The purpose of the study is to analyse the issues related to the ways of implementing state policy in the field of education, aimed at ensuring and guaranteeing quality and efficient preschool and school education. Emphasis is placed on an extremely important prerequisite for providing education with the specified characteristics in schools and kindergartens, which is a serious goal for every state administration, namely the high personal (including moral) qualities of pedagogical specialists – the subjects who are directly involved in the process of providing the relevant education. More specifically, it concerns the grounds established in the legislation for the dismissal of a pedagogical specialist in cases of their conviction for a crime. A comparison, respectively differentiation, is drawn between this legal solution and the requirement, which is identical to it as a linguistic expression, for occupying the position of a pedagogical specialist. In addition to an in-depth analysis of the indicated grounds for dismissal, a comparison, respectively differentiation, between it and the requirement for occupying the position of a pedagogical specialist, which is identical as a linguistic expression, is made, as a result of which certain conclusions have been formulated for the first time in the doctrine.

The introduction of new human resources management policies is a key catalyst for the organizational development of school institutions and for achieving sustainability in quality management systems. The article analyzes the problems of human resources management in the context of ensuring the quality of education. The causes of the problems and alternatives for influencing them in the context of human resource management in the modern school are outlined. We are looking for solutions for the management of pedagogical specialists, as part of the human resources in the school, aimed at the new requirements and responsibilities to the autonomous institutions to achieve high quality educational services, which include continuous improvement of teachers' competencies, life skills development, 21st century students, participation in the management of the institution. Possible management strategies are presented, leading to the improvement of human resources management and solving the problems with the quality of education in Bulgaria.

This paper presents a pedagogical model for academic journalism and mass communication education that is based on visual and media literacy. The work contributes to the discussion of post-truth issues that continue to challenge traditional ways of teaching journalism, media literacy and visual communication in the digital age. The learning model theoretically deconstructs visual information disorder, from new forms of visual text to an examination of economic, ideological and power relations in journalistic products. Its aspect is based on projects for the practical improvement of visual, media and communication skills. The ultimate goal of this pedagogy is to develop students’ knowledge and skills so that, for each news story, they are interested in questions relating to the accuracy of sources, patterns of visual communication and ways of conveying meaning.

Pedagogical science sees the specificity of higher engineering education in the fact that future engineers need not only to master the theoretical foundations of engineering calculations, but what is especially important for quality professional training, is to acquire stable abilities and skills to implement successful practical activities – readiness for independent professional improvement. At the same time, the development of communication technologies, a derivative of the needs of civil society, has accelerated markedly due to the forced physical isolation caused by the need to combat the Covid-19 pandemic. The transfer of knowledge in traditional forms between participants in the educational process, due to the dramatically increased mobility of the parties, is losing its effectiveness. The Internet, educational platforms, and social media have undeniably increased the speed and volume of information exchange. The authors of the article, having experience in using and evaluating the effectiveness of various communication technologies and tools, conclude that there is an obvious qualitative improvement in the digital competence of students.

The article presents the results of an expert evaluation of a program for the prevention of the use of psychoactive substances in the junior high school stage of education. The project program was constructed by students from the Faculty of Pedagogy of Sofia University in the profile “Prevention and correction of deviant behaviour”. The results of the empirical research are presented on the basis of a mathematical-statistical analysis of a built-in rating scale with predefined criteria and indicators and a content analysis of comments and recommendations of specialists involved in the prevention of the use of psychoactive substances.

In the present study based on the main characteristics and components of the cyber hygiene as a subclass of the cyber security, educational challenges on the cyber hygiene in military area are considered. Based on institutional experience in the scope of the cyber security in the digital environment, a sequence of activities to keep resilient and reliable cyber hygiene in army organizations are analyzed and recommended. Definitions of basic cyber hygiene characteristics are suggested. Cyber hygiene software issues and institutional information security controls are discussed. A malware infection as main cyber hygiene concern is analyzed. Fundamental cyber hygiene instructions to ensure military Internet users and institutions stay protected are defined. Exemplary curriculum for education of military staff with basic themes is presented.

The aim of the study is to provide directors of educational institutions, experts from regional education departments, as well as specialists in municipalities with an accessible model for researching families with varying degrees of vulnerability with a view to more effective organization and management of learning and participation. of children and students from these families. Identifying and getting acquainted with the specific features of the living environment of communities and especially the most at-risk families between them, allows each teacher to change themselves and the educational environment to make it more inclusive and meet the individual needs of every child. The model allows every pedagogical specialist who finds himself in such a cultural and educational environment to organize and purposefully subordinate his activity to get to know the specifics of life of his graduates and put his work on a scientific basis. The research can be reproduced with each formed problem community in urban or rural environment.

The present material brings out theoretical foundations with an emphasis on development of motor potential and specificity in motor qualities. The following are tracked: scientific status in teaching methodology of physical education and sports in initial stage of basic educational level, educational standards for development of motor quality and agility. Technology for development of motor quality and agility with aim of increasing motor capacity has been approved. Statistical verification of effectiveness of a tested technology is presented with following: organization of experimental work, ascertaining, training, and control stage. Scientifically based conclusions and generalizations are drawn. The purpose of study is to establish and assess presence of Wellness Culture1 in primary education by applying an innovative methodology for development of motor quality agility and increasing motor capacity of students from initial stage of basic education level by testing an innovative methodology in training of PES2, consisting of an author's set of motor exercises related to Blaze-Pod Trainer System3 and checking its effectiveness in practice.

In this paper the authors try to highlight some of the problems facing higher education in Bulgaria. The relevance of the problem and research attempts to analyze the system and its supporting elements are presented. The article is an attempt to take a picture of higher education in Bulgaria, in the context of the specialists prepared by it. Using a questionnaire survey, the authors derive the needs of the labor market and the regional focus of socio-economic development. Analysis and assessment of the opportunities for the formation of an online labor market is also conducted. The trends of the need for higher education specialists in the labor market are examined, drawing relevant conclusions and recommendations.
