised by its wide organizational applicability and allows measuring the value created by knowledge management processes in a real business environment. The model integrates the processes of product development, manufacturing and sales, including their constitutional dimensions, metrics and indexes, respectively. All this enables determining the impact of knowledge management processes on the main business processes and the resulting organizational added value.

Culture is playing an increasingly important role in achieving sustainable development goals in countries. The value created by culture is important and an integral part of each country’s economy. The article is designed to establish the relationship between the value created by culture and the implementation of countries’ sustainable development goals through a detailed conceptualization of culture as an integral part of sustainable development. Conceptualization seeks to integrate culture into the concept of sustainable development by giving it three distinct roles in the process of evaluating sustainable development. The paper examines in detail the goals of sustainable development and their links with culture, highlighting the indicators that have been further used in the research. To assess the contribution of culture to the national economy, the number of cultural enterprises, value added in the cultural sector and turnover were estimated in order to compare employment in the cultural sector in different EU28 countries, and Min / Max indices were calculated. The study identified the relationship between the goals of sustainable development and the value created by culture, using a measure of connection strength. Statistical analysis of the data undoubtedly confirms that cultural contribution to the achievement of the SDGs is significant as there is a very strong positive relationship between the cultural value index and the SDGs achieved in all three case studies.

Cultural activities manifest by implementing cultural projects of various areas, starting from one-time local events, and ending with large-scale international projects. Cultural tourism is a great opportunity of urban and regional tourism development. Implementation of cultural events in cities can have impact on cultural tourism development and its planning, and can be one of the very important economic as well as sociocultural impact of tourism that manifests by created infrastructure, increasing supply of services and entertainment, and lively cultural life in cities. The 21st century theatre is open to new ideas, new findings and presentation of own works to the consumer on not only the national, but also international level. This stands for communication and cooperation with the consumer and organisations. Theatre tours abroad are one of the forms of intercultural cooperation among organisations and consumers. The article analyses the peculiarities of organising theatre tours, its benefit and levels of cooperation. The study includes an analysis of organising national and commercial theatre tours on an international level which allows concluding that intercultural cooperation can occur on the following three levels: interpersonal (micro), interinstitutional (macro) and international (mezzo). The study reveals another new – mixed – level; however, a new mediating element can be seen in cooperation on micro or macro levels. Both types of theatre (state and non-state) see evident benefit of international tours for the theatre, the troupe and the country. The main focus of the research is the representation of migration in Latvian media. In total, 860 publications were analysed covering both Latvian and Russian speaking media content, and the following two methodological approaches were applied: the framing analysis of textual and visual content, and historical discourse analysis in order to reveal the arguments and strategies behind the justification of intolerance. The research data reveals that the framing of migration in Latvian media is left in the hands of politicians and officials. Economic strains and threat argumentation topoi dominate media discussions. The influence of migration is explained and approached from an economic perspective, and most frequently, the intolerance against migrants is interpreted as a failure attributed to the political elite – their inability to solve problems. Intolerance justification strategies were detected in 79% of the publications. This figure confirms that the authors are aware of intolerance not being a virtue nowadays, and the causes of it must be backed up and supported. Visual messages depict migrants exclusively as unidentifiable, dangerous, as a part of an anonymous crowd.

Research on the provision of heterogeneous services in the field of intelligent transport is of great interest in the rapidly changing infrastructure of road transport. In particular, the availability of such services has increased through the use of wireless technologies and communication tools. The current development of Information Communication Technologies (ICT) and the integration of intelligent transport platforms and service systems make it possible to significantly improve road safety and reduce the likelihood of road accidents. However, the delivery of mobile-smart services requires the development of a rather sophisticated infrastructure to support multicast services. The purpose of this scientific article is to analyze the data transmission capabilities for heterogeneous services while ensuring road safety. The paper deals with the tasks of evaluating the possibilities of integrating such mobile services into the infrastructure of motor vehicles. Measuring bandwidth by enabling multicast services on the base of Ad-hoc wireless networks becomes an important task. The demonstrated results illustrate the capabilities of wireless networks by simulating these services in a transport service generating environment. The paper demonstrates that high-quality heterogeneous services require new wireless network interaction protocols, such as a session initiation protocol (SIP), GPRS functionality, routing protocols, and channel access to provide a large number of supportive service components.

In this paper, a 2-level iterated tabu search (ITS) algorithm for the solution of the quadratic assignment problem (QAP) is considered. The novelty of the proposed ITS algorithm is that the solution mutation procedures are incorporated within the algorithm, which enable to diversify the search process and eliminate the search stagnation, thus increasing the algorithm’s efficiency. In the computational experiments, the algorithm is examined with various implemented variants of the mutation procedures using the QAP test (sample) instances from the library of the QAP instances – QAPLIB. The results of these experiments demonstrate how the different mutation procedures affect and possibly improve the overall performance of the ITS algorithm.

Open innovation serves as a principal paradigm for success in diverse and dynamic business environments, as it gives the promise of a better-marked acceptance, a higher level of novelty, and managed innovation risks. However, SMEs face a critical challenge in developing open innovation capabilities and establishing new organizational processes that would empower employees to perform in open innovation regimes. We analyze the mediating role of organizational capabilities for employing and facilitating individual competences for innovation performance improvement as based on a survey of 266 SMEs. This study aimed to identify links between organizational capabilities and individual comp etences in AI for innovation performance in SMEs. The results of our study showed that organizational capabilities in AI at the level of organizations play a role as a mediator between competences for AI at the individual level and the progress of innovations. Considering that organizational skills in AI (organizational culture openness, organizational learning and trust, knowledge management systems, etc.) are strong organizational tools that help to increase the efficiency of AI and individual competences (to enhance employee creativity, enhance interaction with partners) as well as management competences (flexibility, ability to work with various professional communities, strategic thinking, etc.). This study partially refutes the assumptions that SMEs can only achieve innovative progress through individual competences in AI. Organizational capabilities in AI are also very important for AI implementation.
