The Blue Pacific in Search of a Collective Identity: Towards Success in Regional Security amid US–China Rivalry 寻找集体身份的蓝色太平洋:在中美竞争中成功实现地区安全

The Pacific Islands region has emerged as one of the central areas where the geopolitical rivalry between the United States and China is playing out. Thus, to safeguard their own interests, the Pacific Island countries have attempted to manage the competing policies of these external partners. This study focuses the recent adoption of the ‘Blue Pacific concept’ to examine how Pacific Island countries attempt to influence the engagement of their external partners in the region. The formation of the ‘Blue Pacific’ identity must be understood as a mutual process between the Pacific Islands countries and their external partners because they are seeking cooperation with these partners to address the security concerns. We find that the ‘Blue Pacific’ identity formation aligns with region-building, which allows the Pacific Islands countries to stress their own security issues. This study highlights the challenges and opportunities of constructing a collective identity in this context. Finally, the effectiveness of the Blue Pacific strategy remains debatable, although it has yielded success in gaining recognition and support from the external partners.

EU–Japan relations have been treated in the literature as a ‘normal relationship’ between two mature actors with a long history of promises, expectations and indifferences. However, since 2004, the EU has been considering its relations with Japan as a strategic partnership; that is, a powerful relationship that plays an increasingly central role in the international system. Recent changes in the EU and Japanese domestic and international environments show how both parties’ relations have shifted from a period of indifferences and low expectations to a new momentum of cooperation in facing common global challenges such as open trade, climate change, multilateralism or the recent pandemic. The main objective of this article is, first, to suggest a framework of analysis to better calibrate the EU–Japan relationship, and second, to understand recent trends in EU–Japan relations that have enabled the Economic Partnership Agreement that entered into force in 2019.

India’s Military Modernisation in the Shadow of the China Threat 中国威胁阴影下的印度军事现代化

The violent Galwan clashes of 2020 have changed the trajectory of India–China relations. It has also compelled the Indian government and policy makers to undertake major and long-term changes to push for military modernisation. The need for a modernised, leaner, and younger military is quite eminent and the Galwan clashes have further underscored this issue. Given this backdrop, the article looks at the various changes, which the current Indian government under Prime Minister Narendra Modi has undertaken to achieve this goal. It also argues that the government is aware that these changes will need time and resources while acknowledging that the Indian side cannot continue to be reactive. India under the current leadership appears to be a very different nation than the Chinese are used to.

The Indian Navy Navis in Mari Amissa: At a Crossroads in the Twenty-first Century 马里阿米萨的印度海军:二十一世纪的十字路口

This article hypothesises that the Indian Navy’s modernisation is directionless, the Latin phrase ‘Quod perierat navis’ meaning ‘a lost ship’ metaphorically representing the Indian Navy. While China’s naval expansion is set to revive great power naval brinkmanship in the twenty-first century, India’s naval modernisation appears rudderless without a critical appraisal of new challenges and countermeasures. This article hypothesises that this stems from the lack of an objective maritime doctrine resulting in a confused capability acquisition programme. The article puts forward three questions: First, is there a military strategy or white paper on India’s maritime threats and strengths? Second, is the Indian Navy bolstering its marine defences? Third, how might limited resources optimise capacities to meet challenges? To evaluate Indian Navy modernisation, this article will employ a qualitative method to explore the strategic objectives and utilisation of emerging naval technologies by the Indian Navy and its prospective rivals, and conclude by proposing suitable course corrections.

{"title":"The Indian Navy Navis in Mari Amissa: At a Crossroads in the Twenty-first Century","authors":"Ashutosh Singh","doi":"10.1177/23477970231207686","DOIUrl":"https://doi.org/10.1177/23477970231207686","url":null,"abstract":"This article hypothesises that the Indian Navy’s modernisation is directionless, the Latin phrase ‘Quod perierat navis’ meaning ‘a lost ship’ metaphorically representing the Indian Navy. While China’s naval expansion is set to revive great power naval brinkmanship in the twenty-first century, India’s naval modernisation appears rudderless without a critical appraisal of new challenges and countermeasures. This article hypothesises that this stems from the lack of an objective maritime doctrine resulting in a confused capability acquisition programme. The article puts forward three questions: First, is there a military strategy or white paper on India’s maritime threats and strengths? Second, is the Indian Navy bolstering its marine defences? Third, how might limited resources optimise capacities to meet challenges?
