The article considers the processes of creating consortiums for the purpose of scientific and technological development of industries and socio-economic development of territories. The developed model of the formation of joint activities of the participants of the consortium, which unites competitive scientific and educational and scientific and production structures, is shown. An approach to constructing a matrix of resources and competencies of consortium members is proposed. The life cycle of a consortium of universities with high-tech companies is considered.

An effective management system of an enterprise directly depends on the current system of internal control and risk management. One of the elements of the internal control system is the systematic conduct of inspections of the correctness of the inventory in order to minimize the risks of theft of property, false accounting and reporting data. Documentary verification and control recalculation are used as methods of conducting control procedures. Currently, when optimizing the company's management system, more and more attention is paid to building an effective internal control system and responding promptly to risks.

The social orientation and economic significance of income tax gives it a special place in the tax system of the state. Throughout its existence, income taxation has been in constant reform, including in terms of the tax rate. The article provides a periodization of the application of progressive and proportional tax rates in Russia from 1812 to 2021. The modern stage, which is marked by a gradual transition to a progressive tax rate on personal income, is covered in detail. Changes in the direction of raising the tax rate, undertaken in Russia from 2021, will affect only a small share of the country's population so far. However, the initiated reform may lead to a more significant and tangible transformation of the tax rate for taxpayers in the future.

Support for small and medium-sized businesses in the current economic situation is a prerequisite for economic recovery after the problems associated with the pandemic. One of the important institutions within the framework of such support are microfinance organizations, which are represented on the market today by most microcredit companies. The article presents the concept and specifics of the activities of microfinance organizations in the Russian market of credit services. The analysis of microfinance organizations in the context of active and passive operations of their activities is carried out, the volumes of their participation in the market of entrepreneurial financing in 2018-2020 are given.

This article explores the current theme of popularization of financial literacy of the population taking into account the Strategy of increasing financial literacy in the Russian Federation. The article analyzes the sectoral structure of food production in the regions of Russia. Official input-output tables and data from the SPARK-Interfax information system are used as sources of initial information. 20 industries producing food are distinguished, the structure of their inter-sectoral supplies and distribution of sales between domestic and foreign buyers are analyzed. An algorithm for creating aggregated organizations – producers is presented aimed at reflecting processes of food production in the agent-based model. Information on the created aggregated organizations for a number of regions of the Central Federal District is provided.
