Koran Burning and the U.S. Role in Afghanistan 焚烧可兰经与美国在阿富汗的角色

The latest round of violence in Afghanistan demonstrates the need to continue to withdraw from Afghanistan as quickly as possible. The immediate cause of this upsurge in violence has been the burning of Korans by American troops. President Obama, in a fit of decency, apologized for American actions that could be generously described as insensitive. Obama‟s apology was met by attacks from, among others, Newt Gingrich, arguing essentially that the U.S. should never have to apologize for anything. This argument is axiomatically wrong, but it is also very disturbing. Being truly patriotic means loving and caring about your country enough that when those ideals are violated you want your country to act accordingly. Believing you never need to apologize is territory best left to megalomaniacs and bullies, qualities we do not need in an American president.

Most of last Saturday was, at least for some New Yorkers, one of those days that reminded us why this town can be a great place to live. It was one of the first truly summery feeling days, so the parks were full of cyclists, runners, people playing ball and people just hanging out. My day began with a stirring Little League game featuring a great comeback and a tie score and ended at a cafe in Riverside Park with my children, some of their classmates and some other parents. In the interests of full disclosure, I am a Little League coach, not player.

The Future of Elections in Russia 俄罗斯选举的未来

In last Sunday’s election for the Russian Duma, the ruling United Russia party, while winning a clear plurality of the votes did considerably more poorly than many expected. United Russia’s vote total is hovering around 50%, but the party will still maintain a clear majority in the national legislature. Additionally, this election occurred in a media and civic context that was far from free or open; and there have been numerous accounts of various kinds of election fraud during the voting. Following the closing of the polls there have been demonstrations in Moscow and elsewhere as the Russian people express their discontent about having another election stolen. Taken together this means that for the Russian leadership, more or less everything that could have gone wrong with the election did.

But what does this actually mean? The term is far less clear than it should be. In part, it’s because there’s no cost to call a country strategically vital, and doing so makes both the speaker and country feel more important. For diplomats, it is de rigueur to describe the countries where they work as strategically important. To go to a country and then tell its leaders that they’re not all that important would be, well, undiplomatic.

The U.S. intervention in Libya is continuing into its fourth month with Libyan strongman Moammar Gaddafi still clinging to power and Republicans in congress raising the question of whether the War Powers Act requires President Obama to win congressional approval for the U.S. role in the conflict. Seeing Gaddafi leave power remains the goal of the intervention and while it has not happened yet, it is certainly a real possibility that Gaddafi’s days in office are winding down.

New Approaches for Election Fairness 选举公平的新途径

The U.S. Embassy in Georgia recently called on that country to conduct the parliamentary elections scheduled for October of this year in the “fairest possible campaign environment.” The U.S. also restated its commitment to help Georgia in that endeavor. There is nothing particularly unusual about this statement which could have been made in reference to elections in numerous countries with varying degrees of democracy and freedom. The question which this raises is whether or not he U.S. knows how, or has the tools, to make elections fairer in Georgia or other similar countries.

The criticism of the intervention in NATO on the grounds that if the west intervenes to stop mass killings in Libya, they should do it everywhere else as well, is troubling because the corollary is that if the west cannot stop mass killing somewhere, it shouldn’t try to do it anywhere. Nonetheless, the intervention in Libya sets a precedent and creates expectations in the region that can create problems for the U.S. and its European allies.

The recent election in Ukraine seems, at first glance, to have little in common with the 2009 election in Iran. The former was a relatively orderly election which was viewed as both free and fair leading to a transition of power in Ukraine, while the second was a flawed election leading to widespread demonstrations, a violent crackdown and an Iranian regime relying more heavily on coercion to maintain its grip on power.

The Surge and the Speech 增兵和演讲

The events in Iraq and the relatively quiet response to President Obama’s recent speech on the subject suggest, not surprisingly, that Americans are experiencing a relatively acute case of Iraq fatigue. Few Americans who are not directly involved with the war effort seem interested or concerned about the “end” of the war there, but we probably should be paying more attention. The Obama administration has prioritized the war in Afghanistan as their most important foreign policy concern. Other issues such as Iran’s nuclear potential, new, renewed and failed peace efforts in the Middle East and a spate of natural disasters from Pakistan to Haiti have knocked Iraq out of the forefronts of the consciousness of those Americans who think about foreign policy, while the still battered economy has made foreign policy feel less important to most Americans.

It is still too early to know whether or not the extraordinary events earlier this year in Egypt, Tunisia and elsewhere in North Africa will lead to meaningful and enduring advances for democracy, but the resignations of Hosni Mubarak and Zine al-Abidine Ben Ali and the threats to the leadership other autocrats in the region have not been lost on authoritarian and semi-authoritarian leaders seeking to remain in power in other parts of the world.
