Inequality is unevenly distributed across the territory and national averages obscure this variation. This study investigates which subnational level factors can help explain differences in inequality among districts. It analyzes how subnational coalitions resist or support national governments’ redistributive policies. The main argument is that the type of national governing alliance (regressive or progressive) affects the level of provincial inequality, but mediated by the type of subnational coalition that supports or resists that national policy. This work empirically examines this claim analyzing the configurations of the national and subnational distributive alliances in two Argentine provinces and in relation to labor rights regulations in the agricultural sector between 2003 and 2015.

Subnational research in Latin America has established that living conditions in the region's countries are strongly determined by place of residence. However, despite these advances, we know very little about how the subnational dimension interacts with other attributes such as gender, race, and rurality to produce a diverse landscape of disadvantage and privilege. This article uses the intersectionality approach to show the enormous differences in illiteracy and school non-attendance among groups composed of different combinations of these attributes in Peru, Colombia, and Chile. To better understand the effect of the subnational dimension on these differences, the article applies the Oaxaca-Binder decomposition and identifies what portion of the regional gaps is due to different demographic compositions across regions. This analysis motivates a theoretical reflection on the nature of subnational inequality based on distinguishing a compositional and an intersectional component and identifying possible causal factors of both.

Subnational research (SNR) plays an increasingly prominent and important role in Comparative Politics. This article assesses the theoretical and methodological contributions of SNR. In particular it demonstrates the capacity of SNR to strengthen theory building by mitigating the problem of “theory stretching” and shows its comparative advantage for crafting multilevel theories that provide stronger explanations of outcomes of interest. With regard to methods and research design, the article offers new research strategies and shows how SNR can be combined fruitfully with a diverse set of widely-used methodologies.

The article explains the heterogeneous implementation of coca crop eradication in Peru, particularly the successive suspensions of eradication in the VRAEM, the most important producer. The VRAEM allows examining state capacity and state relations with non-state actors’ resistance, particularly coca growers. We conclude that state tolerance responds to a process of accumulation of the State's symbolic capital, produced in negotiation with coca growers. These social actors demand in return recognition of their role and the coca economy in the pacification and the established order. This order is hybrid, but it makes possible the State's development, the control of violence, and avoids monopolizing the illicit economy by insurgent actors.
