Makalah ini mengetengahkan kesarjanaan seorang tokoh Muslim Maghribi iaitu ʿAbd Allāh ibn ʿAbd al-Qādir al-Talīdī. Meskipun keilmuan beliau diiktiraf oleh sejumlah para ilmuwan dunia dan boleh dihargai menerusi karya-karya dan legasi beliau, tiada sebarang penerokaan ilmiah khususnya dalam bahasa Melayu yang memaparkan sejarah, kesarjanaan dan sumbangan beliau kepada tradisi keilmuan dan intelektual Islam. Makalah ini cuba mengisi kelompangan tersebut dengan menggunakan metode kajian kepustakaan dan analisis bersasar terhadap karya-karya beliau. Makalah ini akan turut menyentuh serba sedikit pemikiran madrasah al-Ṣiddīqiyyah al-Ghumāriyyah memandangkan ia meninggalkan pengaruh yang sangat besar kepada kesarjanaan al-Talīdī. Sejarah kesarjanaan al-Talīdī juga berupaya menjelaskan lagi gambaran polemik Salafi dan Sufi yang melatari kesarjanaan neo-tradisionalisme di Maghribi. Selanjutnya, karya al-Talīdī iaitu Bidāyat al-Wuṣūl bi-Lubb Ṣiḥāḥ al-Ummāhāt wa al-Uṣūl akan diperincikan kerana ia tidak hanya terhad kepada hadis-hadis ṣaḥīḥ sahaja dan tidak pula terlalu luas meliputi kesemua hadis. Ia seumpama pengembangan karya 40 hadis al-Nawawī yang tidak terhad kepada tema tertentu seperti Riyāḍ al-Ṣāliḥīn atau Bulūgh al-Marām. Kajian ini mendapati bahawa kepelbagaian pendirian dan konflik menunjukkan pengamalan ijtihad turut wujud dalam kalangan mereka yang muncul di arena keilmuan melalui tradisi zāwiyah. Meskipun tidak terkenal sebagai salah seorang nuqqād dalam kesarjanaan hadis semasa, al-Talīdī telah memberikan sumbangan kepada pendidikan masyarakat umum melalui karya Bidāyat al-Wuṣūl yang menunjukkan bahawa pendekatan pengesahan hadis dan penolakan hadis yang sangat lemah dan palsu dianggap sangat penting dalam menyampaikan kerangka dan amalan Islam yang benar.

Penulisan Baḥr al-Mādhī oleh al-Marbawi yang merupakan karya hadith terbesar di alam Melayu telah berupaya mengangkat namanya sebagai tokoh yang memberikan sumbangan besar dalam bidang hadith melalui usaha mensyarahkan hadith-hadith yang terdapat dalam Jāmi‘ al-Tirmidhī. Dalam karya tersebut, al-Marbawi turut mengemukakan perbincangan mengenai penyelesaian terhadap percanggahan secara zahir yang berlaku antara hadith yang diistilahkan sebagai mukhtalif al-ḥadīth. Penulisan karya tersebut walau bagaimanapun mendapat komentar dari sudut penguasaan ilmu beliau dalam bidang hadith. Justeru, kajian ini bertujuan mengkaji manhaj al-Marbawi dalam berinteraksi dengan mukhtalif al-ḥadīth dalam Baḥr al-Mādhī khususnya dari sudut tertib penyelesaiannya. Oleh itu, kajian kualitatif melalui reka bentuk analisis kandungan dijalankan bagi proses pengumpulan dan penganalisisan data. Dapatan kajian menunjukkan urutan tertib manhaj penyelesaian mukhtalif al-ḥadīth yang lazimnya diambil oleh al-Marbawi ialah mendahulukan al-naskh al-ṣarīh, diikuti dengan al-jam‘, al-naskh ghayr al-ṣarīh, al-tarjīḥ dan al-tawaqquf. Urutan ini didapati selaras dengan pendekatan majoriti ulama hadith yang lain. Selain itu, al-Marbawi didapati tidak hanya menukilkan pandangan ulama dalam persoalan yang berkaitan dengan mukhtalif al-ḥadīth, bahkan mengkritik penyelesaian yang tidak mematuhi tertib manhaj, takwilan yang salah dan dakwaan al-naskh. Dengan ini, penemuan kajian dapat memberikan gambaran yang lebih jelas mengenai kewibawaan ilmu al-Marbawi dalam persoalan yang berkaitan dengan mukhtalif al-ḥadīth.

Integrity is absolutely necessary to produce a noble society that is professionally advanced. This study is based on issues and problems of integrity that are often associated with civil servants in Malaysia. Therefore, the aim of the study is to examine the understanding of Immigration Department staff on the integrity concept. This quantitative study applies survey method. The researcher used simple random sampling to select 170 respondents from a total of 190 people in the workforce. However, the total sample obtained in this study was only 157 because some questionnaires were not returned, so they had to be canceled so as not to negatively affect the accuracy of the results. The study finds that the understanding level of Kelantan Immigration Department staff on the integrity concept records a mean score of (m = 4.20, sd = .413). The finding reveals that immigration officers have high level of understanding regarding the integrity concept. Based on the result of the study, various efforts should be undertaken by all parties including the society, educational institutions, religious institutions, and the government to ensure that personal values and values in employment continue to be instilled among civil servants in Malaysia to achieve a high level of integrity.

Fenomena ekstremisme agama bukanlah perkara baru dalam kehidupan manusia. Perkembangan teknologi dalam dunia kini secara tidak langsung cuba menjejaskan kehidupan orang Melayu Islam khususnya dalam penulisan di media sosial. Kumpulan ekstremis menjadikan media sosial sebagai salah satu platform untuk menyebarkan ideologi mereka. Medium tanpa sempadan ini menyebabkan kumpulan pelampau menyebarkan maklumat secara bebas dan mudah sehingga menyebabkan masyarakat Melayu Islam terpedaya dengan fahaman ekstrem. Pelbagai tulisan yang berbentuk ekstremis dan longgar bertebaran dalam masyarakat seperti tulisan yang mengelirukan tanpa ada sandaran rujukan, berita yang dipenuhi dengan fitnah, berita yang tidak benar, tulisan yang memburukkan ulama silam dan tulisan yang meragui kesahihannya tanpa menggunakan kaedah yang betul. Kajian ini bertujuan untuk mengkaji parameter penulisan pendakwah wasatiyyah dalam menangani pelampau Melayu Islam. Kajian ini diperoleh menggunakan metodologi kualitatif iaitu melalui kaedah temu bual dengan 4 orang informan dan melalui perbincangan meja bulat yang terdiri daripada 5 orang panel. Pemilihan informan ditentukan secara persampelan bertujuan. Data yang diperolehi dianalisis secara deskriptif menggunakan perisian Atlas.ti. Hasil kajian ini mendapati bahawa antara parameter pemikiran wasatiyyah pendakwah dalam menangani pelampau Melayu Islam ialah pembuktian kaedah (manhaj) pembuktian yang sah dan tepat menurut ahli sunnah wal jamaah, sumber rujukan yang muktabar dan mengiktiraf kesarjanaan keilmuan silam. Implikasi daripada ukuran ini boleh dijadikan panduan kepada pendakwah dalam menangani golongan ekstremis Melayu Islam.

Evaluation is critical to determine student success throughout the teaching and learning process. When it comes to self-evaluation, stronger students tend to undervalue their performance, whereas weaker students prefer to exaggerate theirs. Due to this, a teacher’s evaluation is designed to achieve a balanced evaluation between stronger and weaker students. Therefore, the purpose of this study is to determine the level of a teacher’s evaluation of student progress and to determine if there is a significant variation in teacher’s evaluation of student progress across locations, school types, and job experience. The approach used is through survey research design. Thirty-three Islamic education teachers participated in this study. The data indicate that teacher’s evaluation of student progress was generally favourable across all dimensions and that there were no significant variations in teacher’s evaluation of student progress by urban or rural location, school type, or employment experience. In general, the findings in this study can assist teachers and students in enhancing their teaching and learning process.

The adulteration of commercial food products with muharramat (prohibited) ingredients exposes Muslims of the present time to food fraud. One of the muharramat sources is animal plasma food grade powder in surimi products. This adulteration using prohibited substance is regarded as a critical halal issue that should be addressed to strengthen the justification for its prohibited status. The current study employs a qualitative approach using semi-structured interview data with Shariah experts, Halal executives, and food technologists as the main source of data collection, and a literature review as supportive argument. The application of thematic analysis to analyze the collected data enabled the identification of the main themes and sub-themes of the interview data. Based on the results, the identified main themes are: the principles of Istihlak fasidah (imperfect transformation), Istishab (presumption of continuity), and Maslahah (preservation of public interest); while the identified several sub-themes are: the involvement of human intervention, the residual traces of animal plasma properties in/the end product, and the prohibition of spilled-out blood that is attributed to all of the blood components, as supportive arguments to justify the reasons for Istihlak fasidah (imperfect transformation) process. Last but not least, several principles of Qawaid Fiqhiyyah (Islamic Legal Maxim) become part of the identified sub-themes applied by the interviewees to enhance the prohibited status. Subsequently, a framework is presented to visually present the data to clarify the interrelatedness of the identified themes. The research findings can potentially contribute signigicant knowledge to the Contemporary Fiqh Consumerism field, particularly in understanding the issue of intentionally adulterating halal with non-halal sources. The developed framework also meets the criteria of future new research since no comprehensive study has been conducted to highlight the prohibition of using animal plasma in food products.

Based on the results, the identified main themes are: the principles of Istihlak fasidah (imperfect transformation), Istishab (presumption of continuity), and Maslahah (preservation of public interest); while the identified several sub-themes are: the involvement of human intervention, the residual traces of animal plasma properties in/the end product, and the prohibition of spilled-out blood that is attributed to all of the blood components, as supportive arguments to justify the reasons for Istihlak fasidah (imperfect transformation) process. Last but not least, several principles of Qawaid Fiqhiyyah (Islamic Legal Maxim) become part of the identified sub-themes applied by the interviewees to enhance the prohibited status. Subsequently, a framework is presented to visually present the data to clarify the interrelatedness of the identified themes. The research findings can potentially contribute signigicant knowledge to the Contemporary Fiqh Consumerism field, particularly in understanding the issue of intentionally adulterating halal with non-halal sources. Individu autisme mengalami kecelaruan perkembangan-neuro dan menyebabkan kekurangan dari segi kemahiran sosial dan imaginasi. Situasi ini menjadikan mereka terdedah dan agak cenderung melanggar undang-undang rentetan sifat perilaku tersendiri mereka yang defisit pergaulan sosial, obsesi kepada rutin harian dan kurang empati. Peningkatan pendiagnosan individu autisme di Malaysia menyebabkan wujudnya keperluan bagi mengadakan SOP Khas tangkapan dan tahanan individu autisme. Satu Prosedur Operasi Standard (SOP) Autisme Khas Polis telah berjaya dibentuk dan dikuatkuasakan bagi menjamin hak dan keadilan individu autisme bagi kesalahan jenayah sivil. Namun, SOP sedemikian masih belum wujud bagi kesalahan jenayah syariah di negeri-negeri di Malaysia. Artikel ini bertujuan menganalisis keperluan mewujudkan SOP Khas Autisme untuk penguat kuasa agama negeri-negeri di Malaysia. Objektif kajian membincangkan perilaku tersendiri individu autisme yang mendorong mereka melanggar undang-undang dan perkaitannya dengan kesalahan jenayah syariah serta persepsi para pengamal perundangan Islam, pelatih kepada individu autisme dan pakar perubatan autisme tentang keperluan mewujudkan SOP Khas Autisme untuk penguat kuasa agama. Metodologi kajian ialah analisis kandungan dan temu bual kumpulan fokus serta perbincangan meja bulat bersama informan berkaitan iaitu 3 orang hakim syarie, 2 orang pegawai penguat kuasa agama, 9 orang guru pendidikan khas serta 2 orang pakar autisme. Data terkumpul kemudiannya dianalisis secara deskriptif dan tematik. Hasil kajian mendapati sebahagian perilaku individu autisme seperti menyentuh dengan tidak sopan, masturbasi secara terbuka, membuka baju, terkandung dalam kategori perbuatan tidak sopan Akta/Enakmen Kesalahan Jenayah Syariah namun tiada peruntukan undang-undang khusus untuk PPA mengendalikan tangkapan dan tahanan individu autisme yang disyaki melanggar undang-undang tersebut. Tambahan lagi PPA perlu kepada SOP terpandu dalam melaksanakan tugasnya terhadap individu autisme menyebabkan keperluan dibangunkan SOP khusus untuk PPA bagi mengelakkan diskriminasi dan layanan yang lebih adil kepada individu autisme.

Kaedah membakar merupakan antara kaedah yang digunakan bagi melupuskan mashaf al-Quran yang lama, rosak atau tersalah cetak. Muktahir ini telah berlaku pengurusan pelupusan mashaf al-Quran yang tidak menepati maqasid pelupusan teks al-Quran seperti yang difatwakan dalam garis panduan. Di samping itu, jumlah mashaf al-Quran yang rosak semakin bertambah menyebabkan tapak pengumpulan semakin terhad. Bagi menjimatkan kos dan ruang, didapati beberapa institusi yang dipertanggungjawabkan dalam mengendalikan pelupusan telah menyerahkan tugas ini kepada pihak yang tidak berautoriti, contohnya kepada pihak bukan Islam bahkan dilupuskan di kilang kertas. Justeru, artikel ini membincangkan pandangan dan penilaian ilmuan agama terhadap kaedah pelupusan yang telah dilaksanakan oleh institusi pelupusan teks al-Quran di Malaysia. Pengumpulan data diambil secara analisis dokumen dan temubual bersama Mufti iaitu mufti Negeri Selangor, mufti Negeri Kelantan dan mufti Negeri Terengganu. Ia dilakukan secara temubual separa berstruktur dan dianalisis secara diskriptif. Hasil penemuan mendapati bahawa terdapat beberapa kaedah yang telah dilaksanakan oleh kerajaan Malaysia. Antara kaedah yang diaplikasi adalah dengan cara dibakar sehingga menjadi abu dan dibatakan seterusnya dihanyut ke dalam laut. Tegasnya, masih banyak institusi berautoriti yang melaksanakan pelupusan mengikut garis panduan yang ditetapkan.

Investments which are considered beneficial for the economy have caused controversy in the Indonesian society when the government enacted the Peraturan Presiden Nomor 10 Tahun 2021, which contains an article on alcohol-related investments. This study analysed the relationship between government policies and public figure responses relating to alcohol-related investments in Indonesia based on the Maqasid Shariah approach. This study used content analysis methodology and data were obtained by analysing documents, online media information and check lists. Two experts in Islamic Economics were involved and Cohen’s Kappa test was used to measure inter-rater reliability for qualitative (categorical) items, which yielded a score of 1 for each expert. Study data analysis was carried out descriptively and thematically. Findings show that policies to encourage investments considered beneficial for the economy have in fact, harmed the Indonesian society in general because the policies are contrary to the principles of Maqasid Shariah. The Muslim society believes that alcohol investments are detrimental to the country. The implications appear in the form of policies contradicting the maslahah (public interest) of the society, public rejection of investment policies, and rescinding of the government’s investment policies. Therefore, this study recommends that governments, in this case Indonesian government, should consider the Maqasid Shariah principles when formulating policies, especially those concerning the wider community, in the future.
