The Millennium Development Goals were effective from 2000 to 2015. Statistics show that most of the goals were met, and particularly success in the goal of reducing extreme poverty (MDG1) gained wide recognition. Despite the strong ethical language related to poverty reduction, there has been little analysis of the ethical significance of the MDG achievements. Since statistical and ethical definitions and representations of poverty never completely overlap, conclusions concerning ethical progress are not directly available from the statistics. This article shows how this ethical significance can be analysed and what kinds of controversies and uncertainties relate to the issue. As part of this analysis, utilitarian issues, population ethics, and the social aspect of poverty are discussed.

For thirteen consecutive years, Catalan public broadcasting journalists have protested against the so-called coverage quotas established by Spanish electoral regulations. According to those regulations, during election campaigns, broadcasters are required to use a calculated number related to the proportion of votes cast in the previous election to determine the amount of broadcast time they allot to each party. Journalists have repeatedly and publicly complained about the quotas, while simultaneously explaining the effects of the quotas to the audience and not crediting authorship of this news. This paper undertakes an in-depth analysis of the case and its historical roots from different angles: the protests, the journalists’ professional roles, the political parties’ strategies, the roles of the regulatory boards and the initiatives taken by some professional organizations and institutions. The theoretical framework focuses on the mistrust between the political class and journalists in the context of a mediatized conflict with ethical implications. The methodology includes extensive document examination, news content analysis and interviews. The results indicate that the Spanish political class has deemed the performance of the Catalan public broadcaster as tending to equate political information with electoral spots controlled by parties. The consequence of this has been an enduring conflict between politicians and Catalan journalists that distances citizens from both of them.

This paper discusses the meaning of ‘respect’ in complex conflicts and aims to be a contribution to thinking about ethics in war along with the Just War tradition. The point of departure is the increased focus on soldiers as moral decision-makers in war, illustrated by the introduction of core values in the Norwegian Armed Forces. ‘Respect’ is one of these core values. However, it is not clear how we should understand ‘respect’ in this kind of context. I use a case where a group of Norwegian soldiers in the International Security Assistance Force (ISAF) sought the cooperation of a group of mujahedeen to solve the military mission of establishing security. As confidence between the parties grew, the soldiers became horrified witnesses to a practice of bacha bazi , where a young boy is dressed up for entertainment and sexually abused. My discussion of different perspectives of ‘respect’ in this specific context shows the importance of acknowledging the multitude of moral stakes in a moral decision-process instead of closing the eyes for a moral problem.

This inquiry analyzes the concept of ‘European public sphere’ within the European public discourse. In particular, it explores the European Communication Strategy for creating active European citizenship and European public sphere. The European Commission’ s Plan D for Democracy, Dialogue and Debate failed, because it employed homogeneous and static concepts of public sphere and European values. In this way it reduced deliberation to a mere debate. The European Year of Citizens was not sufficiently successful for the same reason. It involved citizens debated about EU rights, but it did not produce deliberation. The purpose of this inquiry is to show the dialectical relation between ideas of European values, European identity and European public sphere. This paper emphasizes performative nature of European public sphere, European identity and European values. These concepts may be perceived as grand narratives which aim at producing universal truths. Article first published online: 16 OCT 2017

Utfordringene identifiseres gjennom en analyse av 208 hjemmeeksamener i yrkesetikk fra avgangsstudentene ved Politihogskolen i Oslo, hvor utfordringene beskrives gjennom kombinasjoner av hvilke verdier som star sentralt, hvilke personer som er involvert og hvilke typer oppdragene oppstar i. Funnene eksemplifiseres og settes i forhold til sentrale politivitenskapelige diskusjoner. Til slutt diskuteres hvordan studentene best kan forberedes pa disse utfordringene . I aim in this paper to demonstrate the moral problem of expatriate employment in developing countries. To determine how best to construe the moral problem in this context, I first examine four arguments, namely, that in developing countries, expatriate employment is morally wrong because it 1) entrenches the injustice of wage discrimination; 2) produces undesirable outcomes; 3) disregards contextual aspirations and historical memory and 4) is a tool of external domination and control. I analyse these arguments to show that they are insufficient frameworks for understanding the moral impropriety of expatriate employment in developing countries. To this end, I provide an outline of a plausible framework and argue that the moral problem of expatriate employment in this context is unequal or arbitrary distribution of power among employees. The moral wrong in this, I argue, consists in the failure to respect the universal moral equality of people.

Moderne teknologi gir fantastiske muligheter for menneskelig formering. Mange som tidligere ikke kunne fa barn, eller som fikk syke barn, kan na hjelpes. Samtidig reiser mulighetene en rekke vanskelige moralske sporsmal, som ikke har enkle svar – ofte fordi de bunner i grunnleggende etiske motsetninger. One reason for this is that they are based on profound ethical challenges. This article sets out to give a short overview of three types of technologies: assisting, selective, and characteristic-changing technologies. It goes on to highlight some of the important moral questions raised by these technologies. The third part addresses the basic ethical challenges lurking behind the moral questions and debates. The fourth part addresses some forgotten or hidden questions, arguing that these are telling and important. The article ends with arguing that many of the basic ethical challenges and the unaddressed questions can explain why debates on reproductive technologies are so heated and static. We appear to have become technological giants, but ethical infants. Accordingly, we should try to avoid becoming tragic heroes succumbing to our very best abilities.
