The present study describes the impact of the TEKOPORÃ program in the social policy of Paraguay for the reduction of poverty and improvement of the quality of life. It is justified in consideration of the fact that Social Policy is constituted in rights and obligations of the population within the framework of their particular needs such as Health, Education, Housing and etc. In order to achieve this analytical goal, the methodological parameters of a descriptive, non-experimental research, a survey with a quantitative approach and an interview with a qualitative approach are taken into account. The results of this study have reflected that the TEKOPORÃ program in the national social policy is framed in the access to the public services of education, health, housing, fundamentally. Through the strengthening of this type of social programs, it has been sought to guarantee the population of disadvantaged sectors an improvement in their quality of life in recent years.

This article seeks to publicize the institutional actions of the Autonomous University of Asunción (UAA) within the framework of its participation in the PONCHO Project (Internationalization of peripheral Latin America universities through sustainable integration and the inclusive implementation of the International Relations ́ Offices). The unit of analysis is the International Relations Office of the UAA. The methodology observes a qualitative approach, of descriptive type and analysis of documents, conciliating in a case study. The conclusions refer to an external microenvironment that proposes, as an example, the PONCHO project that, in addition to strengthening ties with European HEIs, strengthens cooperation ties between Latin American HEIs in this case: Argentina, Bolivia, Brazil, Colombia, Paraguay, Peru and Uruguay. It also refers to an internal microenvironment that shows us that the implemented actions are relevant and constitute a specific opportunity to promote internationalization in the UAA, improving opportunely the capacities in the technical, academic and institutional levels. 1Universidad Autónoma de Asunción, Paraguay 2Universidad de las Palmas de Gran Canaria. A study on the sociodemographic profile, training and professional practice of Paraguayan scientists of the Natural and Social Sciences is presented. The universe is made up of researchers categorized by Programa Nacional de Incentivo a Investigadores (PRONII) of Consejo Nacional de Ciencia y Tecnología (CONACYT) in its calls for 2011, n1 = 251 and 2013, n2 = 347. A total of N = 385 scientists in the two calls. To date another four were called, in 2015, 2016, 2017 and 2018. Currently, 742 are categorized researchers. The Sociology Survey of Scientific Research (De la Lama García, Del Castillo Mussot, & De la Lama Zubirán, 2013), Modified Version, Paraguay Chapter (Coppari, 2015), 183 independent and PRONII researchers were applied. Descriptive, cross-sectional design, with mixed qualitative-quantitative analysis. Sociodemographic and training results indicate that 99 are female and 84 male, 75 of level I, 25 level II, 10 level III, 66 candidates, and 7 not categorized. The results represent a first approximation to the construction of the profile of the researcher in Paraguay. It is necessary that the policies of CONACYT continue to promote the training of researchers who deal with the scientific work of Paraguay, not only in growth, quanti, but qualitative, excellence, cutting edge for the generation of basic, applied and technological knowledge that is reflect in the diffusion.

The objective of this paper is to determine the factors associated with the results of the Quality of Education Measurement System (SIMCE) test for 31 schools in the province of Copiapó (Chile).The period between 2005 and 2014. As an endogenous variable, the average SIMCE score for reading and mathematics has been used and as exogenous variables different socioeconomic variables, typical of the centers and institutions. A multiple regression model is estimated. The results show that the relevant factors associated with SIMCE are the socioeconomic group, the percentage of students with Internet in the home and the percentage of students who repeat.
