The article presents the development of the concept of a library cooperation in the world and in Bulgaria, from its inception until today. Special attention is paid to the creation of the first library consortium for cooperative database subscription – Bulgarian Information Consortium. Its 20-year history and main aspects of activity, applied governance modes and achieved results are tracked. The conclusion about the possible, albeit difficult to achieve, success of private initiatives for a library cooperative is substantiated.

The accelerated implementation of information and communication technologies in all areas of public development requires in-depth studies of its effects at both national and global level. As education is one of the sectors most influenced by these trends, the need for systematic research on the application of digital technologies in the educational process is becoming increasingly apparent nowadays. In this context, the study presents an attempt to compare the level of use of e-services in education and other public sectors, also identifying the main target groups of users. The results of an author's empirical study are presented, which analyzes the state of the educational environment in Bulgaria, the use of information and communication technologies and their impact on it. The challenges in introducing digital education as well as the factors for their sustainable implementation in Bulgaria is also outlined. Based on the analysis are derived the types of educational e-applications offered, their quality, trends in their use, as well as the most typical groups of users of this type of education in Bulgaria.

The study presents the organization and implementation of vision screening in the primary school “Bacho Kiro”, Veliko Tarnovo. Screening is used as a tool of identifying so far unrecognized eye problems that affect children's vision, and with it, the opportunity for quality training and comprehensive education, as well as future professional guidance. At the same time it was carried out as a practice of students from the specialty “Optometry”, at the Physical Faculty of Sofia University “St. Kliment Ohridski”, as well as a STEAM-based approach, part of the training of pupils in the natural sciences. As a result of the event, an opportunity was provided to take timely measures for the prevention of eye health, for full neuropsychological development, educational progress and adequate professional guidance in the future.

The competency-based approach is at the heart of human resource management in public administration. It is a reflection of the strategic place of labor in it as a creator of: services for the population and business, normative documents and expert consulting product. The aim of this work is to interpret aspects of nature, motor transsmition, institutional precense and issues of competence in public administration on the basis of recognized features of labor. The studied approach is a specific moderator: both a disciplining and productive factor of labor in public administration, which finds manifestation with the spatial presence of the competence vector in the regulations of the activity of public administration. In the context of the Bulgarian civil service, competence is a key development priority.

The strategic security environment is characterized by high dynamism and growing unpredictability, and it is obvious that every member of society needs to be able to understand strategic problems, both individually and supranationally, and to be able to make informed strategic decisions that will ensure the achievement of certain education goal – the transfer of knowledge between adolescents and older generations. The relevance of the study is in connection with the successful achievement of the objectives of individual and collective military training, and specifically the training in Strategic Management, as well as in connection with the successful acquisition of the officer’s profession. The subject of research is the relationship education-pedagogical mastery-strategic management, while the object is a part of the methodological pedagogical approach implemented in the Strategic Management academic subject on the example of the National Military University of Bulgaria. In this regard, the paper presents exhibition and demonstration of some of used good teaching practices and experience.

The quality of education is the main objective of the policies of the different levels of government – national, regional, local and institutional. In the article, based on the areas of quality and their characteristics according to the state educational inspection standard, variants of strategies relevant to achieving this main goal are summarized as a vision for the development of institutions, part of the system of preschool and school education. Other specific strategies are also offered, according to the state of quality in the institution and the measures to increase it. Needs for developing long-term plans are identified and practices for integrated approaches to achieving quality education are analyzed. Attention is paid to the role of cooperation in school organizations, the commitment and motivation of pedagogical teams to achieve institutional goals. In this regard, emphasis is placed on the integrated interaction between the participants in the educational process when choosing an appropriate strategy or a set of strategies depending on the conditions of the institutions' functioning and the achieved results of the activity. Attention is paid to the role of the survey of the satisfaction of teachers, parents and students with the quality of the educational service and the participation of interested parties in quality assurance as a basis for the effectiveness of the development strategies of the institutions.

The article discusses the idea of competency-based education (CBE), which is increasingly used to improve training for the modern knowledge-based economy. A general description of such training has been made, in the center of which is the learner. The ideas for ADDIE were used – a training model that meets the objectives of the UNCCD. The article focuses on self-assessment as one of the characteristic forms of CBE assessment. The results of the self-assessment of students participating in the training in the profession “Applied Programmer” are presented. The study involved students studying under the National Program “IT Career Training” (NPITC), with which the CBE was conducted and a group of students in which traditional training in the profession was conducted. The prepared self-assessment questionnaire includes questions related to the development of basic and specific competencies. The questions on specific competencies are based on the competency models used in the IT sector. The results of the survey show that students who participated in the CBE have a higher self-esteem than students trained in the traditional approach. It is necessary to conclude that the CBE is suitable for use in modern education, despite the need for serious preparation before its implementation.

The study was conducted through focus groups and individual semi-structured interviews with children, members of the Children's Council to the Chairman of the State Agency for Child Protection. The main aspects of the impact of the factors that influence the choices and decisions that children make are outlined – the family, school, out-of-school and online environment and their friend circle.

Rapid changes in society and education, and the demand for high professional standards as a prerequisite for successful student learning, necessitate a constant update of teachers’ professional knowledge and skills. In this context, coaching is seen as a powerful tool for self-development and self-actualization, which unlocks learners’ potential and maximises their achievements. The article focuses on ensuring sustainability in teachers’ professional development and improving teachers’ competence by introducing them to basic coaching skills which they can use to improve learners’ results and their relationships with educators. The discussion is based on data from the implementation of a coaching-based teaching methodology comprising 3 modules which deal with different aspects of coaching. The modules were piloted and evaluated on the basis of their overall effectiveness, and teachers’ and learners’ development. The participants in the study included 39 educators working in educational institutions in 6 European countries. The analysis is based on data collected by means of questionnaires for the participants, post-piloting focus-groups and individual interviews. The findings suggest improvement in teacher – student relationships, creativity, motivation, goal-setting, and job satisfaction. In terms of benefits for teachers, the highest values were given to the development of professional competence, and improving the effectiveness of teaching. In terms of module content, the participants preferred the linear progression from general to specific, thus choosing to focus on coaching essentials and basic coaching skills before moving on to their application in working with learners. In their feedback the participants singled out the topics of self-reflection, active listening and focusing on solutions as most interesting and useful. As for modules’ usefulness for learners’ development, the highest values were given to learners’ ability to set goals, followed by improving creativity, improving communication, and increasing motivation.
