This study conducts an analysis of the various theoretical and practical problems related to Wagner’s Law on the growth in public spending. As a contribution, and with the intention of offering a new perspective in considering this principle, this paper puts Wagner´s Law to the test for the first time using public employment as a measure of public spending, which is in line with recommendations by Peacock and Scott (2000). In the empirical contrast we use unit root techniques and cointegration with structural breakpoints. The result obtained leads us to reject the law for Spain based on the belief that there are variables other than that GDP which influence public spending growth.

The study of the macroeconomic effects of tax changes and public spending plans has regained footing recently. Nevertheless, in many occasions, the shortcomings of available official data pose limits to the type of approach analysts can pursue. While this issue receives traditionally limited attention, it is of utmost relevance for policy makers and academics alike. Against this framework, in this paper we construct a quite disaggregated quarterly fiscal database of Spanish seasonallyadjusted public finance variables for the period 1986Q1-2015Q4, in national accounts terms. Following a recent strand of the literature, we pose special emphasis on the models and data ingredients used. The later includes a rich set of input fiscal data taken from budgetary accounts. We illustrate the use of our data by providing key stylized facts on the cyclical properties of fiscal policies over the past three decades.

The implementation of the EU regional policy has been characterized by the establishment of multian¬nual public investment programs in the Member States that are co-financed by the EU through mat¬ching grants. According to the additionality principle, governments receiving aid should increase their financial efforts in relation to the pre-existing situation. Using data on the implementation of regional policy, this paper has two aims: to verify whether Community aid displaces local funds for public in¬vestment, and to uncover whether there is endogenous behaviour regarding Community aid as a result of local political processes. We have obtained evidence that funding from the EU crowd-out local fi¬nancing of public investment. On the other hand, although there is some evidence of an endogenous behaviour of Community aid, we find that this endogeneity is not statistically significant.

El objetivo de este trabajo es determinar el efecto directo que sobre las prestaciones por jubilacion tiene la reforma del sistema publico espanol de pensiones llevada a cabo recientemente. Aplicando Modelos de Micro Simulacion a una muestra de 5.025 vidas laborales de individuos que se jubilaron en 2011, se con¬cluye que la reforma tiene una incidencia media negativa en las dos variables analizadas: la pension inicial y la edad de jubilacion. No obstante, cuando se analiza la incidencia por deciles, se observan en ambas variables efectos de distinta magnitud y signo, asi como una elevada correlacion entre dichos efectos.

Every poverty measure should be expressed as a function of three poverty components; incidence, intensity and inequality among the poor. If it is possible, the sources of changes in poverty will be easier to compute, since we are able to know the contribution of each component to the total pover¬ty change. In this paper, firstly we do a review of the existing poverty decompositions in these three terms. Then, we find new decompositions for some poverty measures and additional ones for others. Summarizing, decompositions in the three terms of poverty can be found for almost all the poverty measures.

Se cuantifican los efectos sobre el crecimiento y empleo de los programas cofinanciados con el Fondo FEDER de 2014 a 2020. Los resultados indican un efecto positivo sobre la tasa de creci¬miento anual del PIB ligeramente superior a tres decimas, equivalente a un aumento del PIB de 26.000 millones en 2020 y aproximadamente 240.000 empleos mas durante el periodo. Estos resul¬tados son compatibles con una generacion de 9 empleos por cada millon de euros invertidos. El impacto regional de los programas cofinanciados tiende a crear mas empleo y aumentar mas el PIB per capita en las regiones mas deprimidas economicamente.

El objetivo de este articulo es presentar un Indicador de Calidad del Empleo (ICE) que puede me¬dirse para un periodo temporal largo, actualizarse periodicamente y comparar colectivos de traba¬jadores. Este indicador esta formado por tres dimensiones y se ha construido y medido a partir de la informacion individual de la Muestra Continua de Vidas Laborales (MCVL) para el periodo 2005-2013. Las caracteristicas de esta base de datos han permitido calcular el ICE bruto y neto del “efecto composicion” tanto de forma transversal (para los asalariados de cada ano del periodo considerado) como longitudinal (para los mismos individuos a lo largo del tiempo). Esto se ha hecho ademas distinguiendo a los trabajadores segun su relacion contractual.

Este articulo argumenta que el mecanismo vigente de actualizacion del modelo de financiacion autonomica practicamente ignora la evolucion de las necesidades, es muy prociclico y no mantiene la equidad horizontal a lo largo del tiempo; y propone un nuevo mecanismo basado en la evolucion de las necesidades y de los gastos salariales de las Administraciones Publicas que aisla la evolucion de los recursos normativos del ciclo economico y mantiene la equidad horizontal.
