IMPROVEMENT OF SUBJECT-OBJECT RELATIONS IN THE CONTEXT OF FORMATION OF NEEDS IN ECOSYSTEM SERVICES OF URBAN PARKS 城市公园生态系统服务需求形成背景下的主体关系改善

Topicality. Today in Ukraine there is no clear understanding of the mechanism of formation of demand for ecosystem services of urban parks and appropriate response measures. Cultural and ideological values of society are reflected in the formation of a culture of recreation in parks throughout the existence of mankind, which requires detailed study. In order to implement adequate decisions on the development of parks, it is necessary to determine the main factors influencing the formation of qualitative characteristics of parks, which best meet modern ideas and needs of society for comfortable urban parks. There are already positive examples in foreign experience of an integrated approach to the organization of parks based on an understanding of the basic needs of society and the factors that cause them to change. Therefore, it is necessary to refer to the existing world experience and identify the necessary changes in the field of park management at the institutional level of the organization. Aim and tasks. The aim of the article is to identify the main patterns of evolution of ecosystem services of urban parks, as well as to determine the factors shaping the needs for these services and, accordingly, institutional support for urban parks, taking into account the experience of economically developed countries. The objectives of the study are: analysis of the preconditions for the formation of needs for ecosystem services of urban parks; identification of modern factors that are most relevant in creating trends in the development of current qualities of parks; analysis of foreign experience of institutional support of city parks; identification of current improvements needed by subject-object relations in the park economy of Ukraine. Research results. All spheres of public life - from culture to scientific achievements, are reflected in the organization of parks, which reflects the formation of relations "man - nature". The study identified a number of factors that have the greatest impact on the formation of modern parks and determine current trends in their development. All the considered factors can be divided into steels, relative steels and variables. In each of the proposed groups of factors can be identified those that are most relevant today, on the basis of which we can propose the use of "filter factors" in decision-making in the system of park improvement. The analysis of foreign experience in the functioning of parks has shown a wide range of possibilities of subject-object relations in the field of park improvement, based on which a number of current changes in this area in Ukraine have been proposed. Conclusion. The study found that park development trends are closely linked to the values of various social institutions, which indicates the need to study current social, economic and cultural changes in the context of park development. SCIENTIFIC PRINCIPLES OF INDUSTRIALIZATION AND EFFICIENT USE OF COMMUNITY RESOURCES, ON THE EXAMPLE OF PODILSK DISTRICT (RAION) OF ODESSA REGION 工业化的科学原则与社区资源的有效利用——以敖德萨州波季尔斯克区(区)为例

Topicality. The relevance of the study is determined by the need of forming of the conceptual and methodological principles and mechanisms for stimulating of economic development of territorial communities, including their industrial sphere, as a basis for their implementation of the budget-forming function. The performance of community functions and powers in the field of local government requires not only institutional improvement, but also the presence of a stable source of financial support in the form of taxes from a stable territorial economic complex, formed and developed in accordance with specialization and availability of resources in economic systems of administrative units in Ukraine. One of the examples of the territorial community of the raion level, where the decision was made to revive and develop industrial potential and create an industrial park, but did not identify specific measures and scientific justification to ensure the implementation of such a task is Podilsk raion of Odessa region. Solving the problem of high-tech development of the national economy has been identified as one of the priorities for our country and presented by the President at the All-Ukrainian Forum "Ukraine 30. Infrastructure". Officially, there is an intention to build a powerful system of industrial parks in each region of the country, but currently there are 46 industrial parks registered in Ukraine, and most of them do not have the necessary infrastructure, communications and roads. The issues of scientific substantiation and rational planning of production facilities in the territories of communities remain unresolved, as well as measures and mechanisms for organizational, economic, financial and tax incentives for investment in the development of such industrial parks. For Podilsky raion of Odessa region, the issues of scientific-methodical and organizational-economic support of production location in accordance with the available infrastructural opportunities, resource security and satisfaction of demand in industrial products are relevant and need to be addressed. The scientific and methodological provisions and proposals formulated in this study for the development of a network of industrial enterprises that will increase added value and other economic benefits from the use of resource potential of the territory meet the objectives of the Strategy of economic and social development of town of Podilsk until 2025, Strategy of regional development of Ukraine for the period 2021-2027, which provides the formation of competitive economic subsystems of administrative-territorial units in Ukraine.Aim and tasks. INSTITUTIONAL SUPPORT FOR THE FUNCTIONING OF UKRAINIAN MARKETS FOR GRAIN AND BREAD PRODUCTS 对乌克兰粮食和面包产品市场运作的机构支持

Topicality. Ukrainian markets for grain and grain products are strategic markets of the state, ensuring its food and economic security. Today, the production and export potential of these markets remains unrealized. Transformation of the institutional environment, reform of the old and creation of new institutions are designed to ensure the reproductive development of the markets of grain and bread products of Ukraine. At the same time, in practice, institutional �traps� arise as a result of the impact of local institutional changes on the functioning of individual market units, which highlights the need for new research on their institutional basis.Aim and tasks. The purpose of the article is to substantiate the institutional basis of the functioning of the market of grain and bread products of Ukraine on the basis of the reproduction approach. During the research the following methods were used: monographic, dialectical, theoretical generalization and comparison, statistical analysis, structural-logical method.Research results. The article identifies the components of the institutional basis for the functioning of commodity markets, analyzes the main provisions of strategic and regulatory documents in the context of the reproduction development of markets for grain and grain products of Ukraine. Features of institutional support of markets are studied in three main areas � price, technical and customs regulation. The institutional problems of integration of domestic markets into global value chains are identified. A set of proposals for institutional support of effective integration of Ukrainian markets of grain and bread products into international value chains has been developed, which are purposefully focused on solving the main problems of such integration and increasing market value added.Conclusions. The applied value of the obtained results is determined by the possibility of their use by state and profile institutions in the development of institutional mechanisms for regulating the reproduction development of domestic markets for grain and bread products. Assessing the impact of informal institutions, as well as international institutions on the reproduction development the markets for grain and bread products forms the prospects for further research.

Topicality. Modern trends in the formation of institutional support for logistics chains of commodity markets, led to the urgent need to consider them on the example of the food market. The integration of domestic agricultural enterprises into value chains is fundamentally important for the development of Ukraine's agricultural industry. Participation in such logistics chains provides a synergistic effect that allows participants, stakeholders to join forces to achieve their goals and objectives and generally improves competitiveness in food markets, including foreign ones. Possibility of control of a logistic chain of creation of the added value and rich positive experience of development of integration allows to activate available commodity potential objects and objects. Economic policy and the interest of stakeholders in logistics product chains, which is why it is formed and implemented through the prism of institutional support in the external dimension.Аim and tasks. The purpose of the article is to substantiate the theoretical and methodological provisions and to develop practical recommendations for the formation of logistics chains to add value to the provision of foreign commodity markets in their markets.Research results. Analysis of the problems of efficiency of global agri-food value chains and a specific market participant, allows you to study agricultural enterprises in this chain and the links between them to see how and when they can be strengthened to achieve production and marketing efficiency; or to facilitate a more efficient vertical and horizontal flow of information, production factors and resources. Such an analysis may reveal efficiency constraints related to a specific feature of global agri-food value chains in commodity markets. Both developed and developing countries must be able to take advantage of global food value chains. Recent data show that as countries participate in global value chains of commodity markets, the growth rate of their gross domestic product increases. Value chains play an important role as a source of job creation. Thus, trade and supply in food hubs within the logistics chains of food markets stimulates the development of logistics as a critical component of global chains, as it is extremely important to supply products in the right quantity, the right quality, on time. The study also focuses on general market factors that affect the efficiency of specific value chains in the external dimension: legislative, regulatory and political environment; availability and quality of support services such as funding, training and information technology.Conclusions. Analysis of the problems of efficiency of global agri-food value chains and a specific market participant, allows you to study agricultural enterprises in this chain and the links between them to see how and when they can be strengthened to achieve production and marketing efficiency; or to facilitate a more efficient vertical and horizontal flow of information, production factors and resources. Such an analysis may reveal efficiency constraints related to a specific feature of global agri-food value chains in commodity markets. Both developed and developing countries must be able to take advantage of global food value chains. Recent data show that as countries participate in global value chains of commodity markets, the growth rate of their gross domestic product increases. Value chains play an important role as a source of job creation. Thus, trade and supply in food hubs within the logistics chains of food markets stimulates the development of logistics as a critical component of global chains, as it is extremely important to supply products in the right quantity, the right quality, on time. The study also focuses on general market factors that affect the efficiency of specific value chains in the external dimension: legislative, regulatory and political environment; availability and quality of support services such as funding, training and information technology.Conclusions. Topicality. The current trends in the organization of the control system at Ukrainian enterprises are not effective enough. The organization of control at enterprises is mainly reduced to the inspection of the implementation of production plans and responsibilities of employees. Such practices are outdated. Increasingly, a number of progressive methods of work organization are used, which help enterprises to achieve great success and recognition in the markets. Controlling is one of such methods.Aim and tasks. The purpose of the article is to study the essence of controlling as one of the important tools for managing the economic security of the enterprise and determine its purpose and functions.Research results. The article considers a number of approaches to defining the concept of controlling from the point of view of domestic and foreign scientists. The concept of "controlling the economic security of the enterprise" is describes and it is established that it is a system of information and methodological support of management decisions on ensuring the economic security of the enterprise. The purpose of controlling economic security is set and it is found that it is to inform management about the threats to economic security of the enterprise, hindering the realization of its interests, as well as outlines the task of controlling the economic security of the enterprise. The role functions of controlling in the system of economic security of the enterprise are considered and characterized.The study identified that controlling is a system for ensuring the survival of enterprises at the stage of strategic and tactical management.It is established that the use of the concept of controlling in the practical management of the enterprise creates conditions for localization, neutralization or elimination of risks in unstable sectors of the organization, which in turn contributes to the overall security and sustainability of the organization.Conclusions. As a result of the research it is determined that in today’s conditions of providing economic security in the functioning of any enterprise, the management apparatus requires the latest management tools. To implement them, businesses will need a tool such as controlling. Effective implementation and operation of the controlling system will allow the company to reduce the time to adapt to changes in external and internal environment, optimize management risk, predict the future, not to risk bankruptcy, make the company profitable and competitive.

Topicality. The urgency of the problem of using the positive foreign experience of economic transformations and opportunities for its application in the domestic practice of reform and public administration based on the use of public authorities to implement the agricultural policy of the People's Republic of China is currently very important.Aim and tasks. The aim of the article is to develop theoretical and methodological provisions for the application of public authorities for the implementation of agricultural policy of the People's Republic of China at different stages of its development.Research results. In the Chinese economy, the agricultural sector continues to play a significant role, remaining the world's leading producer and exporter of agricultural products, although it owns only 10% of the world's arable land. China's agriculture was focused on meeting the country's domestic grain needs on its own, but in recent years they have been covered by imports. Thus, the reduction of land available for crops, made it more profitable to import crops such as wheat and rice, which allowed to save China's resources for growing more valuable products (fruits, nuts or vegetables). To support the country's independence in the field of cereals and maintain the quality of food, the Chinese government is stepping up policies aimed at cultivating more profitable crops. The main directions of modernization of the commodity economy with the purpose of revival of economic activity on transition of mainly traditional (consumer) agriculture to market (commodity) type are substantiated, where the main main direction of the accelerated development of agriculture became deep structural reorganization, refusal of monoculture of grain in agriculture and transition to diversification. farms. It is determined that in the differentiation of Chinese markets, their main common feature is the regulated nature. This is what ensured the stability of the reform movement, and the practice gave the economic process the appearance of permanent compromises in the formation of flexible economic policy.Conclusions. The agrarian policy of the state, largely due to an effective system of public administration, must ensure its food security, which is an important component of national security, which guarantees the political independence of the country, its economic integrity and stable social security. Agriculture plays a significant role in the country's economy, thanks to which the country occupies a leading position in the world in terms of agricultural production and exports. The structure of agricultural production is dominated by crop production, although the country's livestock industry has been actively developing in recent years, but has very low productivity. Topicality. Modern tourism is recognized as one of the most important commercial activities globally. In 2019, it generated 10% of the total employment and represented a share of 10.4% of global GDP. The tourism sector in Ukraine as a whole saw slow development after independence in 1991. However, the introduction of a visa-free regime in 2005 boosted the country’s global image and visitor numbers. In 2013, Ukraine was visited by over 26 million tourists, primarily from Eastern Europe, but also from Western Europe, USA, Israel and Canada. However, tourism can impose a number of negative economic, social and environmental impacts on the destination and its region.Aims and tasks. Unfortunately, there remains a persistent gap between the tourism sector (both regulators and operators) and the appreciation and use of emerging technologies such as those applied in Tourism 4.0 that can improve its economic efficiency and environmental sustainability. The general objective of the research reported here was to test the current level and effectiveness of Tourism 4.0 technologies (or more specifically High-Performance Data Analytics - HPDA) under the conditions of a large urban coastal destination with a highly diverse economy that is not solely dependent on tourism. Data collection for the TIM took place between August 2020 and May 2021, in collaboration with the Odessa City Council Department for Culture and Tourism. Overall, 295 questions were addressed. The data could be quantitative (amount of electricity or water used per day), or more subjective expert opinion (whether and when the city suffers from traffic congestion or satisfaction of residents with levels of incoming tourists). The data was also quality controlled and labelled according to its accuracy, type (digital or analogue) and frequency of collection. The target baseline year was 2019, with data from 2018 and 2017 obtained where available for trend analysis. In addition, expert estimations of values for 2020 were also made in order to forecast future demands. Data sources fell into three broad categories: (i) government agencies at regional or national level, including the State Statistics Service of Ukraine and Ministry of Justice; (ii) private enterprises; and (3) civil society organisations.Research results. Among the results, it was found that power consumption did not significantly increase during the summer as a result of increased visitors. In addition, the revenue directly generated from a tourist tax levied on registered accommodation providers in 2019 amounted to Euro 393,100, which was only 0.11% of the city’s total budget of Euro 344,947,580. The amount contributed indirectly from other service providers (catering, entertainment, retail, transport etc) through employment and profit taxes was unknown, as was the amount lost in the informal economy.Conclusion. Modern tourism is recognized as one of the most important commercial activities globally. In 2019, it generated 10% of the total employment and represented a share of 10.4% of global GDP. The tourism sector in Ukraine as a whole saw slow development after independence in 1991. However, the introduction of a visa-free regime in 2005 boosted the country’s global image and visitor numbers. In 2013, Ukraine was visited by over 26 million tourists, primarily from Eastern Europe, but also from Western Europe, USA, Israel and Canada. However, tourism can impose a number of negative economic, social and environmental impacts on the destination and its region.Aims and tasks. Unfortunately, there remains a persistent gap between the tourism sector (both regulators and operators) and the appreciation and use of emerging technologies such as those applied in Tourism 4.0 that can improve its economic efficiency and environmental sustainability. The general objective of the research reported here was to test the current level and effectiveness of Tourism 4.0 technologies (or more specifically High-Performance Data Analytics - HPDA) under the conditions of a large urban coastal destination with a highly diverse economy that is not solely dependent on tourism. Data collection for the TIM took place between August 2020 and May 2021, in collaboration with the Odessa City Council Department for Culture and Tourism. Overall, 295 questions were addressed. The data could be quantitative (amount of electricity or water used per day), or more subjective expert opinion (whether and when the city suffers from traffic congestion or satisfaction of residents with levels of incoming tourists). The data was also quality controlled and labelled according to its accuracy, type (digital or analogue) and frequency of collection. The target baseline year was 2019, with data from 2018 and 2017 obtained where available for trend analysis. In addition, expert estimations of values for 2020 were also made in order to forecast future demands. Data sources fell into three broad categories: (i) government agencies at regional or national level, including the State Statistics Service of Ukraine and Ministry of Justice; (ii) private enterprises; and (3) civil society organisations.Research results. Among the results, it was found that power consumption did not significantly increase during the summer as a result of increased visitors. In addition, the revenue directly generated from a tourist tax levied on registered accommodation providers in 2019 amounted to Euro 393,100, which was only 0.11% of the city’s total budget of Euro 344,947,580. The amount contributed indirectly from other service providers (catering, entertainment, retail, transport etc) through employment and profit taxes was unknown, as was the amount lost in the informal economy.Conclusion. The prospects for the development of small and medium businesses in industrialized countries were examined, and recommendations for the actions were made. The establishment of a socioeconomic system that will assure long-term economic progress is critical for modern society's well-being. Development and competitive advantages are determined by science, innovation, and technology. All three of these criteria are necessary for long-term economic growth and sustainable productivity increase. In highly developed industrial societies, small and medium enterprises (SMEs), which play an important role in technological growth, form the foundation of the economic structure. As a result, it's critical to foster a technical innovation culture in SMEs, encourage creative thinking in the development of new products, processes, and services, improve knowledge management skills, and encourage risk-taking. Materials and findings in the study can be utilized to establish complicated and systematic measures, as well as conceptual approaches to problem solving, in order to create a competitive economy of innovative small and medium businesses in modern times.

Topicality. Modern challenges associated with both radical changes in the economic development of the technological order, and certain shifts in the foundations of science, predetermine the need for a new understanding of the methodology of cognition of the increasingly complex phenomena and processes of socio-economic, economic-ecological and other transformations.Aim and tasks. In this work, the goal is to give a critical assessment of the state of development of the methodology of cognition of development processes and to draw attention to the need for a new understanding of the methodology of science in general and specific scientific areas. The goal-setting of methodological problems is focused on solving the problems of developing new methods and theoretical means of cognition, problems of forecasting and constructing future social reality.Research results. The general and special issues of the development of the methodology of cognition of complex systems are considered. In the classical sense, methodology is interpreted in a widely known sense as the science of methods, as a set of methods used in any science. The work pays special attention to the three-dimensional functional model of the methodology that implements the functions of obtaining new knowledge, structuring it and organizing the use of new knowledge, clarifies the concept of "cognition" in three-dimensional dimensions. The work confirms the feasibility and details the methodological and methodological possibilities of using the general parametric system theory according to A.I. Uyemov. Using the example of the coastal zone, a methodological approach to the description and analysis of a complex developing system in the context of solving problems of substantiating management decisions is considered. Attention is also paid to the possibility of using other methodological approaches to understanding complex processes, in particular, the use of a hypothetical-deductive method. In this paper, the problems of methodology of cognition and management are considered taking into account the paradigm of nonlinearity of complex systems.Conclusions. The paper presents the results of the discussion of the problems of development of the methodology for the study of complex developing systems both in terms of their knowledge and in terms of substantiating management decisions. The problems of the methodology are considered in a multidimensional dimension, in particular, in the classical and post-non-classical interpretation. The research results are focused on solving modern socio-ecological and economic problems and future problems associated with the development and implementation of artificial intelligence technologies.

Topicality. Inclusive development is one of the new social approaches that should be fully ensured in such a socially significant area as tourism and recreation. The peculiarity of the use of natural recreational resources requires the improvement of the institutional environment and legislative and legal support for inclusive development.Aim and tasks. The article is devoted to the formation of the design of the institutional support system for the inclusive development of tourism and recreational nature management and the content of its elements.The objective of the article is to disclose the essence of norms, rules, institutions, methods, activities and tools that together create equal opportunities in the use of socially significant recreational resources, harmonize the interests of the subjects of recreational nature management and contribute to the implementation of the goals of inclusive development.Research results. Institutional support for the inclusive development of tourism and recreational nature management should be built using a systematic approach, disclosing the importance of functions, principles and criteria for its provision in the context of interaction between the subjects of tourism and recreational nature management. The implementation of an inclusive institutional regime ensures the growth of the social product in the socio-economic system and its fair distribution among all participants.The main functions of the institutional support for the inclusive development of tourism and recreational nature management are: control; regulation, especially property relations; coordination; ensuring environmental and social security and information. Along with regulatory, economic and infrastructural measures, among the main priorities for the implementation of an inclusive approach is the formation of an information environment and investment support.Conclusions. Tourism and recreational nature management is not provided with an effective system of management and regulation of the processes that take place in it. It needs a separate improvement of the institutional environment in the context of inclusive development. The proposed design of the inclusive tourism and recreational nature management system will allow realizing such dominants of inclusive development as: ensuring equal opportunities in access to valuable recreational resources and recreational services; equal opportunities for the realization of the right to rest, restoration of psychophysical conditions, health improvement, harmonious development of the personality; ensuring social and economic activity, well-being and employment opportunities in the field of tourism and recreation business; high efficiency in the use of socially important natural resources and conditions
