Gender (in)equality and gender politics in Southeastern Europe: A question of justice 东南欧的性别平等与性别政治:正义问题

of the scenario of rape in war and genocide based on various scant and incidental sources would be presented and re-interpreted, as well as how the denial and silence of students on the subject matter would be handled during the teaching and learning process in the classroom. Last but not least, for the question of “when and where,” Theriault, Bartrop, Petö, Schopper, De Reus, and Slim argue that careful planning about courses and classrooms is a prerequisite for sound teaching and learning about rape in war and genocide. In particular, multiple encounters with the issue throughout a course and even taking place across the curriculum would improve the odds that students’ learning will deepen and have a profound impact. Whether teaching about rape in war and genocide is taking place in a classroom or via online learning, the provision of supportive environments for the development of partnership to sustain a productive inquiry, for shared understanding and trust, for reflection, for building knowledge, as well as for response to students’ inquiries and reactions is vital and essential. The authors of the book raise a lot of highly sensitive issues for consideration when teaching and learning about rape in war and genocide, such as the dynamics of gender, rape, war, and the classroom. These concerns are also shared by the implementation of sexuality education. Similar to teaching about rape in war and genocide, sexuality education also touches upon the core values of human rights. Both of the subject matters require the study of the corporeal, the fluidity of gender, the intersectionality of forms of oppression, domination, or discrimination, and the limits of binaries. As the authors of the book argue, teaching about rape in war and genocide is important and necessary because a critical analysis by students of this powerlessness and lack of agency and control will not only help expose factors behind violent acts, but more importantly it will highlight the complexities of gender-based violence, its origins, and potential solutions. The book is a demonstration of the success of team-work and a result of gathered wisdom of participants in the Oxford seminar on teaching about rape in war and genocide convened by Carol Rittner and John K. Roth, editors of the book, in March 2014. As the editors emphasize in the Introduction, “this book is written for all who seek to resist the ravages of rape in war and genocide” aiming to share “accumulated experiences, including tips for teaching and discussion” (p. 5), as a guide and as a classroom source on the topic.

As Ramet notes in the conclusion, “Formal protection against discrimination is commonplace in the region, but applying the law has proven more difficult . . . [where] resistance from religious organizations and other conservative forces has been fierce, and ways of thinking change slowly . . . [so] the struggle continues” (p. 356).

According to the website (the address for which is not provided in the book): “We have witnessed significant changes among the Iranian society in the last ten years, which confirms that it is achievable.” Afsaneh Najmabadi, an Iranian scholar of gender and sexuality, also offers history as an opening for hope. “In Persian, for instance, the use of the word jins (meaning kind, species, as a well as grammatical gender) for sex has a very recent origin.” It “seems to have come into Persian from translated books on ‘how to make your marriage happy’ and child pop psychology, and then from the late 1950s with psychology and psychoanalysis becoming popular, this usage became common” (Najmabadi, 2006, p. 13). In other words, the values on gender and sexuality that seem to have hardened into rigid doctrine in Revolutionary Iran may trace their origins to the West. Perhaps at some point in the future, there might be hope for a more Persian point of view.

Choo’s book sheds much feminist light on gendered identities and encounters by addressing the stories of migrant women with various statuses, family ties, and relationships. However, broader considerations would be worthy for future work. Chapter 7 points to the notion of antitrafficking from feminist perspectives which fostered the rights by claiming their victimhood. Stories were interpreted by the possible risks of human trafficking, which on the one hand reveal the struggles and exploitation of migrant hostesses in the sex industry but ignore the interweaved and interdependent relationships among hostesses, club owners, brokers, and American GIs, on the other. To assume that all women in the sex industry are victims is to fail to look at their agency and the diversity of their living strategies. It would have been helpful to put the lens on different characters about how they rely on and negotiate with each other; this would help readers see the chains in the community and the nuanced power dynamics related to their positions. Also, additional work would help tie Choo’s arguments to globalization of labor trade, family ties, decision-making, and the diaspora in migrant workers’ lives. This is important for readers to see the big picture of how global changes affect migrant workers’ movement. In sum, the chapters in this book individually provide rich insights by looking into different women’s journeys and coherently convey the idea of decentering citizenship. For the countries receiving migrant workers, it is crucial to reexamine the policies and the gaps between ideal formulation and practical reality. This book uncovers the unknown distress and insistence in the adventure of migrant workers; it takes students, researchers, scholars, and activists forward on their journey, with the potential to break the existing views of the world, and makes significant changes. In this respect, it is recommended as a must-read.

Abstract Population statistics is a governmental tool to describe the composition of people living on a given national territory. For this purpose different categories are employed. These categories shape the discourse about natio-ethnic-cultural “others” and thus implicitly “us.” This article explores the influence of international statistics with the notion of transnational interlacements in the development of a new classificatory system for the population in Germany in 2007. The center of this new taxonomy is the concept of “migration background.” Using a hermeneutic reading of public policy concentrating on the microcensus and the Program of International Student Assessment (PISA) I show that the new categories are strongly interlaced with the international studies on students’ educational attainments and fuelled by academic discourse on a lack of visibility of certain population groups in official statistics. However, the transnational relation is not preventing a definition which is based on ethnic German descent. It excludes persons from the nation, marking them as natio-ethnic-cultural “others” through the category “persons with a migration background” even if they are born in Germany and have German citizenship.

sequence. The book helps the reader to understand some notions of transnationalism through the lens of migration, though the book does not claim to do so. The editors make an appeal through their book and advocate that both sending and destination countries should recognize migrant workers as significant economic players and hence their socio, political and work rights should be protected. The book shows that the few protection mechanisms in place for workers abroad are weak, do not function and fail in their due implementation. I suggest that the authors of this book could add a chapter, focusing on why and how to reduce migrant worker fatalities as an urgent and nonnegotiable policy issue. Examples from other human rights campaigns, national and international advocacy, monitoring, lobbying, worker awareness and unionism if provided would be useful for readers who would like to be involved in migrant rights activism. I also see the need for creating consumer pressure on industries and the multinational brands of rich countries to avoid the worst forms of labor. This could be one way to deal with this complex issue. Poor implementation of policies, weak legal regimes, unbalanced foreign policy, inefficient and corrupt officials employed in foreign missions, watery bilateral agreements, non-implementation of human rights treaties and conventions and, most importantly, the poverty of sending countries have contributed to unsafe migration causing increasing numbers of worker fatalities and economic losses in South Asia. The book does not explicitly highlight the role for transnational social workers as it aimed to reach out to diverse actors of the migration sector. I strongly feel that South Asian social work should intervene, as a human rights profession armed with transnational practice avenues to bring positive changes to lives of migrant workers and their families in South Asia.

The book helps the reader to understand some notions of transnationalism through the lens of migration, though the book does not claim to do so. The editors make an appeal through their book and advocate that both sending and destination countries should recognize migrant workers as significant economic players and hence their socio, political and work rights should be protected. The book shows that the few protection mechanisms in place for workers abroad are weak, do not function and fail in their due implementation. I suggest that the authors of this book could add a chapter, focusing on why and how to reduce migrant worker fatalities as an urgent and nonnegotiable policy issue. Examples from other human rights campaigns, national and international advocacy, monitoring, lobbying, worker awareness and unionism if provided would be useful for readers who would like to be involved in migrant rights activism. I also see the need for creating consumer pressure on industries and the multinational brands of rich countries to avoid the worst forms of labor. This could be one way to deal with this complex issue. Poor implementation of policies, weak legal regimes, unbalanced foreign policy, inefficient and corrupt officials employed in foreign missions, watery bilateral agreements, non-implementation of human rights treaties and conventions and, most importantly, the poverty of sending countries have contributed to unsafe migration causing increasing numbers of worker fatalities and economic losses in South Asia. The book does not explicitly highlight the role for transnational social workers as it aimed to reach out to diverse actors of the migration sector. Ambivalences of the countermovement: A proposal on how to study international trade unionism 反运动的矛盾:国际工会主义研究的建议

Abstract After globalization has led to what can, by drawing on Karl Polanyi, be referred to as a disembedding of the labor market from its nationally segmented settings, recent decades bring about a development which has by a range of scholars been identified as a countermovement in the Polanyian sense. Drawing on the cases of international co-determination in Volkswagen, as well as the European minimum wage, the article draws three conclusions, with regards to the emergence of a transnational countermovement in the Polanyian sense. In order to understand if international resistance against neoliberal globalization can transform into a transnational countermovement, research has to be conceptualized from an action theoretical angle (1), take on a constructivist perspective (2), and establish a multidimensional understanding of space (3).

Lives in transition: longitudinal analysis from historical sources 转型中的生活:来自历史资料的纵向分析

Further, she examines the aspect of social capital by describing the social support networks of the respondents, and analyzing how and why they change over time. Specifically, Chapter 3 demonstrates the importance of strong family ties; Chapter 4, illustrates how isolation due to poor family relationships and friendship can be due to weak work ties and strong intimate ties; Chapter 5 shows how social mobility can be attained when immigrants navigate and leverage social networks by strategically positioning themselves to gain access to information and resources that their social class would not normally permit them to attain; Chapter 6 discusses how domestic violence and abuse shapes and informs life outcomes of individuals by preventing them from developing the tools and insight to take advantage of opportunities when they arise; and lastly, Chapter 7 shades light on a case study of one women who is able to use institutional intervention to gain mental health treatment, get well, and as a result pursue education and career advancement. In general, Getting Ahead provides a rich and detailed analysis of the social advancement of low-income immigrant women, thus making an important contribution to the continuing study of immigrants and social mobility. This is especially prominent in Dominguez’s clear argumentation, deft use of visual information in charts and figures, and specifically her review of the literature on immigrants and African American experiences. The book only has two limitations: first, the assumption that by securing and keeping low-paying jobs the women have gained social mobility while it seems that there are limits to this mobility. Second, the nature of qualitative inquiry research findings of this study is not generalizable to the larger immigrant population. Admittedly, this book is invaluable because of the ethnographic longitudinal research design and its potential to provide information and incisive ideas that can lead to further theorizing and research in studying women at the intersection of transnationalism, labor mobility, immigration, neighborhood organization and social capital.

Transnational education in schools, universities, and beyond: Definitions and research areas 学校、大学及其他领域的跨国教育:定义和研究领域

Abstract The article is directed to theorizing Transnational Education (TNE). This entails definitions of what is meant by transnational and by education. It also focuses a variety of social realities which might be classified as TNE. The main aim of the article is to sharpen TNE as an analytical concept and at the same time broaden the horizon on the range of actors who are involved in TNE within different sectors of education epitomized as schools, universities, and beyond. It is posited that for research it is not only essential to have a clear view of what is considered as transnational, but also to take into account which sectors of education shall be addressed. This leads to questions of legitimacy and governance, because: who defines, controls, and regulates TNE? Here the theoretical crushing point is the relation of TNE to the sovereignty principle of national education policy. In the first part of the article TNE is defined and conceptualized, whereas in the second part the three TNE research areas announced in the title are characterized.
