In the spring of 2002, a team within Digifone, in the Republic of Ireland, deliberated on how they would generate revenues from a Third Generation (3G) mobile license. Their plan was to facilitate third-party mobile commerce services, and receive a percentage of the resulting revenue. A key challenge would be differentiating the value of content based on transaction context. Mediation technology, based on open standards, was seen as the solution. The case describes Digifones evaluation of an XML vocabulary as the basis for a mediation and billing solution. The Digifone experience suggests that the key to exploiting 3G technology is inter-industry agreement on measurement standards to effectively manage the value of the associated services a bar code for measuring value and distributing revenue amongst value web participants.

The Universidad de Oriente was founded in 1958 and structured in five campuses, located in 5 different States in the northeastern region of Venezuela, with a current total enrollment of 43.000 students and 2500 teachers. A total of 20 libraries of different kinds served these students and professors till 1999. To introduce new information technologies to the libraries and all laboratories of the university, an intranet of the university with 32 networking systems was introduced for all campuses using Main Frame Relay technology. This case discusses the challenging job of creating consciousness about information literacy and university digital databases and digitalization of valuable documents.

This paper presents the development of services to citizens and enterprises offered by the Italian Public Administration in order to improve the relationship between governmental organizations and the world of citizens and of enterprises. The application is framed the Italian National for E-Government. In particular, the paper illustrates the project aimed at developing a PORTAL for Services to Employment launched and managed by the Regional Agency for Employment of Regione Lombardia within the Italian e-government plan. Regione Lombardia, a Local Public Administration of Northern Italy around Milan administering about 10 millions citizens, has delegated its Agency for Employment in the development of the PORTAL to support the work emarketplace in the regional area. The purpose is to create a virtual electronic market providing active support to job policies, through a reasoned matching process involving job requests and offers, on the basis also of statistical data on the employment market trends, also stored in the PORTAL Information System. Active support is provided as a set of web services managed by the Regional Agency for Employment and communicating with local PAs (Provinces, Municipalities, educational and training organizations), with national institutions (Ministries and Agencies for Social Security and Retirement), and with private agencies and companies operating in the work marketplace.

This case presents the story of how a small- to medium-sized enterprise (SME) makes the decision to invest in an emerging technology. Specifically, the case looks at Quality Care Nursing Home, a 125-bed elderly care facility with roughly 200 employees. Advances in information technology yielded an opportunity for Quality Care to achieve savings of both financial and natural resources through the implementation of an energy management system (EMS) integrated into organizational decision making and management processes. In the case, Quality Care is considering investment in a new IT-enabled EMS in order to improve client satisfaction while reducing costs. The case describes the problem, energy management systems (which are an emerging technology), and how the business went about evaluating the need for the technology and making its case as to whether or not to invest in the technology. The case presents an interesting investment decision in terms of balancing the qualitative and quantitative costs and benefits of the proposed IT solution.

It won accolades for its innovative website and generated considerable consumer interest, becoming at one stage one of the most highly trafficked sites on the Internet. Oracle named LivingCo a poster child because it was one of the first e-tailers to successfully deploy their software in both the front and back ends of the business. Furthermore, industry analysts considered many of its strategic plans promising. However, LivingCo ran into problems coping with overspending, high traffic on its website, integrating its technology with its subsidiary, suppliers who were wary of channel conflict and customers who were, in general, slow to adopt the new way of shopping for furniture.
