Preservation storage and curation strategies: Introduction 保存、储存和管理策略:简介

All collecting institutions reckon with the fundamental question of how to store collections. The answer to this question often begins and ends with pragmatic decisions: collections are stored wherever staff can find room. Storage is an operational necessity but it also needs attention at a strategic level. Storage serves as a fundamental and functional piece of the institution’s plan for access to and preservation of its collections: storage at its best becomes proactive curation of the collection and requires a good knowledge of the condition and quality of the collection. In this special issue of IFLA Journal, we have attempted to bring together articles depicting a variety of approaches to storage for physical and digital collections that are adapted to the particular constraints and opportunities of different types of libraries. We hope that this collection will show how storage choices affect the goals of libraries across the spectrum, from preservation to access. As we brought together these articles, we found that there is a history of library science that deserves to be told from the viewpoint of storage. Historically, most classification systems have grouped related categories of materials together on the shelf, but several systems also tried to group materials near their service points in particular buildings. All libraries have faced some version of this question as they decide between on-site and off-site storage or settle on the optimal number of copies to collect. Some models of storage, such as the Open Archival Information System, have attempted to make a similar connection between the elements of a digital storage and delivery system to guide development of effective and reliable digital archives. The answers to these questions are as many and varied as the communities that libraries serve. In describing the classification system he developed for the New York Public Library, a system intended to place subject collections close to their respective reading rooms, John Shaw Billings wrote that “it is not logical so far as the succession of different departments in relation to the operations of the human mind is concerned; that it is not recommended for any other library, and that no librarian of another library would approve of it.” The book stacks that Billings had in mind were themselves the result of a strategic decision about how to store books, and attempted to make the best use of the best technologies of their era. They were designed by Bernard Green and first used at the Library of Congress (USA), being soon adopted by the Ontario Legislative Library (Canada), New York Public Library (USA), and Widener Memorial Library of Harvard University (USA). These stacks, which were manufactured by Snead & Co. Ironworks, were intended to fulfill a program of requirements that includes many aspects of library services:

A systematic review of crisis management in libraries with emphasis on crisis preparedness 图书馆危机管理的系统回顾,重点是危机准备

Crisis preparedness is critical for crisis management in all organizations, including libraries. Libraries must make decisions about crisis situations, which requires planning and preparedness for crises. The purpose of this systematic review was to analyse and identify the main issues that assist libraries in decision-making in times of crisis. A total of 2900 studies from 1985 to 2020 were identified. Following the application of inclusion and exclusion criteria, 44 studies were included in the final review process. The findings of the study indicate that the subjects which were focused on most frequently with regard to crisis management were preparedness instruction, training programmes, preparation assessment and Important factors in crisis management. Moreover, the majority of the studies primarily focused on economic or financial rather than natural, social or health-related crises. Furthermore, between 2008 and 2017, there was a significant increase in the number of published articles mostly considered academic and research libraries. In addition, there has been a recent increase in articles dealing with crisis preparedness and management in these researches.

Croatian adolescents’ credibility judgments in making everyday life decisions 克罗地亚青少年在日常生活决策中的可信度判断

The objective of this study was to investigate how high school students judged the credibility of information obtained for help with making everyday life decisions. Semi-structured individual interviews were carried out to reveal what reasons lay behind their belief in the quality, accuracy and helpfulness of the information. The results reveal that the students preferred turning to interpersonal information sources. The information obtained was perceived to be credible in cases when the source had been characterized with attributes that expressed competence and trustworthiness (such as expertise, knowledge and precision). Other important indicators of information credibility in cases of interpersonal information sources were the characteristics that expressed personal trust and the quality of the relationship with the source. Information on social media was judged by socially generated cues that expressed reputation and popularity in the users’ community. Lastly, credibility was verified by checking the consistency of information from multiple sources.

Intellectual freedom: Waving and wavering across three national contexts 知识自由:在三个国家背景下摇摆不定

The 1999 IFLA Statement on Libraries and Intellectual Freedom makes no explicit distinction between personal and professional ethics, though there are implicit indications that there may be divergence between professional and personal considerations. Across three national contexts (the USA, Canada, and the UK), we explore the gaps between professional and personal ethics, as well as how these gaps have been potentially exploited, addressed, or resolved. There have been waves of debate about intellectual freedom and social responsibility across these three national contexts. In the contemporary age, we see clashes around conceptions of neoliberalism, neutrality, expressive freedom, justice, diversity, equity, inclusion, and anti-racism. The divergence of opinion comes from both the left and the right. The gap between library rhetoric and how it is practiced on the ground in different contexts is visibly shifting and under increased scrutiny, certainly in the USA, Canada, and the UK.

A review of international education literature: Interdisciplinary and discovery challenges 国际教育文献综述:跨学科和发现的挑战

The discovery of relevant research in the field of international education can be difficult due to the nature of the field and how scholarly work is indexed. This article presents a review of published international education literature to identify key topics and publication patterns, along with potential gaps and inequities in current scholarly discourse. Using the keywords “international education” and “global education,” the analyses focus on records retrieved from Web of Science. Of the 1492 peer-reviewed journal articles reviewed (published from 1991 to 2017), the analyses revealed only 705 articles relevant to the field of international education. Additional analyses of bibliometric data show a significant increase in international education publication over the past two decades; evolving trends regarding topical foci and methods; and publication disparities regarding national contexts and languages outside the Global North/anglophone-dominated discourse. The article concludes with recommendations to improve discoverability, better connect various areas of international education research, and expand scholarly discourse to include more diverse representation.

The purpose of this study is to review the published literature and highlight the situation of prison libraries around the world. The study strives to adopt a comprehensive approach while reviewing the literature in order to survey the present status geographically. The available published literature on prison libraries in local and international library and information science journals has been reviewed. The researchers also consulted other sources, such as books, theses, dissertations, conference proceedings, library websites, individuals and professional organizations, including the American Library Association, Association of College and Research Libraries, and IFLA. The databases used included Library and Information Science Abstracts, Library, Information Science and Technology Abstracts, Emerald, JSTOR, Google Scholar and ResearchGate. The keywords used for searching can be categorized as ‘prison libraries’, ‘jail libraries’, ‘correctional institution libraries’ and ‘rehabilitation centres’. Overall, findings suggest that the situation of prison libraries in USA, UK, Europe and Asia (only urban areas) is much better as compared to the other regions of the world. This situation is because of the availability of resources, access to the Internet, technology, automated catalogues, cooperation with other libraries such as public libraries, and regular budgets to run library affairs smoothly. A lack of professional staff, the unavailability of library space, limited collections, censorship issues, a poor budgetary situation, the absence of library associations in developing countries, and a lack of cooperation among prison libraries and public libraries are the major causes of the current situation of prison libraries. The study is unique in nature as it highlights the situation of prison libraries worldwide through a wide lens, focusing on standards, services and difficulties, as well as recommendations made by the researchers.

Libraries and COVID-19: Opportunities for innovation 图书馆与新冠肺炎:创新的机遇

The initial measures to curb the spread of the virus resulted in far-reaching institutional closures. Multiple libraries across the globe closed, but this did not mean that they stopped serving their patrons – in reality, it meant that they had to redefine what services could be delivered online in addition to those that were already there. The library sector had experience from previous disasters, when people flocked in large numbers to libraries for shelter and support. Now, the challenge was to deal with the opposite – supporting patrons who were nowhere near the physical space of the library. At a time when libraries were expanding the variety of activities that help to define them as third places, suddenly the physical dimension of library use vanished. At this stage, a huge impact on libraries was that they started redefining the services they provided. For those institutions already on the path of digital transformation, the pandemic brought an additional set of considerations. For many libraries not yet working on digital transformation strategies, the pandemic was what pushed them onto that path (Garcia-Febo, 2021). The results of this process remain to be seen and understood. If we want to look into the evidence of what topics dominated professional thinking at this time, a helpful set of documents is the initial recommendations of the major library associations across the globe. Kosciejew (2020) offers an informative initial analysis of these plans and Figure 1 illustrates the timeline of their appearance.

Referencing human rights and library literature, this article seeks to contribute to an understanding of how the IFLA Statement on Libraries and Intellectual Freedom is articulated by library associations and libraries, whose policies are structured by institutional mandates that determine library function. The article re-envisages intellectual freedom premised on a collective identity of fairness, justice and equality. Drawing on the IFLA Statement, the Universal Declaration of Human Rights and the United Nations Declaration on the Rights of Indigenous Peoples, this article uses a rhetorical analysis methodology to discuss the re-envisioning of library functionality in contemporary society. Public libraries are unique public institutions that carry people’s stories in the literatures and knowledges they hold. They open the way for everyone to engage actively with ethical statements that reflect a collective of voices, where intellectual freedoms extend the narrative of collective memories.

Exploring academic staff engagement in depositing locally produced research content in open access institutional repositories in Tanzania 探索学术人员参与将当地生产的研究内容存入坦桑尼亚的开放获取机构知识库

This study explored academic staff engagement in depositing locally produced content in open access institutional repositories in public universities in Tanzania. The general objective of this study was to establish the extent to which academic staff are engaged in depositing locally produced content in open access institutional repositories. The study employed a cross-sectional research design. Data was collected using a structured questionnaire, which was administered to 292 academic staff selected through systematic random sampling. Purposive sampling was used to select 14 key informants. The results reveal that 92.5% of the respondents were aware of the presence of open access institutional repositories and 46.2% of the respondents had self-archived their academic work in open access institutional repositories. Poor Internet connectivity, low bandwidth, and a time-consuming and unstable power supply were the challenges encountered by the academic staff in the process of uploading their work. Several recommendations are suggested to expedite the process.
