Evaluating a project management methodology to improve project performance 评估项目管理方法以提高项目绩效

Purpose

Project management as a field of practice and research is characterized by impressive amounts of normative literature and extensive collections of best practices promising to improve project performance. On the other hand, research proving the effectiveness and efficiency of the proposed tools is limited. Project management methodology (PMM) evaluation is important but complicated and scarce. This paper evaluates a specific PMM designed to improve project performance.

Design/methodology/approach

Based on a multiple, embedded and comparative case study the paper evaluates 71 projects within and across 17 organizations.

Findings

The paper identifies conflicting indicators of PMM failure and success in terms of project speed and impact, and the results indicate the complexity, contextuality and challenge inherent in PMM evaluation.

Originality/value

Contributions include empirical evidence and contextual knowledge on the effectiveness and efficiency of a specific PMM, as well as a new conceptual model and a novel methodological design for PMM evaluation.

PurposeThe objective of this research is to examine the association of artificial intelligence (AI) awareness on workers' retention and the boundary conditions in the context of project organizations.Design/methodology/approachWe collected time-lagged data from project organizations in China.FindingsThe results showed that AI awareness predicted workers' turnover intention. Moreover, this association was moderated via supervisor support.Practical implicationsThis research provides several practical implications aimed at timely communication, training and automation guide for helping firms to foster healthy workplace climate, support and workers’ retention.Originality/valueThe rise of AI and its potential impact on manpower is a popular topic. Yet, the evidence of project workers’ awareness of such potential effects on their retention is scant. Therefore, this study broadens our understanding of the association of AI awareness on turnover intention and boundary conditions in the context of project organizations.

External quality assurance of cost estimates in major public projects: empirical evidence on cost performance 重大公共项目成本估算的外部质量保证:成本绩效的经验证据

Purpose

Value creation for society from public projects requires that the overall benefits exceed the use of taxpayers' money. At the same time, cost overruns in public projects are a well-documented feature in the literature, but practical guidance on reducing the extent and magnitude of overruns is rare. In 2000, Norway introduced a governance regime that includes mandatory external quality assurance (QA) of cost estimates for major public projects. This paper compares the cost performance of public projects on each side of this QA scheme.

Design/methodology/approach

We use an original dataset covering 1,704 projects from 2000 to 2021, reported first-hand from Norwegian public agencies. We apply quantitative methods in the form of descriptive statistics, regression models, and statistical testing of hypotheses to answer our research questions.

Findings

The mean cost overrun across projects in our dataset is smaller than several previous international studies have reported. We find no statistical support for different cost performances between QA and non-QA projects. Secondly, cost overruns seem to vary between different public sectors. A third finding is a small development with lower cost overruns over time for the non-QA projects, and we raise the question of whether the QA scheme has contributed to overall learning effects. The fourth finding is that cost deviations are quite independent of project size.

Originality/value

The paper offers novel insights for decision-makers and researchers on the effects of external quality assurance on cost performance in public projects.

Relational contracting in Nordic construction – a comparative longitudinal account of institutional field developments 北欧建筑业的关系契约--机构领域发展的纵向比较研究

Purpose

Relational contracting is increasingly being applied to complex and uncertain construction projects. However, it has proved hard to achieve stable performance and industry-level learning in this field. This paper employs an institutional perspective to analyze how legitimacy for relational contracting has been produced and challenged in Denmark, Finland, Norway and Sweden, including implications for dissemination and learning.

Design/methodology/approach

A collaborative case study design is used, where longitudinal accounts of the developments in relational contracting over more than 25 years in four Nordic countries were developed by scholars based in each country. The descriptions are underpinned by literature sources from research, practice and policy.

Findings

The countries share similar problem perceptions that have triggered the de-institutionalization of traditional contracting practices. Models and policies developed elsewhere are important sources of knowledge and legitimacy. Most countries have seen pendulum movements, where dissemination of relational contracting is followed by backlashes when projects fail to meet projected outcomes. Before long, however, relational contracting tends to re-emerge under new labels and in slightly new forms. Such a proliferation of concepts presents further obstacles to learning. Successful institutionalization is found to rely on realistic goals in combination with broad competence development at the organizational and industry levels.

Practical implications

In seeking inspiration from other countries, policymakers should go beyond contract models to also consider strategies to manage industry-level learning.

Originality/value

The paper provides a unique longitudinal cross-country perspective on the field of relational contracting. As such, it contributes to the small stream of literature on long-term institutional change in the construction sector.

AI-based virtual assistant and transformational leadership in social cognitive theory perspective: a study of team innovation in construction industry 社会认知理论视角下的人工智能虚拟助理与变革型领导力:建筑业团队创新研究

PurposeThis study social based on cognitive theory (SCT), aims to better understand how transformational leadership affects team-level knowledge sharing and absorptive ability in the construction industry. It also examines the moderating influence of the AI-based virtual assistant on the indirect relationship between transformational leadership and team innovation through knowledge sharing and absorptive ability at the team level.Design/methodology/approachThis study used a simple random sample approach to gather data from several small and medium-sized construction firms in Anhui Province, China. A total of 407 respondents, including 89 site engineers and 321 team members, provided their responses on a five-point Likert scale questionnaire.FindingsThe findings showed that AI-based virtual assistants significantly moderated the direct and indirect association between transformational leadership and knowledge sharing, and subsequently with team innovation. Unexpectedly, the findings showed that AI-based virtual assistant did not moderate the direct relationship between transformational leadership and team-level absorptive capacity.Originality/valueThis study adds a fresh perspective to the literature on construction management by examining team innovation driven by transformational leadership through an underlying mechanism. It is unique in that it uses the team adaptation theory to investigate the understudied relationship between transformational leadership and team innovation in the construction industry.

Data analytics for project delivery: unlocking the potential of an emerging field 项目交付数据分析:释放新兴领域的潜力

PurposeIn recent years, there has been a growing interest in the potential of data analytics to enhance project delivery. Yet many argue that its application in projects is still lagging behind other disciplines. This paper aims to provide a review of the current use of data analytics in project delivery encompassing both academic research and practice to accelerate current understanding and use this to formulate questions and goals for future research.Design/methodology/approachWe propose to achieve the research aim through the creation of a systematic review of the status of data analytics in project delivery. Fusing the methodology of integrative literature review with a recently established practice to include both white and grey literature amounts to an approach tailored to the state of the domain. This is structured around the functional framework devised by this investigation and highlights both organisational and data analytic challenges. Specifically, we express this structure in the form of an “onion-skin” model for conceptual structuring of data analytics in projects. We conclude with a discussion about if and how today’s project studies research community can respond to the totality of these challenges. This paper provides a blueprint for a bridge connecting data analytics and project management.

Purpose

Based on the social exchange theory, the aim of the present study is to examine the effects, both direct and indirect (through sustainability-oriented innovative behaviors [SIBs]), of sustainable project leadership (SPL) on sustainable project performance (SPP). Project management approaches (PMAs) (traditional, hybrid and agile) were examined as conditional factors in the “SPL–SIBs” relationship.

Design/methodology/approach

The study employs structural equation modeling based on data collected from 197 software engineering project team members working in the financial industry in Poland.

Findings

The study revealed that SPL significantly, positively affected SPP. It also provided evidence for the significant mediating impact of SIBs in the relationship between SPL and SPP and the conditional effect of agile and hybrid PMAs on the “SPL–SIBs” relationship.

Originality/value

The novelty of this work lies in introducing sustainable leadership into project management research, proposing and testing a unique and complex research framework, designing valid scales for measuring SPL and SPP, and suggesting many theoretical and empirical implications.

Challenges of scaling agile in large enterprises and implications for project management 在大型企业中推广敏捷的挑战和对项目管理的影响

Purpose

This study seeks to illuminate the managerial tensions inherent in implementing scaled agile (on the organizational, top management, middle management and team levels) and to frame these challenges within the broader context of project management.

Design/methodology/approach

The study adopts a grounded theory approach and delves into a qualitative dataset sourced from 34 interviews with subject matter experts actively engaged in scaling agile initiatives within large organizations spanning various industries. Additionally, the data have been enriched through a comprehensive literature review of the existing body of knowledge on scaling agile.

Findings

As a result of our investigation, we propose a framework of managerial tensions in scaling agile in large corporate settings and a series of research propositions and questions that may contribute significantly to the body of knowledge surrounding the phenomenon of “deprojectification” and propose agenda for the future studies in the field of project management.

Research limitations/implications

The study also carries significant managerial implications. Firstly, based on the insights from the practice of scaling agile in large corporate setting, management can build awareness of the challenges inherent of transitioning to agile practices. This may help to anticipate the possible problems and proactively develop strategies how to address them. Secondly, management can be instructed about contingencies inherent in scaling agile, along with the potential disfunctions and side effects (unintended outcomes) that may emerge during the transition process. Thirdly, project management practitioners can gain insights on how scaling agile may cause shifts in the approach to managing projects, project team management and competencies that need to be developed to cope with environments where various approaches to managing projects coexist.

Practical implications

These insights can aid in the agile transition process, beginning with directing managerial attention toward contextual factors and progressing through potential challenges at the organizational, top management, middle management and team levels. Furthermore, the study highlights possible dysfunctionalities and side effects of scaling agile, shedding light on the “dark side” of agile.

Originality/value

The study contributes to the expansion of the empirical database on the implementation of agile practices in large organizational settings. It plays a role in defining and delineating the phenomenon of scaling agile within the context of project management and outlines a research agenda for future project management studies. Using simulations in project management education – impact on awareness and ability to navigate projects in a sustainable way 在项目管理教育中使用模拟--对以可持续方式指导项目的意识和能力的影响

Purpose

Existing literature points out that conventional educational modes are not sufficiently motivational for students. Concurrently, the contemporary society requires awareness of sustainability within project management. The purpose of this paper is to investigate how the use of simulations in project management education can positively impact students’ awareness of sustainability and enhance their ability to navigate projects in a sustainable way.

Design/methodology/approach

Experiment where 26 experienced professionals with different backgrounds engaged in three extensive project management simulations with sustainable aspects and participated in pre- and post-assessments.

Findings

Our research shows that simulations have a high potential for enhancing learning on project management with sustainable aspects. We conclude that simulations can significantly contribute to enhancing student awareness of sustainability. This is through directly confronting them with three areas in which sustainability impacts project management, that is the management of environmental, social, and economic aspects; through handling opportunities, complexities, and adaptability; and by assuming responsibility for sustainable development in the simulation case.

Practical implications

We have shown that simulations – as a part of project management education – are highly likely to augment students' capacity to navigate their projects in a sustainable way.

Originality/value

This paper offers results of an empirical study on simulations as a means to create awareness of ability to navigate projects in a sustainable way. The paper provides extensive qualitative statements from participants, and thereby gives the reader insights into the raw data leading to insightful conclusions for the field of project management education.
