NEW ECONOMIC, ECOLOGICAL AND SOCIAL ORDER - THE WAY TO A NEW CIVILIZATION 经济新秩序、生态新秩序、社会新秩序——通往新文明之路

Topicality. The steady increase of tension in the world, defined by sociologists and politicians as a "global risk society", is one of the main features of the development of modern civilization.The problematization of modern society is moving in the direction of exacerbating the global problems of human life (demography, food, drinking water, ecology, climate change, pandemics, etc.); an increase in the potential for conflict and crisis (military-political, interethnic and religious conflicts, an increase in the gap between rich and poor, an increase in nationalism, radical fundamentalism, etc.). Aim and tasks. The aim of the work is to discuss: topical issues of modern transformations, which are acquiring a stable character of the systemic crisis of society, defined by politicians as a civilizational crisis; to consider the priority directions of the strategy for overcoming the crisis. The anti-crisis strategy is based on the ideologemes of development of a new international economic, ecological and social order, focused on the formation of a new civilization. Research results. The paper assesses the trends of modern negative transformations, which take the form of various challenges and provoke countless threats and dangers for human life and the sustainable development of the world community as a whole. Increasing the intensity of use of the natural habitat of humans and animals is considered one of the main threats to the environment. The paradigm of the development of the "new world", "new international order" (NIO) as an imperative strategy for overcoming the civilizational crisis is considered. Attention is drawn to the features of such basic components of the NIO as the "new international economic order", the new "environmental (economic-environmental) order", "the new social order". In the context of the NIO, issues of enhancing the role of the UN, other international organizations and the international community as a whole in solving the problems of survival and sustainable development are being discussed. Conclusion. The paper argues that the development of an integrated "new international order" will serve as the basis for the formation of a new civilization of the approaching era of artificial intelligence. The analytical generalizations of the problems of modern globalization and the aggravation of crisis phenomena carried out in this paper provide grounds for the assertion that effective solutions to the tasks of ensuring security and sustainable development of human survival are connected with the formation of international order (NIO) - economic, environmental and social. The implementation of the NIO on the principles of noospherization and artificial intelligence will be the basis for the formation of a new prosperous civilization.

PARK ECOSYSTEM SERVICES AND THEIR EVALUATION 公园生态系统服务及其评价

Topicality. Improving the urban landscaping system requires an understanding of the needs of the green economy, as well as the functionality of park ecosystems and prospects for their application. Therefore, it is important to study the ecosystem services of parks and determine their beneficial effects on the socio-economic space of the city. An important component of this problem is the improvement of park assessment methods, which will cover the assessed parameters more widely.Aim and tasks. The purpose of the article is to determine the benefits of different groups of park ecosystem services, as well as to provide proposals for calculating indicators of functional assessments of park ecosystems, and financial indicators of the green economy. The task is to analyze and summarize the existing approaches to the assessment of ecosystems, to determine the main problem of integrated assessment of ecosystem services of parks.Research results. The effectiveness of measures to improve and develop urban parks largely depends on understanding the functionality of ecosystems and the ability to find their application in accordance with the needs of the city and its inhabitants. Existing methods of assessing parks are less concerned with ecosystems, although they are a resource for creating cultural and recreational assets. Assessment of ecosystem services mainly concerns large natural ecosystems (seas, forests, wetlands). Parks are approached mainly as architectural complexes. However, the assessment of ecosystem services is quite complex, and in the field of park management little studied, which is the impetus for a new approach to the assessment of parks.To see the general situation of the development of the park object, or the landscaping system of the city as a whole, a comprehensive approach is important - the assessment of economic and natural parameters. Assessment of ecosystem services can sometimes provide unexpected results that clearly show the dependence of urban agglomerations on the surrounding natural ecosystems, and increase the value of natural centers in the city.Conclusion. The proposed calculations are intended to facilitate the visual presentation of the parameters of financial support of the park economy, providing the city with park facilities, as well as the functional capabilities of existing green spaces. Most estimates are based on field research or statistics, so it can be noted that in addition to methodological developments, it is necessary to improve the system of monitoring and accounting of parks. This is especially true of the ability to assess ecosystem services.

ADAPTATION OF THE LABOR MARKET TO THE REQUIREMENTS OF DIGITALIZATION OF THE ECONOMY: THE GLOBAL DIMENSION 劳动力市场对经济数字化要求的适应:全球维度

Topicality.The digital economy, becoming more and more part of our daily lives, is changing many of the approaches to the organization and management of their work. Digital technologies and the sixth technological device in the coming decades will lead to a partial replacement of human labor by machines. As a result of digitalization, from 9 to 50% of all existing occupations may disappear in the next decade. By 2036,from 2 to 50% of work expressed in man-hours can be automated, and by 2066 this share can reach 46-99%. In the G20, according to the European Commission, the annual digital economy is estimated at 3.2 trillion euro and is about 8% of total GDP. Thus, today it is necessary to identify the characteristics of the adaptation of the labor market to the requirements of digitalization of the economy, taking into account world experience.Aim and tasks.The aim of the article is to identify the characteristics of the adaptation of the labor market to the requirements of digitalization of the economy on the basis of world experience.Research results.The article presents the main features of global socio-economic development in the XXI century under the influence of digitalization of the economy, namely: intensive development of technology and innovation, strengthening the importance of services; accelerated inclusion in the globalization process; transformation of labor relations in the conditions of changes in communication technologies and motivation of people's labor behavior in the context of "remote relations" between employees and their employers; the process of forming a flexible, virtual labor market in the context of digitalization. It is determined that the feature of the Fourth Industrial Revolution is digitalization, which in the labor market creates conditions for the reduction of additional jobs and intensification of the process of "compression" of those already formed. The main trends in the replacement of robotic hardware and software jobs in the United States and the European Union for the next 20 years based on estimates of international companies. The characteristics of changes in the structure of jobs in the labor market due to the introduction of such new technologies as: "Big data" - by industry, sector and area of activity; industrial Internet of Things - specialists in specialties; production automation and robotics; mobile internet, cloud technologies and digital platforms. The emergence of the creative class in the development of the digital economy is substantiated and given a description by analyzing the definitions of the concept of "Creative Class", the characteristics of the elements of its structure and performance. It is proved that due to digitalization the preconditions for the formation of a creative economy are created. Prospects for further research are identified.Conclusion. FINANCIAL PROVISION OF SCIENTIFIC ACTIVITIES IN THE CONTEXT OF THE STRATEGIC DEVELOPMENT OF THE NATIONAL ECONOMY 在国家经济战略发展的背景下为科学活动提供资金

Topicality. The modern system of financing research studies in Ukraine is designed to provide an effective and comprehensive solution to such urgent tasks as creating the necessary institutional prerequisites for the timely innovations introduction in all areas of the national economic complex of the country, ensuring technological restructuring; creating the necessary conditions for the development of scientific and educational potential, preventing the departure of the country's scientific personnel abroad and creating conditions for the return of those who were forced to leave the country as a result of Russian aggression in Ukraine. Today, at all levels of government, the matter of the effective use of funds allocated in Ukraine for scientific and innovative activities is increasingly emerging. Therefore, the formation of an effective system for financing scientific activities, the result of which is the creation of an innovative product, is an important and urgent task.Aim and tasks. The purpose of the article is to identify current problems of financing research and development in Ukraine and justify ways to solve them.Research results. The article uses methods of statistical analysis of data on the state of development of scientific activity as elements of a systematic analysis of the implementation of scientific research and development by sources of funding in Ukraine. The results of the analysis show that the total amount of research and development funding for the period 2018-2020 increased in Ukraine by only 2%, and the distribution of funding in the National Academy of Sciences of Ukraine is based on the number of scientific workers in a scientific institution, , in connection with which, to a certain extent, it is also associated the insufficient efficiency of the financial resources use by individual scientific institutions. At the same time, funding from the state budget increased by 22% and funding from the funds of business sector organizations decreased by 36%. In the last three years in Ukraine, the largest amount of funding was provided to scientific and technical (experimental) developments, but their share in 2020 decreased compared to 2018 to 51.7%.Conclusion. The development of science in Ukraine is impossible without sufficient and timely funding and changes in the principles and taking into account which it is necessary to build a system for financing scientific research and technical developments, which will include: the creation of a Foresight Research Center under the National Academy of Sciences of Ukraine with appropriate tasks and expert functions; fast and efficient implementation of research results; economic feasibility and security of methods and mechanisms for attracting investments; multiple sources of funding; comprehensiveness and flexibility, which implies the ability to simultaneously finance planned technical and technological innovations, effectively redistributing cash flows. Therefore, the formation of an effective system for financing scientific activities, the result of which is the creation of an innovative product, is an important and urgent task.Aim and tasks. The purpose of the article is to identify current problems of financing research and development in Ukraine and justify ways to solve them.Research results. The article uses methods of statistical analysis of data on the state of development of scientific activity as elements of a systematic analysis of the implementation of scientific research and development by sources of funding in Ukraine. The results of the analysis show that the total amount of research and development funding for the period 2018-2020 increased in Ukraine by only 2%, and the distribution of funding in the National Academy of Sciences of Ukraine is based on the number of scientific workers in a scientific institution, , in connection with which, to a certain extent, it is also associated the insufficient efficiency of the financial resources use by individual scientific institutions. At the same time, funding from the state budget increased by 22% and funding from the funds of business sector organizations decreased by 36%. In the last three years in Ukraine, the largest amount of funding was provided to scientific and technical (experimental) developments, but their share in 2020 decreased compared to 2018 to 51.7%.Conclusion. The development of science in Ukraine is impossible without sufficient and timely funding and changes in the principles and taking into account which it is necessary to build a system for financing scientific research and technical developments, which will include: the creation of a Foresight Research Center under the National Academy of Sciences of Ukraine with appropriate tasks and expert functions; fast and efficient implementation of research results; economic feasibility and security of methods and mechanisms for attracting investments; multiple sources of funding; comprehensiveness and flexibility, which implies the ability to simultaneously finance planned technical and technological innovations, effectively redistributing cash flows. THE REFORM OF THE DISTRICT LEVEL OF LOCAL SELF-GOVERNMENT: STATUS AND POSSIBLE OPTIONS FOR ITS FURTHER IMPLEMENTATION 地方自治区级改革的现状及进一步实施的可能选择

Topicality. The urgency of the article is substantiated by an excessive centralization of powers and financial and material resources of the executive branch, the inability of territorial communities at the district level to exercise their powers, limited access to public services due to lack of funding and deterioration of local government infrastructure as well as reduced professionalism of officials. There is a need for scientific substantiation of scenarios for further implementation of the decentralization reform in terms of determining the rational balance of powers and tasks to be allocated to the district level of government with an appropriate financial support. The experience of forming enlarged administrative-territorial entities at the district level in Ukraine is a modern interpretation and development of European approaches to the definition of functional areas and statistical units according to NUTS-3, which determines the relevance of this study not only at the national but also at the Pan-European level within the context of development of applied principles of the regional development theory.Aim and tasks. The objectives of this study are: to analyze the state of the reform of local self-government at the district level, to consider possible options and scenarios for further implementation of this process, to determine a list of powers that should be transferred to the district level, and to propose measures of material, financial and organizational support.Research results. The peculiarity of a new districts formation in Ukraine is that the districts, which include regional centers, have a number of population several times higher than in other districts of the region. This does not comply with the European standard NUTS-3, which specifies a number of population in districts from 150 thou people to 800 thou people. The concept of local self-government reforming and territorial organization of power provides for the transfer of powers at the district level from executive power bodies to executive bodies of district councils; however the executive bodies of district councils have not been created yet, given that the relevant adjustments to the legislation have not been made. On September 17, 2020, the Verkhovna Rada adopted the Law of Ukraine "On Amendments to the Budget Code of Ukraine to Align the Provisions of Budget Legislation in Connection with the Completion of Administrative and Territorial Reform." This legislative act abolishes personal income tax revenues directed to district budgets, which is the main source of their funding. The district level is also excluded from the system of horizontal equalization, hence district budgets will not receive a basic subsidy and will not be engaged in direct inter-budgetary relations with the state budget and they are excluded from the list of "recipients" of educational and medical subventions. Topicality. Water transport is an important part of the infrastructure of the transport system of any country that has access to the sea or inland waterways and the ability of the country to participate in international trade and transport goods abroad. There is a certain water dependence, which is determined by the geographical access of countries to maritime and inland waterways, since access to them is one of the key factors in attracting world capital. By means of water transport in Ukraine, one third of all cargoes in the field of water transport are annually transported by inland waterways, among which are mainly construction cargo, grain, metal products, chemical products. However, when transporting goods, there are certain risks that require insurance when using water transport. Therefore, it is important in the current conditions of the policy of resource saving and greening of water transport activities to conduct research on the economic aspects of water transport insurance, in particular insurance of risks arising from the use of sea and inland waterways of Ukraine, during the conduct of economic activities by water transport enterprises require a separate study for the merits of favorable economic conditions for international cooperation, harmonization of the economic qualities of the foreign policy of states, increasing the efficiency of domestic insurance, etc.Aim and tasks. The purpose of the article is to conduct a comparative analysis of Ukrainian practice and foreign experience in the dynamics of the development of insurance in the field of water transport.Research results. The current insurance international and domestic organizations consider the issues of insurance in the field of water transport and taking into account climatic, economic, political, environmental, informational, innovative and other factors that improve the conditions under which insurance takes place: ships as property against any adverse events that protect the ship, taking into account the furniture and objects of the vessel; liability under which the ship is insured in the event of an accident, collision or any attack that may result in loss or damage; cargo, in which expenses are compensated for the loss or damage to the cargo of the shipping company from the insurance company. Based on the statistical and analytical data of international organizations, it has been determined that the greatest demandin terms of insurance premiums is for cargo and property insurance services of shipping companies among the countries of Europe and the Asia-Pacific region. INSTITUTIONAL ASPECTS OF CROSS-BORDER COOPERATION DEVELOPMENT OF THE UKRAINIAN DANUBE REGION IN THE CONTEXT OF COHESION POLICY 凝聚力政策背景下乌克兰-多瑙河地区跨境合作发展的制度问题

Topicality. The relevance of the study lies in the need to improve the institutional support of cross-border cooperation in the Ukrainian Danube region of the Odesa region with a priority in the economic dimension. The problem is that this region lags behind in socio-economic development from the regional center and most of the neighboring territories. This weakens cohesion at all levels and leads to social tension. The peculiarities of the location of the Ukrainian Danube region open up opportunities for cross-border cooperation. However, these opportunities are underused. The current challenges of implementing the post-war reconstruction of Ukraine require the involvement of all available resources and tools. The realization of the potential of cross-border cooperation of the Ukrainian Danube region in the field of economy can be defined as a strategic task of the country's development and be the subject of scientific research aimed at development of an institutional framework, mechanisms and tools to ensure the intensification of cooperation with the regions of neighboring EU countries in the implementation of common projects in the real economy. The implementation of cross-border cooperation projects (CBC) is one of the ways to implement the cohesion policy, proclaimed in the EU as the main investment policy and defined as the main goal of the State Strategy for Regional Development in Ukraine for the period up to 2027. Aim and tasks. The purpose of the article is to identify strategic directions, measures and tools for improvement of the institutional support for the participation of communities and regions of the Ukrainian Danube region in the process of economic cooperation on the basis of local advantages, attracting local resources and prospects for adapting the domestic regulatory framework for cross-border cooperation to the requirements, principles and rules of the EU countries. The main tasks are: to identify problems and prospects for improving the institutional environment that determines the potential of the CBC for the Ukrainian Danube region; to establish current priority areas for CBC, taking into account national and European regulatory documents that determine the development strategy for CBC; to propose some measures for improvement of the institutional environment in the context of the cohesion policy and ensuring the post-war reconstruction of Ukraine. To develop effective measures to improve the institutional support for the development of cross-border economic cooperation, the systemic approach, statistical analysis, method of generalization and methods of logical analysis of the institutional basis for cross-border cooperation were applied. Aim and tasks. The purpose of the article is to identify strategic directions, measures and tools for improvement of the institutional support for the participation of communities and regions of the Ukrainian Danube region in the process of economic cooperation on the basis of local advantages, attracting local resources and prospects for adapting the domestic regulatory framework for cross-border cooperation to the requirements, principles and rules of the EU countries. The main tasks are: to identify problems and prospects for improving the institutional environment that determines the potential of the CBC for the Ukrainian Danube region; to establish current priority areas for CBC, taking into account national and European regulatory documents that determine the development strategy for CBC; to propose some measures for improvement of the institutional environment in the context of the cohesion policy and ensuring the post-war reconstruction of Ukraine. ENSURING SUSTAINABLE DEVELOPMENT OF AGRICULTURE BASED ON THE USE OF SEWAGE SLUDGE 以污泥利用为基础,确保农业可持续发展

Topicality. The events of recent years (the Covid-19 pandemic, hostilities in Ukraine) have led to a significant increase in world food prices. Thus, the FAO price index in February 2022 reached a historic high of 140.7 percentage points. One of the significant factors in this situation is a significant increase in prices for fertilizers for agriculture, which leads to their shortage. This actualizes the search for a solution to the problem of using sewage sludge as biological resource for sustainable agriculture and ensuring the implementation of sustainable development goals, including goals 2, 6, 11, 12, 15.Aim and tasks. The purpose of the article is to analyze various aspects of the use of sewage sludge in agricultural production as one of the promising ways to achieve sustainable development goals.Research results. The content of organic matter in the sludge can improve the physical, chemical, and biological properties of the soil by ensuring better soil cultivation and water retention capacity, especially when dehydrated sewage sludge is used. Biosolids reduce runoff and increase surface water retention. Organic nitrogen in sludge is much less likely to cause groundwater pollution than chemical nitrogen fertilizers. The use of sewage sludge on agricultural land is the best way to recycle the nutrients it contains. Sewage sludge can therefore be considered an important biological resource for sustainable agriculture. Physico-chemical characteristics of sewage sludge of different origin were compared. The concentration of carbon, nitrogen, and phosphorus were similar. Nevertheless, there are some site-specific factors that make each sewage sludge unique and must be taken into account to predict the outcome of sewage sludge treatment. To achieve the goal, an analysis was made of the effect of sewage sludge on the physico-chemical and microbial properties of the soil; its impact on plants and their productivity; the problems of using soil sludge in agriculture, taking into account its contamination with various substances (heavy metals, microplastics and pharmaceuticals), have been studied.Conclusions. Sewage sludge is a promising fertilizer for sustainable agriculture, taking into account the need for an effective technology for its purification from hazardous substances.

WASTEWATER RECLAIMING AND RECYCLING: ESSENCE AND DIRECTIONS FOR IMPLEMENTATION 废水再生利用:本质与实施方向

Topicality. The topicality of the research results from the fact that according to the data of the United Nations (UN), 36% of the world's population lives in water-scarce regions, in particular Ukraine is ranked 125th among 179 countries on the indicator of total internal renewable water resources per capita, which states that Ukraine is poorly supplied with freshwater. In recent years, special attention of international communities have been paid to the wastewater reclaiming and recycling as a possible alternative to traditional water supply and solution of water scarcity problem. In the UN World Water Development Report 2017, it is noted the need to use wastewater as a resource since fresh water has become increasingly scarce.Aim and tasks. The purpose of the article is to determine the essence, features and directions for wastewater reclaiming and recycling implementation to ensure sustainable water resources management in Ukraine.Research results. The results indicate that climate change, rapid urbanization and population growth affect the state of water resources and the population's access to fresh water. In order to find ways to overcome the natural water shortage, it was proposed to use alternative sources of water supply, in particular, wastewater reclaiming and recycling. Based on the analysis of national and foreign regulatory legislation, the modern semantic content of the concepts of "wastewater reclaiming" and "wastewater recycling" has been clarified, and a scheme for introducing the wastewater reclaiming and recycling into the water cycle has been developed. Statistical data on providing the population of Ukraine with centralized water supply and drainage systems and the amount of volumes of untreated wastewater discharged into the environment have been analyzed. The analysis was carried out and the main areas of recycling of wastewater reclaiming components were determined.Conclusion. Considering the importance of ensuring sustainable water resources management, the authors of the article determined the place and role in the introduction of wastewater reclaiming and recycling. The study demonstrated that 97% of Ukraine's wastewater is not recycled, and more than a quarter of the discharged wastewater in the Odessa region is discharged without proper treatment, which has extremely detrimental consequences for the environment and human health. The stages of technological processes of centralized water supply and sanitation services are considered and the introduction of wastewater reclaiming into the water use cycle, in particular in the energy, manufacturing, agricultural sectors and for municipal and domestic needs, is proposed.
