An excellent quality of public services is a way to improve the public satisfaction index. The public will be satisfied if the performance of public services tends to be higher than community expectations. Multi-ethnic Indonesia has different perceptions about the quality of public service. Thus, in this case, this study aims to see the effect of service quality on public satisfaction through the role of public managers in the tourism sector of various ethnic groups in Sumatra, Indonesia. This research is an associative quantitative study conducted on people of multiple ethnicities. Determination of the sample using the Cluster Random Sampling technique and continued with convenience sampling. The sample of this research is 1,499 respondents. The Likert scale questionnaire, previously tested for reliability and validity regarding content and empirical test items, was used for data collection in the field. The collected data was then analysed using Structural Equation Modeling (SEM) Analysis Moment of Structural (AMOS) statistics and continued with the Sobel test. The literature study also supports data collection. The study’s results prove a significant direct effect between service quality variables and the role of public managers on satisfaction. Moreover, this analysis found that service quality variables indirectly impact satisfaction through the manager’s role. Thus, the research results provided evidence that the research model can be utilised as an academic reason to strengthen the theories and models that have been reviewed in this research study.

Moralės klausimas politikoje nagrinėjamas nuo pat Antikos laikų iki šiol daugybėje tyrimų. Politinėje veikloje ir tyrimuose – srityje, kuri yra sudėtinga ir dinamiška, sprendimo priėmėjo moralinio pasirinkimo tema nuolat išlieka aktuali. Šiuolaikinės organizacijų valdymo teorijos tiria etinius aspektus, laikydamos atspirties tašku įmonės reputacijos ar finansinio kapitalo auginimą. Tuo tarpu, politikos kontekste jau nuo Niccolo Machiavelli veikalo „Valdovas“ laikų įprasta laikyti norma, kad politinės valdžios atstovai, siekdami veikti grynai efektyviai, nuo moralinių vertybių ko ne pilnai atsiriboja. Straipsnyje ieškoma teorinės tyrimo prieigos, kuria vadovaujantis būtų galima sugrąžinti moralės dimensiją į politinio sprendimo sritį. Papildomas palaikantis matmuo galėtų būti bendros gerovės argumentas, siekiant pritaikyti politinio sprendimo moralinio aspekto tyrimui konceptualų moralinės vaizduotės modelį. Moralinės vaizduotės sąvoka šiuo aspektu jau tyrinėta verslo vadybos studijose, kurios dekonstruoja ir analizuoja galimus šios sąvokos determinantus, nustatinėdamos jų hipotetines sąsajas su sprendimo priėmimu organizacijoje. Remiantis teorinėmis įžvalgomis bei empiriniais tyrimais, moralinės vaizduotės konceptualųjį modelį galima būtų panaudoti ir politinių sprendimų tyrimuose.

Pastaraisiais dešimtmečiais nacionalinės skaitymo skatinimo programos daugelyje išvysčiusių šalių tapo ypač aktualia švietimo ir kultūros politikos užduotimi, kurios sprendimu tikimąsi prisidėti prie socialinės sanglaudos, gyventojų informacinio raštingumo, pilietiškumo ir kritinio mąstymo ugdymo. Augant šių programų populiarumui, daugėja ir tyrimų apie jų rezultatus bei poveikį, kuriais siekiama tiek sukurti tinkamą šių programų vertinimo metodologiją, tiek ir gauti duomenų, leidžiančių tobulinti jų priemones. Lietuvoje skaitymo skatinimo programos organizuojamos nuo 2006 m., tačiau sisteminis jų rezultatų ir poveikio vertinimas nėra atliekamas, tad nėra ir duomenų, ar šios programos pasiekia savo tikslą, kokie jų rezultatai ir poveikis. Šio straipsnio tikslas – aptarti kultūros projektų vertinimo principų taikymo skaitymo skatinimo programoms ypatumus, pristatyti jų vertinimo konceptualinį modelį bei pagal jį atlikto Lietuvoje vykdomos skaitymo skatinimo priemonės „Vasara su knyga“ tyrimo rezultatus. „Vasara su knyga“ yra didžiausią dalyvių skaičių pritraukianti skaitymo skatinimo priemonė Lietuvoje, galinti turėti žymų poveikį skaitymo populiarumui. Tyrimo metu buvo atlikta kokybinė priemonės dokumentų analizė, priemonės metu perskaitytų knygų kiekybinė bei kokybinė analizės, ir kiekybinė dalyvių apklausa. Dokumentų analizė buvo atliekama siekiant įvertinti priemonę tinkamumo kriterijumi, nusakančiu priemonės ir tų problemų, kurioms spręsti jinai inicijuota, santykį. Analizė parodė, kad skaitymo skatinimo programoje pateiktas skaitymo situacijos Lietuvoje aprašymas akcentuoja tiek skaitančiųjų kiekio, tiek ir skaitymo kokybės mažėjimą, tačiau „Vasara su knyga“ yra nukreipta tik į skaitančių žmonių skaičiaus didinimą, nekeliant su skaitymo kokybe susijusių uždavinių. Šią išvadą taip pat patvirtina priemonės metu perskaitytų ir užregistruotų knygų pavadinimų ir autorių kiekybinė bei kokybinė analizės. „Vasara su knyga“ dalyvių apklausa buvo atliekama siekiant įvertinti šią priemonę efektyvumo kriterijumi, kuris apibrėžiamas kaip priemonei iškeltų tikslų ir pasiektų rezultatų santykis. Ministerijos programoje „Vasara su knyga“ pristatoma kaip priemonė neskaitantiems ir mažai skaitantiems visuomenės nariams, tačiau apklausa parodė, kad priemonė populiaresnė tarp daug skaitančių žmonių, apibrėžiant juos pagal Lietuvoje perskaitomų knygų vidurkį, negu tarp mažai ar visai neskaitančių.

This paper presents the first analysis of the way that co-creation can be used as the primary approach to problem-solving within organisations that operate a public value model of strategic management (co-created public value). We begin by drawing from previous scholarship to introduce a preliminary model of three activities required to co-create public value: defining public value, mobilizing support, and building capacity. After introducing the context of our empirical case and the research methods, we present our research findings as an elaborated model that illustrates ways that each of the three activities can be performed. We conclude by considering the research and practical implications of our model.

Corporate state agencies (CSAs) are government/state-owned enterprises (GOEs) that perform public tasks. The main objective of this article is to better understand the drivers of governments’ changing reliance on CSAs in performing public tasks. We pursue this ambition in a particular context: one characterized by the illiberal transformation of political and state institutions. Based on a review of the applicable but thus far largely disconnected streams of research we proposed and subsequently tested several hypotheses using a unique data set of Hungarian corporate state agencies that existed between 1995 and 2014. The empirical analysis revealed, firstly, that in line with theories rooted in mainstream economics, economic factors do affect governments’ reliance on this type of agencies (albeit to a limited extent). Secondly, we conclude that organizational myths such as the “myth of central control” of Viktor Orbán’s governments explain a large proportion of changes in our outcome of interest. However, notably, we found no direct empirical support for either the effect of illiberal transformation of government or administrative reform doctrines.

This article originates from the consideration that religion, spirituality and faith affect public administration, its configuration and its workings. Religion, spirituality, and faith are important explanatory factors and part of explanatory frameworks for several fields of inquiry in the field of public administration. Specifically, no literature review has been conducted so far about what has been written on the relationship between religion, spirituality and faith, and public administration. This study aims to fill this gap through a literature review of scholarly publications between 1960-2020. On this basis, the article identifies themes of research at the micro-, meso- and macro-level (that is, the level of individuals/people, organizations, and administrative systems respectively) about the manifold relations between religion and public administration.

Nonprofit organizations represent diverse efforts of collective action and service provision, and have for some time been collaborators to public governance systems in developed and developing economies. In this article, we contribute to the limited empirical and analytical study in the field of public policy and administration about the operational environments that enable or constrain nonprofits in the provision of public goods and services. The operational environment for organized civil society, namely for nonprofits, includes the combination of their regulatory, political, and funding contexts. By analyzing the purposes of 296 new nonprofits registered between 2016 to 2020 in Mexico, the empirical context of our inquiry, we find that as resources have declined, new nonprofits adopt isomorphic mechanisms by resembling their purposes to the services the government intends to support. Nonprofits have also responded to the pandemic by focusing more than before on areas related to health, social assistance, and funeral services. The study contributes to bigger questions about the relationships between and balance across the responsibilities of governments and nonprofits, including during the COVID pandemic, and to the understanding of nonprofits as service providers in public governance.

Narrative infographics present information in a visual, easy-to-understand format and are organized such that the information conveys a story. Public administrators are increasingly using narrative infographics to disseminate information, yet research has yet to investigate exactly how this technological form of storytelling is being used. To fill this gap, we use narrative theory to guide our exploration to uncover how U.S. municipal governments are using narrative infographics. We analyzed 322 infographics using visual content analysis, coding each infographic by government function, policy area, usability factor, and narrative elements. Our research shows that narrative infographics are widely used at the municipal level, most notably for informing the public about various issues but more specifically for communicating information about planning, evaluation and risk. Public health and safety were most frequently addressed by municipal government infographics. Furthermore, we discuss implications of this research for public affairs research, education and practice.

This paper explores the concept of medical populism to examine how Brazil has responded to the Covid-19 pandemic. Recognising the centrality of discourses in framing health policy, we employ Critical Discourse Analysis (CDA) to identify and analyse (1) what were the main discursive frames that characterised medical populism in Brazil’s Covid-19 crisis? and (2) how were these frames constructed, legitimated and reproduced in discursive meanings, structures and schemes of argumentation? Our study is an effort to inform the literature about medical populism and, more broadly, public health policymaking, administration and governance of health crises. Specifically, we seek to uncover the underlying discursive features of medical populism and expose how they frame public health policy. Our case study shows ample evidence that the main discursive frames underpinning medical populism during the Covid-19 crisis in Brazil reflected the most widely agreed attributes of populism as a strategic political discourse, notably an antagonistic depiction of the health problem, overpoliticisation and moral interpretation of political actors. However, our findings challenge some theoretical assumptions of extant conceptualisations of medical populism, thus providing greater insights into the concept of medical populism by demonstrating how this type of political discourse may incorporate different discursive meanings, structures and schemes of argumentation into its populist repertoire. This can help us anticipate patterns of action and narratives for preparing responses to future public health emergencies in an era of increasing post-truth politics, as populist discourses seem likely to influence public policy and governance for some time.

The COVID-19 pandemic brought a major shift in governmental operations, including decision-making processes. In the midst of an unprecedented crisis, public managers had to make rapid decisions within an uncertain landscape and ambiguous timeline. This exploratory study aims to understand how the pandemic impacted public managers’ behavior as they attempted to better cope with the crisis. In particular, we focus on the impact of the pandemic on performance management practices in municipal governments, examining a range of components, including data analysis and use. Our cross-sectional analysis of 103 line managers from North Carolina municipal departments finds that local government managers increased their use of performance management practices during the pandemic compared to the previous (non-pandemic) year. The increased use was amplified when existing performance information practices were established before the pandemic. These exploratory findings contribute to a better understanding of the role of performance information in decision-making during a crisis and to performance management scholarship more broadly.
