Review of Tax Exemption in the Koryŏ Dynasty 高丽王朝的免税制度述评

This study examines the tax reductions that occurred during the Koryŏ Dynasty. First, while reviewing the historical sources for tax reduction and exemption, the terms kyŏn (蠲), kam (減), myŏn (免), pang (放), and kyŏnmyŏn (蠲免) accounted for 90% of instances of tax reductions and implied “to exempt” and not “to relieve.” Second, the reporting procedure for tax exemption or reduction was from the village administration to the local officials, Hobu (戶部; Board of Taxation), and Samsa (三司; Finance Commission). An investigation of the situation warranting tax exemption was made through Samsa, Anch’alsa (按察使; circuit commissioner), and specially assigned personnel. During the later period of the dynasty, Top’yŏngŭisasa (都評議使司; Supreme Council of State) appeared in these procedures, and there were many cases where the king gave direct orders. Third, the number of tax exemptions increased once in the first and second halves of the dynasty due to external factors such as wars, as well as natural disasters like floods and droughts.

Getting Off on the Wrong Foot: Rethinking the Title and Amount of Korea’s Property Claims against Japan 出师不利:重新思考韩国对日财产主张的名称和金额

Kim-Ohira Agreement, which agreed on the structure and amount of the property claims’ fund is often regarded as a turning point in resolving the issue of property claims between the Republic of Korea and Japan. However, negotiations continued for more than two years after that. It goes without saying that important discussions took place during this period as well. It is the negotiations on the details of property claims and on the importation of capital goods by deferred payment that this paper focuses. These two issues have several things in common. One is that they are related to the 1962 Agreement. The other is that the core of the problems is the nature or title of the fund, namely, whether it is a property claims’ fund or an economic cooperation fund. Ultimately, these two factors expose the incompleteness and irresponsibility of the 1962 Agreement and the agreement concerning the property claims. This is the historical significance of the KoreaJapan Agreement that this paper intends to confront.

As the guest editor of the present issue of the International Journal of Korean History, I ask that you oblige me in a slightly unconventional introductory essay. Given the contrast between the typical purview of this journal and the contents of the articles contained in this special issue, I decided that a direct and open address in an autobiographical, epistolary mode would be appropriate. The genesis of this special issue reaches back to a panel that I organized for the Association of Asian Studies 2019 AAS-in-Asia conference held in Bangkok, Thailand. The panel was entitled, “Displaced Subjects of Japanese Modernity,” and featured excellent contributions by the historian Tomoko Seto (Yonsei University) concerning the communal reckoning with the massacre of Koreans in Tokyo after the historic 1923 Great Kantō Earthquake, and Japanese literature expert Kathryn M. Tanaka (Hyogo University) on patient literature in Japanese Hansen’s disease sanitoriums throughout the empire, as well as insightful commentary from the historian Araragi Shinzō (Sophia University). Discontinuities and Discrepancies in the Hybridization Process of Nangnang Culture 楠楠文化杂交过程中的不连续性与差异

This article analyses some “discrepancies” in the development of Nangnang society with a view to finding an alternative historical narrative for the territory, namely one that can explain some processes in Nangnang’s history from the point of view of the local people. In the absence of any records written by contemporaneous inhabitants of Nangnang, we try to examine some discrepancies in the course of the local culture’s development, aiming to glean some evidence that could be interpreted as resistance—a form of silent reaction to external rule. Though we are well aware of the limits of this kind of approach, mostly due to the scarcity of primary sources, this attempt is relevant in consideration of the sensitive nature of this chapter of East Asian history, which has often been constrained to narrow identities and ideological frames.

Remnants of Manshūkoku (Manchukuo): Imamura Eiji, Korean Identity under Japanese Imperialism, and Postcolonial Asian Studies Manshūkoku(满洲国)的残余:今村英治,日本帝国主义下的朝鲜身份,和后殖民亚洲研究

This paper takes Imamura Eiji (1911–?) as a case study in developing a theory of minor literary style and pedagogical poetics in Japaneselanguage Manshū literature. At the same time, it grapples with reading Japanese-language Manshū literature with postcolonial reflexivity. Imamura Eiji was an ethnic Korean who was an active participant in the Japanese language literary community of Japan-occupied Manchuria. While he is best known for his short story “Travel Companions,” this paper contends that his work and position within the Manchukuoan state can be better understood through the juxtaposition of multiple of his diverse works, including another short story entitled “New Womb.” Borrowing from Elleke Boehmer’s “postcolonial poetics,” I approach these texts from the perspective of not merely what politics they attempt, but also how they do so aesthetically and technologically. I conclude that Imamura produced a form of minor style observable in other contemporary literary production as well. While previous work on Imamura has laser focused on decoding his ethnic politics, I argue that we must aim for a more careful and critical reading by remaining aware of the contemporary politics of the academic field and relationality between scholar and text.

The Politicality of Modern Japan: Korea Editions’ Use of Korean Literature 近代日本的政治性:韩国版对韩国文学的运用

It is well known that the editor of Modern Japan (Modan Nippon), published by Bungei Shunju, was Ma Haesong, a native of the Korean peninsula. Although Modern Japan fell short of attaining the same level of popularity as Kōdansha’s King (Kingu), it reached a broader range of readers than the rival modern magazine New Youth (Shin seinen), associated with the important writers Edogawa Ranpo and Yokomizo Seishi. Indeed, Modern Japan cultivated a profile somewhere between that of King and New Youth. However, perhaps due to its middling status, the magazine has yet to be the subject of a comprehensive study in any of the fields of literary, cultural, or publishing studies. This paper looks specifically at two special extra editions of Modern Japan, called the Korea Editions, published in 1939 and 1940 respectively. These special editions contained a hybrid of both state propagandistic elements and editor Ma Haesong’s perspective on his homeland. Although there is some extant research on the Korea Editions from several points of view, there is still room for a detailed analysis of how exactly Korean writers and literary works were introduced in their pages, and what type of literature was included. Specifically, this paper examines the literary criticism of Kim Saryang and Han Sik, clarifying their differing appraisals of the contemporary literary situation. Then, it analyzes the style and content of Pak T’aewŏn’s short story, “A Street Darkly” (Michi ha kuraki wo). Through highlighting this combination of perspectives, I hope to illuminate the politicality of Modern Japan realized through a rereading of the Korea Editions.

Return of Myth, Myth Resources, and the Contemporaneity of Mythology in Korea and China Today 神话的回归、神话资源与当代韩国和中国神话的当代性

Nowadays, myth is being used as a kind of cultural resource. Myth has been the source of inspiration for creating literature and art in the past as well, but with globalization and rapidly-changing media environment, the modes of myth resourcization have become more complex and diversified in the 21st century. This paper introduces the concepts that emerged in the mythological circles of Korea and China under these circumstances such as the "return of myth," "neo-mythologism," and "mythologism", and examines a few examples of myth being utilized as resources to get a glimpse of the economic, academic, and national desires that can be found in the myth resourcization. Additionally, it also seeks possibilities for new creation that is beyond these desires, and discusses how we should understand the "contemporaneity of mythology."

“Petticoat Fever” Driven by Chosŏn Korea Garments: Exploring a “fad” in Early Ming China and Its Implications for Regional Interactions between the Chosŏn and Ming Dynasties Chosŏn朝鲜服饰推动的“衬裙热”:中国明初的“风尚”及其对Chosŏn与明朝区域互动的启示

In the fifteenth century, Chosŏn Korean clothes were exported to the Jiangnan (江南) region in Ming China and became very popular among wealthy Chinese people. This was the so-called “Petticoat Fever”. This horsehair petticoat (Mamigun 馬尾裙) gave the wardrobe a fashionable silhouette by supporting and fully spreading the outer skirt. Literati wore them, too. Mamigun fashion, which once enjoyed great popularity in the Jiangnan area, disappeared after it was prohibited during the Ming period due to a change in power and a transition in policymaking. On the other hand, this study is also significant in that it corrects errors in the study of art history in Ming Dynasty. This study analyzed in detail "Ming Emperor Xianzong's Tour of the Lantern Festival(明憲宗元宵行樂圖)" in the collection of the National Museum of China. I argued that the picture was not a royal court painting (宮中畵), drawned in Beijing, but a piece painted in the Jiangnan area of the Ming dynasty. The artist adopted the mamigun fashion widely enjoyed in the region at the moment in order to express the most splendid and glamourous adornments one could imagine in the place of entertainment for the emperor during the Lantern Festival. "Ming Emperor Xianzong's Tour of the Lantern Festiva" is a clue to the customs and fashion culture of the Jiangnan area of Ming Dynasty in the 15th century. Many works of scholarship in Korea-China relations have tended to argue that culture and trade between Chosŏn and Ming Dynasties in the 15th century were exchanged only through envoys between Seoul of Chosŏn and Beijing of Ming. Mamigun is an interesting topic that gives us insight into the cultural exchange between the Chosŏn and Ming and can also be described as an episode that involves Cheju Island of Chosŏn and Jiangnan region of Ming, both regions that were marginal within Korea-China relations. This study will contribute to extending the scope of the history of exchange between Chosŏn Korea and Ming China by taking a broader perspective.

Missing Keystones: Echoes of Empire in Kobayashi Masaru’s “Bridge Building” 缺失的基石:小林正如“桥梁建筑”中的帝国回声

Postwar writings by and about Japanese repatriates often serve to illustrate the incomplete nature of Japanese decolonization. While the process of repatriation physically removed Japanese colonists from the former empire, it also deferred the necessary process of coming to terms with Japan’s imperial past. This article examines how unresolved memories of empire reemerge in the postwar writings of Kobayashi Masaru (1927–1971), a Japanese author who was born and raised in colonial Korea. Through an analysis of Kobayashi’s Akutagawa Prize-nominated short story “Bridge Building” (“Kakyō,” 1960), set in Japan during the Korean War, it shows that although Kobayashi depicts Japanese and Korean characters who are united by a common goal and their past experiences of imperial violence, the gap between them remains insurmountable. The article contends that Kobayashi’s work represents an attempt to counteract romanticized repatriation narratives that had been coopted for new nationalist ends at the beginning of the Cold War.
