In this paper, a new joint encoder and channel rate control algorithm is proposed for real-time variable bit-rate video transmission over ATM networks. Experimental results show that the proposed scheme obtains both performance improvement and consistent quality, as compared with the conventional ones.

In this paper, we present an image contrast enhancing method based on the piecewise linear approximation of the cumulative density function (CDF). Reduced hardware is required for CDF calculation, since the number of bins is greatly reduced thanks to this approximation. With the proposed method, various contrast enhancing effects can be implemented such as histogram equalization, partial or entire histogram modification.

A fast digital image stabilizer using the Gray-coded bit-plane matching is proposed which is robust to irregular conditions such as moving objects and intentional panning. Experimental results show that the proposed digital image stabilizer is a computationally efficient alternative to existing digital image stabilizing systems.

This paper describes the design of de-interleaver and Viterbi decoder for the Eureka-147 DAB system and their corresponding VLSI implementations. We emphasize on how to efficiently handle four DAB transmission modes, time/frequency de-interleaving and path metric/survivor memory management in our development. Results show that our implementation has the potential of consuming less silicon area and power dissipation, and facilitating the extension for high transmission rate requirement.

To reduce an amount of computation of the full search algorithm in motion estimation for video coding, we propose a new and fast matching algorithm without any degradation of predicted images compared with the conventional full search algorithm. In this paper, we show that the block matching error is proportional to the image complexity of the reference block in the current frame. The computational reduction results from an adaptive matching scan algorithm according to the gradient magnitude of the reference block. Experimentally, we significantly reduce the computational load, while keeping same error performance as that of the full search.

A new block-matching algorithm based on an adaptive adjustment of search area using spatio-temporal correlation is presented to reduce the computational complexity of the full-search algorithm without significant degradation of video quality. It is shown that the proposed method has good video quality in terms of mean square error and has less complexity than previous works by simulation using various test video sequences.
