The tidal energy potential of low current tidal and marine currents is investigated in this work. Existing data on the current velocity and sea level at the Euripus' strait in Evia, Greece, is used to compute the energy yield based on contemporary turbine designs. Requirements, limitations and opportunities concerning the exploitation of low velocity tidal streams are discussed.

There are two main ways to manage projects in business: The traditional and the agile. While the first has been historically the main Project Management methodology for businesses, the latter is gaining more support for projects involving Information Systems (IS) due to its fitting with the unpredictable nature of IS changes. To assess outcomes of projects, businesses have been using rational, narrative, organizational, and/or performative approaches. While each approach has its strengths and weaknesses, the jury is still out on which is more suitable for IS projects. More specifically, there is a lack of targeted research on which type of project management and which approach for project outcome evaluation are most relevant for Inter-Organizational Information Systems (IOIS) and Inter-Organizational Middleware System (IOMS). IOISs are automated ISs spanning across partnering organizations and aiming at synergizing their forces to increase competitiveness and cost efficiency. An Inter-Organizational Middleware System (IOMS) is the component inside IOIS that is responsible for bridging various partners' systems while holding part of the business intelligence. First, this paper collects and reviews existing project management methodologies; it then evaluates present approaches for assessing outcomes of IS projects, before it focuses on IOIS and IOMS projects, highlighting their unique characteristics and challenges. The paper concludes with a highlight of the research gap into IOIS and IOMS project management.

This plenary session will cover speech processing research advances with the emphasis on speech and audio coding methods. In the session, we will discuss the fundamental principles, techniques, and algorithms used in current coding applications including a summary of codecs for telecommunication standards. The session will start with a discussion on: the basic speech representation methods, the performance measures used to evaluate coded speech, and the role of the standards. Brief algorithm descriptions include: ADPCM, sub-band coding, adaptive transform coding, sinusoidal transform coding (STC), linear predictive coding (LPC), and analysis-by-synthesis LPC (sparse excitation, code excited LPC, and ACELP). The presentation will feature audio, and computer demonstrations of recent speech coding standards including voice-over IP algorithms. The plenary session will also cover wideband audio standards such as MPEG audio and other layers (e.g., MP3, AAC). Recent algorithms will also be described including the following: Variable-Rate Multimode Wideband (VMR-WB), Speex, G722.1, OGG Vorbis 2012, iLBC, SELT, SILK, Opus 2013, Qualcomm wideband 5G codecs. The wide spread of real-time services in wireless networks demands scheduling mechanisms supporting strict Quality of Service (QoS) requirements. Nevertheless, the specifications of the LTE standard for mobile connectivity defined by the 3rd Generation Partnership Project (3GPP) does not impose any specific scheduler for the proper allocation of resources to services. Therefore, several LTE schedulers have been proposed in the literature meeting the QoS requirements of modern services. In this paper a QoS aware scheduler for the LTE downlink is proposed namely the FLS-Advanced (FLSA) aiming at prioritizing real-time traffic. The proposed scheduler has been built on three distinct levels assigning the available radio resources to services according to their requirements. Based on simulation results, the FLSA outperforms in terms of packet loss ratio, attainable throughput and fairness the performance of existing schedulers including PF, MLWDF, EXP/PF, FLS, EXP RULE and LOG RULE.

We examine the efficiency of various Jordan Elman models either in neural or in hybrid neuro-genetic networks form to conclude on an optimal model that will be valuable in portfolio selection. The Jordan and Elman neural networks on a hybrid form of genetic algorithms optimization, in a specific topology, outperformed all the other Jordan Elman models and the financial evaluation of corporations had excellent results.

Supply chain consists of many participants across multiple levels of business world. From producers to suppliers, to transporters and to retailers the number of interacting participants rises as the supply chain expands its boundaries. As the size of supply chain grows the problems within it increased too. The modern supply chain is not limited in a small national market where the participants are limited and each one knows its contributor. Modern markets spread their boundaries across continents, where new opportunities and new threats appear. Business relations, political and economic environment determine more or less the performance of the supply chain form a wider sense. In this environment with many concepts causally interrelated, we used the knowledge of the experts and we suggest a FCM that models the key concepts of SC performance showing the exogenous and internal concepts that believed that affect the SC performance.

Lung cancer is one of the deadliest types of cancer around the world. Epidemiologic studies have shown that genetic variability is among the factors that affect a person's susceptibility to lung cancer. A recent study conducted by a team of researchers from the United States National Cancer Institute among 14,000 Asian women found out that Asian women, whether smokers or not, are more prone to developing cancer due to their genetic variations. This study proposes a system that utilizes gene expression data from oligonucleotide microarrays to predict the presence or absence of lung cancer, predict the specific type of lung cancer should it be present, and determine marker genes that are attributable to the specific kind of the disease. The proposed system would help in the faster diagnosis and serve as a reliable adjunct approach to current lung cancer classification methods.

Design of biosensors refers to the field of interdisciplinary research, therefore, it is necessary to develop a unified systems approach that is invariant to the physical nature of the used phenomena and processes to create an automated system for conceptual design of such elements. It is appropriate to choose the fundamentals of non-equilibrium thermodynamics as the basis for the development of this approach. They allow to obtain a complete system of transfer equations of the phenomena of different physical nature and other laws, without opening their molecular mechanism. This article discusses the energy-information model of diffusion phenomena, as the processes of diffusion is the general type of the processes that is occurring in bioselective elements. A number of physical effects are described by this model. They are used in the conceptual design of electrochemical biosensors.

Environmental monitoring plays an important role in the identification of abnormalities in the environment's characteristics. Abnormalities are related to negative effects that, consequently, heavily affect human lives. A number of sensors could be placed in a specific area and undertake the responsibility of monitoring environment's characteristics for specific phenomena. Sensors report back their measurements to a central system that is capable of situational reasoning. Accordingly, the system, through decision making, responds to any event related to the observed phenomena. In this paper, we propose a mechanism that builds on top of the sensors measurements and derives the appropriate decisions for the immediate identification of events. The proposed system adopts data fusion and prediction (time series regression) statistical learning methods for efficiently aggregating sensors measurements. We also adopt Fuzzy Logic for handling the uncertainty on the decision making on the derived alerts. We perform a set of simulations over real data and report on the advantages and disadvantages of the proposed system.

The ever-increasing heterogeneity of network elements, user devices, access technologies and services keeps posing requirements for the efficient management of infrastructures and resources. Autonomic network management is a promising paradigm but autonomic solutions are still far from being widely adopted, although self-organising capabilities have been introduced to network elements. The main reason for this is that autonomicity may raise serious trust and robustness issues. To address this, the need for appropriate coordination schemes is apparent. We propose a generic coordination scheme and a validation model which comes to verify that the desired correctness requirements are satisfied.

Autonomic network management is a promising paradigm but autonomic solutions are still far from being widely adopted, although self-organising capabilities have been introduced to network elements. The main reason for this is that autonomicity may raise serious trust and robustness issues. To address this, the need for appropriate coordination schemes is apparent.
