Threats to Security in Nigeria 尼日利亚面临的安全威胁

Nigerians expect that leadership should guarantee the security of the populace who in return will be law abiding. The reverse is the case with Nigeria. Each time one reads the newspapers, they speak of one crisis or the other in the country. This is a source of concern among scholars. It is becoming worrisome that people sleep with one eye closed. The reason is that state institutions and agencies are not effective and efficient. Leadership has failed to address these threats leaving the people on their own. The country has not been able to fulfil its potentials due to the existence of threats in the polity. This has given Nigeria a bad name. Investors are cautious of coming to a country where their lives and investments are not safe.Beside; Nigeria has been on a steady decline in the Global peace index. Out of 158 countries surveyed, the country was 117 th in 2007,129 th in 2008 and 2009,137 th in 2010,142 nd in 2011 and 146 th in 2012. Even a country like Chad is more peaceful than Nigeria. It remains the duty of government to provide an enabling environment for the populace to fulfill her potential and the absence of this pose a threat in the polity of the country. This work is linked to sustainstable development and sustainability. The absence of security leads to political and economic instability. LOCAL GOVERNMENT AS AN AGENT OF TRANSFORMATION IN NATION BUILDING 地方政府作为国家建设转型的推动者

This paper identified Local government as a veritable instrument towards nation building. It took a look at some of the Local government reforms in the country, examined democracy as catalyst for rural development and how the Local government can spur economic development in the country. We anchored our analysis on collective action theory which viewed the elected representatives as the small group that takes action for the benefit of the entire citizen. We traced the problems of Local government and found out that the Constitution has not done enough for the Local government to be called the third tier government in the country and we suggested for a Constitutional amendment to redress the abnormally and strengthen it for national development.

The Influence of Fiscal Position to the Socio-Economic Development of the Provinces in the Philippines 财政状况对菲律宾各省社会经济发展的影响

This study on the Influence of fiscal position to the socio-economic development of the provinces in the Philippines is a quantitative research. Universal sampling was employed wherein all of the 83 provinces in the Philippines were included. Through the use of secondary data from various government agencies, the ultimate goals of this study are to determine the fiscal position of the provinces in terms of the 6 parameters namely, national government subsidy, income, operational expenditures, total assets, public debts, and budget surplus; to determine the socio-economic development of the provinces in terms of poverty incidence, attended mortality rate, professionally attended birth rate, and labor force participation rate; to determine if correlation exist between fiscal position and socioeconomic development using the Pearson product-moment correlation analysis; and to determine the degree of influence of fiscal position to socioeconomic development through multiple linear regression analysis. The research undertaking concluded that in terms of fiscal position, Luzon regions are the richest while and Mindanao regions are the poorest; poverty incidence is lowest in Luzon regions especially in the NCR while highest in Mindanao most particularly in the Zamboanga Peninsula and in ARMM. Correlation analysis revealed that there is a strong negative relationship between fiscal position and poverty incidence; a very strong positive relationship between fiscal position and attended mortality rate; and a moderate positive relationship between fiscal position and professionally attended birth rate. Multiple linear regression analysis revealed that the influence of budget surplus to poverty incidence is statistically significant; and the influences of assets and public debts to professionally attended birth rate are statistically significant, assets having the greater influence. Meanwhile, none of the influences of fiscal position parameters to attended mortality rate is statistically significant.

Impacts of Bureaucratic Corruption on Socio-Political and Economic Development in Africa 官僚腐败对非洲社会政治和经济发展的影响

“Corruption deprives our young citizens of opportunities to develop meaningful livelihoods.” The aforesaid was spoken by the Nigerian President Muhammad Buhari at the 30th African Union Summit which took place at the beginning of 2018. The goal of the summit was to construct new ways to end corruption and promote transparency on the part of Government and the society. Africa has been a victim of corruption for decades now. According to Transparency International, 80% of the African Population earns less than $2 per day. With such low level of income, the inhabitants must face daily struggle to procure food and address basic health issues. The Government is deeply exhausted trying to find ways to fix the problem of corruption as it is rotting the nation from the inside.

BOKO HARAM AND SECURITY THREAT IN NIGERIA: A NEW TWIST OF POLITICAL GAME IN TOWN 博科圣地和尼日利亚的安全威胁:镇上政治游戏的新转折

Boko Haram insecurity complex which is pervasive and palpable is the most recent of the bones in Nigeria’s throat as a nation. Rumour and speculation of Boko Haram bomb scare have heightened the level of insecurity and impacts negatively on the socio-economic and political equilibrium of our beloved nation. This paper tries to unravel why the sudden Boko Haram religious conflicts take a political dimension in northern Nigeria. Methodologically, it relies on both primary and secondary sources of data. It argues that a combination of politico-economic competition, illiteracy, poverty and the obnoxious police extra-judicial killings are the core drivers of this sudden change. It concludes with a range of recommendations on how Nigeria could mitigate the security threat posed by Boko Haram.

This study investigated ‘The Effect of Poor Implementation of Tax Policies on Developing Economies; A Study of Nigerian Economy, (1999-2010)’. Past studies have largely focused on challenges and prospects of taxation in Nigeria. This study found it expedient to explore the rationale behind poor tax system in Nigeria. To achieve the objective of the study, the following objectives were set out by the researcher: to examine the causes of double taxation by different levels of government on Nigerian citizens and non-citizens alike: to examine the perceived seriousness of tax evasion vis-A -vis various legal offences. Analytical research method was used since the researcher made use of secondary data obtained from the office of Federal Inland Revenue Service. The results show that that the expected revenue mapped out by Federal Inland Revenue Service could not be met due to poor implementation of tax policies in Nigeria. It was recommended that the Nigerian Tax system should be simple (easy to understand by all), certain (its laws and administration must be consistent) and clear (stakeholders must understand the basis of its imposition).

I have read Sun Tzu’s book entitled “the Art of War.” It is a military treatise written by a Chinese general 2500 years ago. It is the oldest military treatise in the world, first written in Chinese then translated in to French and English respectively. The treatise contains thirteen chapters. Each chapter provides numbered lists of military strategies and tactics.

The Impact of Using Emergency Lights and Sirens During Noncritical PatientTransport 在非关键病人运输过程中使用应急灯和警报器的影响

Introduction: Unnecessary use of lights and sirens during transport of noncritical patients is a major cause of vehicle crashes contributing to injury and death among emergency medical technicians (EMTs), patients and bystanders. This study examines whether EMT stress levels and ambulance transport times differ as a function of using lights and sirens, and whether EMTs support policies for their use. Methods: Data for this quasi-experimental quantitative study was collected from 80 New Jersey EMTs using the Depression Anxiety Stress Scale. Results were assessed for ambulance transport times for noncritical patients and EMT stress levels, both with and without the use of lights and sirens. Data were analyzed using the t test and regression procedures. Results: Analysis shows no statistically significant difference in transport times with lights and sirens in use compared to when they were not used. Findings are statistically significant in the undue and increased stress level of the EMTs when lights and sirens are used. Participants demonstrated support for a policy for their use. Conclusion: Findings suggest that the use of lights and sirens in transporting noncritical patients is unnecessary. Practical applications: Recommendations include the development of a state Emergency Medical Services policy to provide guidelines on the use of lights and sirens, or a system that allows for the objective evaluation of whether the situation warrants the use of lights and sirens. The implications for positive social change include savings of money, property and, most importantly, human lives.

Local Government and Fiscal Autonomy for Local Government In Nigeria 尼日利亚地方政府和地方政府的财政自治

Local autonomy is a term that is frequently employed in both academic and popular discussions of local government, but it is rarely defined conceptually in a careful way or operationalised and subject to empirical research. In this paper we present a working definition of “local government autonomy” based on dimensions fundamental to the concept, identify variables to operationalize those dimensions, utilize factor analysis to combine those variables into underlying component factors. We also use the recent Presidential Bill sent to the National Assembly to support the need to abrogate the State-Joint Account. The paper also highlights, analyses and examines the factors that are responsible for lack of independence and fiscal autonomy by local government. The authors further assessed the extent of decentralization and inter-governmental relations in Nigeria impact on the Local Government . In conclusion, the authors pointed out that lack of independence of the local governments is as a result of lack of fiscal autonomy which in turn explains the duplicity of decentralization and inter-governmental relations in Nigeria.

Employment and Career Status of People with Disabilities 残疾人士的就业和职业状况

This paper investigates the employment and career status of people with disabilities. It examines the challenges and developing career goals, and plans of action. Providing career development services to people with disabilities has always been a challenge to career counsellors. Generally, the vocational adjustment of people with disabilities has been characterized by limited salable work skills, low income, underemployment, unemployment (Curnow, 1989). In addition, Harrington (1997) opined that students with disabilities frequently leave school without marketable skills or the ability to function independently. Such students therefore lack the opportunity to participate in decision making, to form a perception of oneself as a worker, they lack self competences and this can impede career development. The disempowering nature of these classification systems is often all too apparent to people with disabilities applying for rehabilitation services in an effort to enhance self sufficiency and personal independence (Scotch 2000) rather than being treated as adults with free or equal status, they may be confronted by able bodied persons asserting a right to determine what kind of services they need. Thus, it is critically important that career counsellors reject paternalistic castification processes and activity work to foster empowerment among their clients with disabilities.Empowering People with Disabilities through Career CounsellingThree milestone pieces of Federal legislation passed in the 1990’s set a tone of empowerment and choice regarding service provision to people with disabilities and consumer movement among people with disabilities originally begun in the 1960’s. These pieces of legislation are the Americans with Disabilities Act of 1990 (ADA), the 1992 Rehabilitation Act Amendments, and the Ticket to Work and Work Incentives Improvement Act of 1999. Effective career counselling can thus be instrumental for empowering the life choices and career success of clients with disabilities. Apply career counselling structure within an empowerment framework will enable clients with disabilities to become active and well informed.
