MECHANISMS FOR THE DEVELOPMENT OF RESTAURANT SERVICES IN THE ODESSA REGION 敖德萨地区餐饮服务发展机制

Topicality. Restaurant industry is one of the activities designed to provide catering services for organizing leisure activities (if necessary). The global and Ukrainian restaurant business is developing rapidly, the competition for visitors is increasing and the mechanisms of its promotion are changing. This factor forces restaurateurs to pay more and more attention to marketing strategies, the style of the enterprise and the individual details that give the establishments uniqueness and originality.Aim and tasks - to assess the state of the restaurant industry development of the Odessa region, to identify its strengths and weaknesses, to offer marketing strategies and mechanisms for further promotion of services.Research results. The pace of the restaurant industry development always depends on the dynamics of the country's population income growth. So far, the country's population is not highly capable. The main contingent of clients are tourists and young people. Young people give preference to eating out.In the Odessa region, the number of enterprises whose activities include the provision of food and drinks in 2019 amounted to 488 units. They employed 3478 people. The volume of products sold by enterprises whose activities include the provision of food and drinks in 2019 amounted to more than one billion hrn.The main weaknesses of the region's restaurant industry are: the actual decline in the population's income; narrow specialization of some institutions; lack of funds to finance innovations; the prices for some signature dishes are too high; lack of a well-functioning system of discounts and bonuses; staff turnover of waiters.Strengths are: interesting proposals in the menu; stylish design; the ability to order food home or to the office; availability of a constant base of corporate clients.Potential abilities are spread due to: a logically built organizational structure of the company; competition as an incentive for development, expansion of the range of services; improving marketing and management, both internal and external; the emergence of new technologies; change of advertising technologies.The list of the main threats boils down to the deterioration of the economic and political situation in Ukraine; decline in the purchasing power of Ukrainians; limited investment opportunities, low reinvestment rates.Conclusion. The catering market in the Odessa region could develop even more dynamically, if not for the impact of some negative factors. The main are the high rental rates for premises and the still low solvency level of the majority of potential clients. This makes it difficult for new establishments to stay in the market, and many of them close within a year or two.The main factors influencing consumer preferences in the catering market are: taste of dishes; territorial availability of the institution; the opportunity to buy food to go; reputation of the restaurant; price.Innovative options for the promotion mechanisms

INDUSTRIAL PARKS: WORLD EXPERIENCE AND UKRAINIAN REALITIES 工业园区:世界经验与乌克兰现实

Topicality. The experience of a number of countries shows that industrial parks are an effective tool for industrial and regional policy. Their activities contribute to attracting investment, creating new jobs, restructuring the economy, increasing the competitiveness of individual regions and countries as a whole. Placing industrial enterprises in parks outside cities allows to solve environmental problems more effectively. There are 64 industrial parks in Ukraine, but only some of them work effectively.Aim and tasks. The aim of the article is to propose measures aimed at improving the policy of stimulating the development of parks on the basis of the analysis of the world experience and activity of industrial parks in Ukraine.Research results. The article analyzes the activities of industrial parks in South Korea, Singapore, Vietnam, Thailand and some other countries, their importance in the rise of these countries. Current trends in the development of industrial parks, methods and tools of their state support, the reasons for the success and failure of parks are studied. It was found that a significant part of successful parks are created in or near ports, the reasons for this phenomenon have been identified. The activity of industrial parks in Ukraine is analyzed, the reasons of unsatisfactory work of most of them are found out. The amendments to the Law of Ukraine �On Industrial Parks� adopted by the Verkhovna Rada in 2021 have been studied, and the shortcomings of this legislative act have been identified. The measures necessary to improve the work of domestic industrial parks have been substantiated.Conclusions. To attract investors to industrial parks in Ukraine, it is necessary to improve the business climate, ensure reliable protection of property rights, actively fight corruption, and significantly increase state support for parks. The active participation of business in the creation of industrial parks should be encouraged in every possible way, and UNCTAD and foreign consulting firms should be involved in this work.

SCIENTIFIC SPHERE OF THE SOUTHERN REGION AS A REFLECTION OF THE SOCIO-ECONOMIC STATE OF UKRAINE 南部地区的科学领域反映了乌克兰的社会经济状况

Topicality. Science is an extremely powerful socio-economic institution, without which industrial production is impossible. Science is closely intertwined with financial flows and due to their volume. But its current state and the state of financial support of scientific research in Ukraine, and including its Southern region, is very problematic. The study proved that this is the main obstacle to the development of science and raising its prestigeEconomic growth and meeting the needs of society depend on the state and pace of development of science. Only by achieving a high level of science and scientific and technological development will Ukraine be able to take a worthy place in the international arena. Only a deep comprehensive analysis of the state of scientific and technical activities in the country and its regions allows to identify problems that have arisen in the field of science, and to justify ways to overcome them.Aim and tasks. The aim of the article is to determine the place of science in the public life of the country and study its state in the Southern region of Ukraine, as well as to substantiate ways to increase the prestige of science in Ukraine and bring Ukrainian science to the European level.Research results. To determine the ways to bring the science of the Southern region from the existing complex state, the diagnosis of scientific research in terms of their types and regions of the region in the dynamics of five years. The process of introduction and replication of innovative developments is investigated. Statistical analysis of the development of science is supplemented by sociological research. A study of the authority of Ukrainian science in the world. Indicators of countries where science takes good care of the state and feels comfortable are considered. Substantiated conclusions are made and ways to overcome the critical state of the scientific sphere in the Southern region and Ukraine as a whole are identified.Conclusions. Science, as the engine of the socio-economic movement in Ukraine, must become a national value. This requires reforms and intensification of the work of the National Academy of Sciences of Ukraine, which may bring the time closer when the decline of scientific research will stop; a break in understanding the role of science in society, when it will not be treated in a way that can be left unsupported for years; changing the status of the renewed National Academy of Sciences, giving it the right of legislative initiative and the official return of the leading role in the scientific and technological revolution while preserving academic freedoms, self-government and democracy in work. Without a state that will lend a shoulder to scientists to successfully deal with all the internal problems of our science, especially its unclaimed, there is no chance to change the existing situation.

APPROACHES TO BUILDING A MANAGEMENT SYSTEM FOR HOTEL AND RESTAURANT ENTERPRISES IN THE CONTEXT OF MARKETING ACTIVITIES 营销活动背景下饭店企业管理体系的构建方法

Topicality. The hotel and restaurant business has suffered significant financial losses during the coronavirus pandemic and restrictive measures, which has negatively affected the development of the global services industry as a whole. The small share of Ukraine's GDP in the hospitality sector indicates a deep crisis in the industry and the difficulty of resuming hotel and restaurant and tourism businesses, which threatens the stable development of the national economy and its recovery to overcome the effects of the coronavirus pandemic.Aim and tasks. The main reasons for the loss of revenue in the hospitality industry are the risks of spreading COVID-19 and the need to comply with anti-epidemiological measures, which requires the creation of adequate to the challenges of modern enterprise management system based on marketing principles. management systems of hotel and restaurant enterprises in the context of ensuring their competitiveness in the process of marketing activities.Research results. The theoretical and methodological basis for writing the article were the development of domestic and foreign economists in the field of management systems, areas of competitiveness, the principles of formation and implementation of marketing policy. The research was conducted using such general scientific methods as: generalization and comparison; deductive and inductive analysis; statistical analysis to identify and summarize trends in the hotel and restaurant business, the choice of areas for the formation of an effective management system and the development of marketing measures to increase their competitiveness.The functional approach to building a model of hotel and restaurant management system, which includes control and monitoring subsystems and management influences, which are formed as a result of collecting information on the state of the environment and the state of the object of management. The presence of feedback allows the control system to provide a rapid response to environmental threats and make effective management decisions based on the behavior of the controlled subsystem.Conclusions. The importance of such an element of forming an effective management system of hotel and restaurant enterprises on the principles of marketing as a subsystem of marketing services, aimed at using modern information and communication technologies to ensure free access of customers to goods and services. Simultaneously with the large-scale introduction of the latest technologies, it is necessary to develop other management subsystems, which will accelerate the introduction of modern approaches to solving current problems in the marketing activities of hotel and restaurant and tourism businesses. Prospects for further research are the development and implementation of modern tools for the formation and implementation of management decisions aimed at solving problems of marketing efficiency of hospitality enterprises.

Topicality. National reproduction processes are interconnected amid markets` globalization. The environmentalization of production and consumption forms the basis for the creation of an environmentally safe environment of human existence and its livelihoods in a country and in the world as a whole. There are new problems and trends of production and consumption environmentalization amid global process` impact that require further analysis and determine the relevance of the studyAim and tasks. The aim of the article is to study the mutual influence of production and consumption environmentalization amid globalizations. The essence of environmentalization, its production and consumption trends, global processes` impact on environmentalization have been found out.Research results. The main environmental problems of Ukraine have been figured out in the article, i.e. water, air and soil pollution, fertility fall, significant amount of untreated and not recycled wastes at land fillsProduction and consumption environmentalization are an urgent issue for the development of internal and external markets. It is related to the environmental-biased businesses` development. It is a set of innovative changes in businesses` technical and technological activity, which contributes to the environmentally friendly and economically efficient business outcomes.It has been studied that among the forms of public assistance to businesses aimed to reduce their negative environmental impact, green tax allowance play stands out in the EU. The share of this tax in the state and local budgets of Ukraine has been analyzed. The lack of its restraining influence on environmental law violations as well as manufacturers` motivation who take care of the environment has been found out.The mutual influence and interdependence of production and consumption environmentalization, ambivalent impact of global processes on the consumption: due to the expanding consumption of environmentally friendly goods and services, and violations of low-income population`s consumption safety by supplying cheap environmentally hazardous goods produced by local and foreign manufacturers.The growth of external demand for domestic agro-industrial manufacturers` goods applying environmental certification and environmental marking to guarantee their production safety and promotion to the EU markets, and public procurement implementation had been analyzed. The significance of advertisement and other marketing activities of enterprises used to form environmentally conscious consumers and fuel the growth of their environmentally friendly products demand has been pointed out.Conclusion. Topicality. In the context of global challenges, in particular related to overcoming the consequences of the COVID-19 pandemic, providing support and development of entrepreneurship is becoming especially relevant. Indeed, if large enterprises are able to overcome the problems facing them, at the expense of their own reserves, then micro-,small- and medium-sized enterprises, that provide a large number of jobs, are at risk in the absence of support from both the state and others institutions for support and development of entrepreneurship.Aim and tasks. The aim of the paper is to determine the main trends in the development of entrepreneurship in Ukraine in the context of global challenges, substantiate the need to stimulate entrepreneurial activity and identify the main problems of forming an effective infrastructure for its support. To achieve this goal, the theoretical aspects of entrepreneurial activity were identified, the changes that occurred in the business sector in the context of global challenges were analyzed, the features and problems of the existing infrastructure for supporting entrepreneurship were considered.Research results. The development of entrepreneurship is the key to the economic growth of the country as a whole. The analysis has showed that entrepreneurs in Ukraine are now quite successfully adapting to global challenges, in particular those associated with the COVID-19 pandemic. However, there are a number of obstacles that hinder the development of entrepreneurship, namely the introduction of changes in legislation (for example, the mandatory submission of primary documentation) and the tax burden, the impact of which has not been graded by the state in the context of a pandemic. The need to provide support for the development of entrepreneurship in the context of global challenges has been substantiated in the paper. In particular, it seems to be very important for ensuring the development of micro, small and medium-sized businesses, that have much less reserves for eliminating the consequences of economic instability in comparison with large enterprises. Despite a fairly large network of institutions for supporting entrepreneurship, the activities of many of them are declarative and do not fully meet the needs of business entities. The process of formation of effective business support infrastructure in Ukraine is constrained by the low level of business confidence in the government and, as a consequence, the lack of an well-established interaction.Conclusion. The key direction of ensuring effective support and development of entrepreneurship in the context of global challenges is the establishment of effective interaction between institutions of various forms of ownership. Topicality. Radical reformation of education, rapidly changing conditions of higher education institutions (HEIs), new rules of market activities of institutions and ways of their state regulation, competition in the market of educational services require HEIs to improve their management system, its adaptation to current and prospective environmental changes, increasing demands of customers and consumers of educational services. Under these conditions, the problem of assessing the results of educational institutions� adaptation to environmental changes becomes more relevant.Aim and tasks. The purpose of the article is to identify the most correct and practically relevant approaches to assessing the results of educational institutions' adaptation to changing conditions of activity and to develop theoretical, methodological provisions and applied proposals, which should substantiate tools to assess the success of HEIs� adaptation to the new conditions of activity.Research results. The essence of the concept �adaptation� of a higher education institution is considered as a process of purposeful change in the parameters of teaching, research, educational activities, structure and other properties of the institution, its divisions to the current and future changes in the external environment in order to ensure effective functioning, solution of certain goals and development tasks, compliance of graduates' competences with the requirements of modern and prospective labour markets, ensuring competitiveness of the institution on the market of educational services. The content of this concept is defined as a reaction, a purposeful process of forced adaptation of an educational institution to the current and projected changes in external environment in order to effectively meet the requirements of consumers of educational services and to ensure its own competitiveness in the market.It has been substantiated that the assessment of the efficiency of HEIs� adaptation to changes in the external environment can be based on the criteria of flexibility and adaptability of educational activities. It has been established that at the current stage of higher education development ensuring high quality of knowledge, formation of graduates' competences corresponding to the requirements of modern and future economy is one of the most important directions of HEIs� adaptation to the changes in the external environment.Conclusion. It has been determined that the criterion of efficiency of HEIs� adaptation to changes in the external environment can be the improvement of the quality of educational services of the institution. Topicality. Today, the tourism industry is facing a number of specific problems related to the pandemic. Development and support of tourism in our country is a priority because this industry makes a significant contribution to the development of our country. Therefore, increasing the competitiveness of tourism enterprises is a strategic task today. At the same time, the tourist resources that our country has are used irrationally. Tourism companies do not use marketing management at the appropriate level. Importantly, marketing communications involve not only the impact of the company on the consumer, but also the feedback - the impact of the consumer, which is very important for the company. This connection allows the company to receive useful information that allows properly navigate in the business environment, as well as make adjustments to its activities, in particular, regarding the tools and actions of the communication complex. Properly establishing marketing activities at tourism enterprises will strengthen competitive positions, will allow enterprises to focus on the needs of the market and the interests of consumers.Aim and tasks. The purpose of the article is to study the impact of marketing communications on the competitiveness of tourism enterprises.Research results. In this paper the state of the market of marketing communications of Ukraine is considered. The volume of marketing services of Ukraine is investigated. The costs of tourist enterprises for marketing communications are analyzed. The use of modern types of marketing communications by these enterprises is tracked. In order to increase the level of competitiveness of tourist enterprises, the article suggests ways to use modern tools of marketing communications.Conclusion. Studies have shown that a travel agency needs to pay attention to the development of domestic tourism to improve its competitive position. Due to this, the company will help improve the situation of domestic tourism in the country and in the city. The proposed marketing communications have had a significant effect on improving the competitiveness of marketing, which are very important for a company operating in the tourism industry. Topicality. The problem of ensuring the growth of technological potential in the business sector of Ukraine arises due to the fact that today, in connection with the COVID19 pandemic, the problem of transitioning the economy to digital, "proactive" and remote mode, including optimization and standardization of provision processes public services, functions and services, as well as the introduction of new principles of their provision, focused on maximum convenience for business structures, their proactivity and multi-channel. Our previous research has shown that the technological gap between Ukraine and developed countries is widening every year, which requires the formation of an innovative model of high-tech development. This, in turn, requires stimulating the growth of technological potential in the business sector of Ukraine, as a basis for creating high-tech jobs and increasing the productivity of entrepreneurial activity.Aim and tasks. The aim of the article is to develop a set of financial, tax and organizational-institutional measures to ensure technological capacity building in the business sector of Ukraine, which requires the following tasks: to explore current trends and identify major problems of business sector development in the context of technological capacity building. to ensure the growth of technological potential in the business sector of Ukraine.Research results. A study of a number of regulations on the formation of an innovative model of high-tech development in the country, adopted by the Government recently, revealed a violation of the principle of complexity in their development. It is proved that the role of the so-called serial technological entrepreneurship will continue to grow, when a business project is considered as an object for development for further sale, ie to develop an idea, create a product, attract start-up investment, start sales, attract the next share of investment. growth of the project and in three-seven years to sell the company, and on the earned money to start the following business project. Topicality. The urgency of the problem of innovation technology development in Ukraine is due to the fact that, despite the high priority and great efforts of Ukraine to develop the innovation technology market, ie digital transformation, innovation and startups, still remain quite low innovation rates, the level of startups, the number of startups and their share in the national economy. From our country the active outflow of highly skilled workforce and the knowledge defining competitiveness of innovative processes and systems, and consequently, potential of development of the market of innovative technologies proceeds. One of the most important factors in this situation is the lack of financial resources in the newly created small innovative business structures (startups).Aim and tasks. The purpose of the article is to identify promising innovative tools for financing small innovative business structures (startups) and study the need for state regulation.Research results. The study allowed to include in the financial component of the business environment investors who support various stages of the life cycle of the innovation project, from the prototype to the initial public offering (IPO); business angels who finance the early stages of an innovation project; sowing funds; crowdfunding communities and platforms; venture funds; banks; institutions providing grants and institutions providing state financial support; large technology companies that finance startups for their own needs. It was found that crowdfunding can be an important area of investing the savings of Ukrainian citizens in startups, because the financial market is almost non-existent, investing in real estate requires large funds, investing in gold is long-term and risky. It was found that, on the one hand, the lack of special regulation of crowdfunding simplifies fundraising, and on the other hand, there are no guarantees for investment, which significantly increases the risks and so risky investing in innovative projects. Therefore, it is necessary to develop and adopt a law that would regulate crowdfunding in Ukraine, which would raise funds for innovative projects under a simplified procedure. The main provisions of this law can be adapted for Ukraine by the provisions of the EU regulation governing crowdfunding platforms, which can be considered as a basis for the development of Ukrainian law, especially in terms of guarantees of investor protection.Conclusion. The study revealed a promising innovative tool for financing small innovative business structures (startups) - crowdfunding (and its kind of crowdfunding).
