The same is true for the non-smoking policy. Smokers have the freedom to smoke, non-smokers also have the freedom to stay away from the source of smoke. However, their freedom cannot affect others' freedom to breathe fresh air. Freedom is not unlimited. Freedom is based on the premise of not interfering with the legitimate rights of others. This is the basic concept of modern society ruled by law. In other words, how to establish legal order or enjoy freedom under the framework of law. Objectives: This paper combs and defines the related concepts of the elements of science and technology finance, and determines the composition of the innovation elements of science and technology finance and the market system of science and technology finance elements based on the correlation and function among the modules such as the goal, subject, object, environment and mode of the allocation of science and technology finance elements. It is proposed that the market-oriented allocation of scientific and technological financial factors includes two steps: one is the factor flow under the ecological environment of scientific and technological financial innovation and regional gravity, and the other is the factor distribution and combination under the market-oriented mechanism. Through the coordination between the government and the market, we have improved the supply and demand mechanism, competition mechanism, price mechanism and feedback mechanism of the market of scientific and technological financial factors, and established the market-oriented allocation mechanism of scientific and technological financial factors. Carbon emissions exist in all links of tobacco SC, among whichtobacco, acetic acid tow and cigarette production are important links of cigarette carbon emission. Under the background of green economic development, it is very significant to study the coordinated development of economy and environment from the angle of tobacco SC. Carbon-trade is aneffectivechannel to realize reducing carbon emissions by using market mechanism. Take into consideration grandfathering and the goal of carbon regulation, game models of SCwith carbon trading are established. We analyze the influence of three factors including carbon-trade price, decision-making mode, technology emission reduction investment on the degree of carbon regulation and SC profits, the conclusions are verified by numerical illustration. The research shows that: without investment of technology, the three different decision-making modescarbon regulation degreeare the same. In the investment of technology emission reduction, the degree of carbon regulation is the strictest under the centralized decision-making mode while the most relaxed under the retailer led decision-making mode. Different carbon-trade prices have different effects on the investment decisions of three different decision-making modes; technology investment in decentralized decision-making is always conducive to retailer and the total profits.

It was assumed that the surplus procedure of the insurance company satisfies the jump-diffusion procedure. Insurance companies could invest their surplus funds in the financial market consisted of both risk assets and one risk-free asset. The price procedure of risk assets satisfies the stochastic procedure with a mean reversion rate. Considering the uncertainty of the model, the ambiguity-averse insurance firm aims to enhance the exponential utility of insurance surplus at terminal time. The efficiency of green finance for promoting the upgrading of regional industrial structure shows a correlation effect. In this paper, 14 cities and prefectures in Hunan, China, are taken as regional cases, and relevant data from 2010 to 2017 are analyzed. The three-stage DEA model, modified gravity model, and social network analysis are employed to measure the efficiency of Hunan green finance in promoting the energy saving and emission reduction of tobacco industry, industrial upgrading and its spatial network relationship. The results show that Changsha, Hengyang, Zhangjiajie, Loudi, and other cities and prefectures have high efficiency, while other cities and prefectures have relatively low efficiency. Clear spatial agglomerations exist between cities and states, depicting a complex spatial network structure. Their spatial network connections have increased, and agglomerations are closely linked, forming four major sections: “two-way overflow”, “net overflow”, “net income”, and “broker”. Cities and states with these four major sectors have played different roles in the spatial network, demonstrating their respective roles and orientations. This suggests that when inter-regional governments formulate green finance policies for promoting the upgrading of the industrial structure, they are supposed to not only concentrate on coordinated advancement, but they should also adjust measures to local conditions. Tobacco industry should also actively implement the concept of green development, pay close attention to equipment energy-saving technological transformation, and improve energy management through lean management.

This study investigates the relationship between digital financial inclusion, external financing, and the innovation performance of high-tech enterprises in China. The present analysis utilizes the panel data from 2011 to 2018 of 114 companies in the Yangtze River Delta region and the "The Peking University Digital Financial Inclusion Index of China” (PKU-DFIIC) released by the Peking University Digital Finance Research Center and Ant Financial Group. The results show that the Digital Financial Inclusion Index (DFIIC) has a significant positive correlation with the innovation performance of high-tech enterprises.The higher the level of debt financing, the stronger the role of digital financial inclusion in promoting innovation performance. Investigating the DFIIC in terms ofcoverage breadth and usage depth, we find that usage depth does not significantly encourage innovation performance. The effect of the interaction between coverage breadth and external financing is consistent with the results for the DFIIC.The study suggest that equity financing promotes the usage depth of the DFIIC in state-owned enterprises. In contrast, debt financing promotes the coverage breadth of non-state-owned enterprises. Finally, we propose relevant policy recommendations based on the research results. It includes in-depth popularization of inclusive finance in the daily operations of enterprises at the technical level, refinement of external financing policy incentives for enterprises based on the characteristics of ownership, and strengthening of the research of technologies such as big data, Al, and cloud computing.

The grammatical meaning of the future aspect marker, "verb phrase (VP) +'Dai[tɛi44]+[lio21]'", in Tianzhu dialect can be divided into two categories according to the differences of VP: one indicates that the end of the action is about to be reached, that is, "VP +'Dai1[tɛi44]+[lio21]'"; the other indicates that the action is about to begin, that is, "VP +‘Dai2[tɛi44]+[lio21]’ ". Objective: To explore the application of operation room optimization process with multidisciplinary collaborative management in hysteromyoma surgery. Methods: 500 patients who underwent hysteromyoma surgery from March to December 2018 were selected as the control group. 500 patients who underwent hysteromyoma surgery using operation room optimization process with multidisciplinary collaborative management from March to December 2019 were selected as the observation group. The scores of self-care ability (ESCA), psychological status (HAMA, HAMD score), time of postoperative early ambulation activity, comfort of ambulation activity, postoperative hospital stay and total hospital stay, postoperative complications, quality of life score (SF-36), satisfaction with care were compared between the two groups. Results: There was no significant difference in the scores of ESCA, HAMA and HAMD between the two groups before operation (P>0.05). On the 7th day after operation, the score of ESCA of tne two groups was increased (P <0.05), and that of the observation group was higher than that of the control group (P<0.05). The scores of HAMA and HAMD of the two groups were lower than that before operation (P<0.05) and that of the observation group was lower than that of the control group (P <0.05). The earliest time of postoperative ambulation activity of the observation group was earlier than that of the control group (P<0.05). Ambulation activity comfort was superior to the control group (P<0.05). The postoperative hospital stay and total hospital stay of patients in the observation group were shorter than that in the control group (P <0.05). There was no significant difference in preoperative SF-36 scores between the two groups (P>0.05). There was significant difference in SF-36 scores between the two groups after operation and after follow up for 3 months (P<0.05). The occurrence of adverse events in the observation group was lower than that in the control group (P<0.05). The satisfaction of nursing in the observation group was higher than that in the control group (P<0.05). Conclusion: The application of multidisciplinary collaborative management in hysteromyoma surgery can optimize the operation process, alleviate the patient's operation anxiety, promote the patient's postoperative rehabilitation, improve the patient's quality of lite and improve tne patients satisfaction, and therefore, it is worth popularizing.

The postoperative hospital stay and total hospital stay of patients in the observation group were shorter than that in the control group (P <0.05). There was\u0000 no significant difference in preoperative SF-36 scores between the two groups (P>0.05). There was significant difference in SF-36 scores between the two groups after operation and after follow up for 3 months (P<0.05). The satisfaction of nursing in the observation group was higher than that in the control group (P<0.05). Integrating the art appreciation course into the talent cultivation plan of tobacco profession has become the major way for colleges and universities to implement aesthetic education. This is also one of the reform measures of public curriculum in colleges and universities in the new era. By clarifying the concept connotation and policy requirements of the art appreciation course, and combining the talent training characteristics of tobacco profession, the construction of tobacco profession can be promoted. By doing this, on the one hand, it is conducive to consolidating the talent training plan of tobacco profession. On the other hand, it can cultivate the artistic ability of students majoring in tobacco, expand their artistic knowledge, and effectively build up their aesthetic quality and artistic level. Viral encephalitis is an infectious disease of the nervous system caused by multiple viruses entering the brain. This disease is extremely harmful to the human body and has a high mortality rate. Modified sub-hibernation therapy and ganciclovir are the most commonly used treatments for viral encephalitis. The purpose of this article is to further explore the clinical effect of modified sub-hibernation therapy combined with ganciclovir on patients with viral encephalitis. Thirty viral encephalitis patients with severe illness and long-term illness were taken as the research object, and the patients were divided into three groups according to the condition and their own conditions, a control group, a ganciclovir treatment group and a modified sub-hibernation therapy combined ganciclovir observation group. The control group did not receive any treatment, the treatment group was treated with ganciclovir alone, and the observation group was treated with modified sub-hibernation therapy combined with ganciclovir. The diagnosis and prognosis of all patients were analyzed and studied. The results of the study showed that the treatment effective rate of the ganciclovir treatment group was 85.7%, and three patients relapsed after discharge from the hospital. The recurrence rate was 30%. The total effective rate of the modified sub-hibernation therapy combined with the ganciclovir observation group was 95.3%, only one person relapsed after discharge, the recurrence rate was 10%. It can be seen that the treatment of viral encephalitis with modified sub-hibernation therapy combined with ganciclovir has a very good therapeutic effect and the disease recurrence rate is low. It is the first choice for the treatment of viral encephalitis.
