The Antinomy of Value in Determining a Suspect by a Judge: An Anachronism in the History of Human Rights 法官认定犯罪嫌疑人的价值矛盾:人权史上的时代错误

. Protection of Human Rights is a form of reform contained in Law Number 8 of 1981 concerning Criminal Procedure Law in Indonesia. In line with this spirit, the Constitutional Court Decision Number 21 / PUU-XII / 2014, in particular, has stipulated the importance of examining a potential suspect, before the issuance of a Determination of a suspect against a person. However, it is an anachronism, the emergence of Article 36 letter d of Law Number 18 of 2013 concerning Prevention and Eradication of Forest Destruction, which gives Judges the authority - in a criminal trial process through a court decision, to designate a person as a suspect without being examined as a potential suspect. in the process of investigation. This raises a value anomaly in the criminal trial process which is expected to respect a person's human rights with the interest of law enforcement in relation to the protection of natural resources.

Obligation to Resign Legislative Members in Regional Election: Is There Unequal Treatment? 地方选举中议员辞职义务:是否存在不平等待遇?

. This article discusses the obligation resignation of members of the House of Representative/district (DPR/DPRD) when it will run into the head region. As a political position, DPR/DPRD members who run for Regional Heads required to resign first as mandated by the Constitutional Court Decision Number 57/PUU-XI/2013. It is considered as a form of injustice because the minister and incumbent as a political position are not required to resign. Even though the minister or incumbent's potential for abuse of power is enormous but only needed to take leave during the campaign. Besides, in practice, the abuse of the region head's authority often found the use of positions to mobilize employees in the regions. Members of the DPR/DPRD do not own this authority because they have no mass base and areas. Some of the questions that will answer in this article are. (1) whether there has been unequal treatment in this matter? (2) what are the constitutional Court considerations in determining the legal politics of this matter? and (3) Is the obligation to resign members of the DPR/DPRD still following the development of the political system in Indonesia?

Livestock-Associated Methicillin-Resistant Staphylococcus Aureus (LA-MRSA) CC398: An Emerging Infectious Disease 家畜相关耐甲氧西林金黄色葡萄球菌(LA-MRSA) CC398:一种新出现的传染病

Livestock-associated methicillin-resistant Staphylococcus aureus (LA-MRSA) is a pathogenic bacterial strain that can infect livestock, pets and humans. LA-MRSA was identified for the first time in 2005 where the new MRSA clone of sequence type 398 (ST398) was grouped and identified in the clone complex 398 (CC398). Cases of LAMRSA CC398 infection began to be reported frequently in the next few years. From 2000 onwards, case reports of LA-MRSA CC398 infection are becoming more frequent. LAMRSA CC398 transmission to the host is generally mediated by physical contact with livestock, but also through contaminated dust. LA-MRSA CC398 has the same virulence potential as Staphylococcus aureus found in humans and is generally associated with the same clinical features. Rapid detection of LA-MRSA examination can be done with a nasal swab, it is very important to adequately identify individuals who have been infected with LA-MRSA and molecular detection of LA-MRSA CC398 using polymerase chain reaction (PCR). Several other antibiotics such as linezolid, telavancin, daptomycin, tedizoid, dalbavancin, oritavancin, ceftobiprole, and ceftaroline have been developed and approved for the treatment of the LA-MRSA CC398 infection. Interventions that need to be done to prevent transmission and infection of LA-MRSA CC398 include screening, isolation of contacts, hand hygiene, cohorts, and decolonization as additional standard precautions.

How is the Ability of Islamic Religious Education Teachers in Designing and Using ICT Media? 伊斯兰教宗教教育教师设计和使用ICT媒体的能力如何?

The rapid development of technology demands the change in responding it, otherwise technological progress will exceed human capabilities. Teacher must be superior to students in the technological aspect. This study revealed the competence of teachers in designing and using ICT media in Islamic education learning. The approach used in this research is qualitative. The research data were obtained from the Association of Indonesian Islamic Religious Education Teachers (AGPAII). Data were collected through observation, interviews and documentation. Islamic Education teachers have the ability to design and use ICT-based learning media, proven by their skills in displaying Microsoft word, Microsoft excel, Microsoft power points, zoom meetings, YouTube, WhatsApp, google form, video Scribe, ZIPGRADE and E-Crossword. All these media can be used by Islamic Education teachers in the learning process. This finding rejected the results of a study that considers Islamic education teachers as an adapter to media products made by other people

New Directions in Higher Education in the Post COVID-19 Era-Global Perspective 后新冠肺炎时代高等教育的新方向——全球视野

Since last two years higher education institutions [HEI] have been trying to answer following two questions. What features the universities of the future will have? What should be done by professors, administrative staff and university leadership to be prepared for the future? Various educational organizations are under the process of evolving and adapting newer trends of knowledge dissemination. HEIs are under opinion to adopt blended learning, flipped classroom, and many other technology-driven changes in teaching and learning brought by the COVID pandemic. Faculty and staff are getting acquainted with digital learning permanently, as they will be forced to reconstruct their academic programs for skill development and rapid employment. Universities will become GREEN and more aware of health and hygiene issues. Universities will be forced to do more with less revenue. These are the emerging issues and challenges faced by all higher education institutions. This paper is an attempt to redefine few higher education notions in detail.

Information System for the Formation of Students' Individual Educational Trajectory 学生个性化教育轨迹形成的信息系统

. The article deals with the development of a multi-user information system for the formation of students’ individual educational trajectory; it describes the main functional capabilities of the electronic resource. It is noted that a competence approach and individual educational trajectories allow taking into consideration the individual learning features and interests of students; they prepare them better for future professional activities. The use of information systems affects the effectiveness of managerial, educational, and administrative processes. The authors analyze the areas where information systems can be used in higher education institutions. The functional capabilities of the information system for the formation of students’ individual education al trajectory are considered. The information system works in the “administrator” and “student” modes; it allows forming an individual curriculum plan for the student, to store official information on students and teachers, as well as curricula on various specialties, and to make reports according to different criteria. In future, it is planned to add the types of users who have different rights to enter and view information.

It is noted that a competence approach and individual educational trajectories allow taking into consideration the individual learning features and interests of students; they prepare them better for future professional activities. The use of information systems affects the effectiveness of managerial, educational, and administrative processes. The authors analyze the areas where information systems can be used in higher education institutions. The functional capabilities of the information system for the formation of students’ individual education al trajectory are considered. The information system works in the “administrator” and “student” modes; it allows forming an individual curriculum plan for the student, to store official information on students and teachers, as well as curricula on various specialties, and to make reports according to different criteria. Reconstruction of Legal Policies for the Implementation of Fines Based on Islamic Values 基于伊斯兰价值观的罚金执行法律政策重构

. This paper aims to analyze the policy of implementing criminal law in the criminal system in Indonesia and to analyze the formulation of the law on the implementation of criminal fines in the Draft Criminal Code (RKUHP) in the future and to find out the concept of Diyat in Islamic Criminal Law as an effort to reconstruct policy. criminal fines in order to fulfill a sense of justice in society. Especially in order to provide protection for victims. The approach method used is juridical normative with a statutory approach; conceptual approach; and a comparative approach. The type of data used is secondary data and the nature of the descriptive analysis research. Types of crime (criminal system) as stipulated in the Criminal Code and the Criminal Procedure Code stipulate that fine are one of the main types of crimes. Fines are considered quite effective in providing a deterrent effect and providing alternative solutions to justice besides imprisonment (the crime of eliminating the freedom of others). However, what needs to be considered in an effort to reconstruct this fine is a policy to provide protection for victims and this has been regulated in Islamic Criminal Law in the concept of Diyat. Therefore, this article will make Islamic values in Islamic Criminal Law as a reference in comparative studies.

Pragmatic Function of Questioning Act in EFL Classroom Interaction 提问行为在英语课堂互动中的语用功能

This study was an attempt to analyses the pragmatic functions of EFL teachers’ questioning act in their interactions with students. Data were gathered from six purposefully EFL teachers’ questions in their interactions with students. Data were transcribed and analyzed following the principle of Conversation Analysis (CA) and Freed’s taxonomy (1994) namely external, talk, relational, and expressive functional category. The Conversation Analysis (CA) revealed that most of the questions served more than one purpose ranging from factual information to teacher expressive styles (external, talk, relational and expressive categories). Among the functions found, confirmation and elaboration functions reflecting respectively the talk and relational functional categories appeared at most. Aside from Freed’s (1994) category, the speculative function was beneficial to extend the interactions. Then, the functions of questions were not only associated with their pedagogical purposes but also with the pragmatic and social functions depending on the context where they possibly appeared.
