The regulation of rural tourism is beneficial in improving the standard of living of the community. Rural tourism as a source of village potential management for village socio-economic development based on Law no. 6 of 2014 and Law No. 10 of 2009 Regional Government according to Law no. 23 of 2014 plays a role in developing tourism. However, it is ironic that there is disharmony in budget allocations, that in rural areas ADD and DD funds are supported, while in Kelurahan funds are limited, as a result, Kelurahan tourism is not optimal. So it is necessary to harmonize the laws governing tourism management. The purpose of this study is to determine the components of legal harmonization, the research method is in the form of normative juridical research through a statutory approach. The results of the research/findings, that (1) The legal position of the village has an autonomous priority for community empowerment and regional potential based on Law no. 6 of 2014. Meanwhile, Kelurahan is only administratively based on PP RI No. 73 of 2005 (2) Rural tourism is supported by ADD and DD funds, while Kelurahan must be independent. In conclusion, the local government is responsible for harmonizing tourism management laws through regional regulations based on Law no. 23 of 2014.

Tourism has a tremendous impact on the economy, rural and urban development, job creation, environmental sustainability, and long-term viability. However, there hasn't been much research on the role of collaborative actors in the development of village ecotourism. Therefore, the focus of this research was to determine and explain the role of collaborative actors in the development of village ecotourism in Kemiri Village, Panti District, Jember Regency. Jember's local government designated Kemiri as a village ecotourism model, hence it was chosen as the research location. This research uses a qualitative descriptive method. The researgh has found that the role of collaborative governance actors in developing village ecotourism has enhanced the community's economic impact. However, on the other side, there are a number of obstacles that restrict cooperation to running effectively. Regardless of the fact that all actors were involved in weekly or biweekly discussion sessions, the actors' motivation was not good. The other big obstacle was that each actor's trust eventually started to weaken and change. This research opposes Emmerson's theory, which claims that actor motivation is driven by a desire to attain goals. Internal legitimacy and commitment are developed as a result of this purpose, which connects the actors together.

Event Marketing and Festival is a development in the form of activities that are made to create an impression, publish a brand and interaction between participants and brands. Lahbako dance as one of the icons of Jember is a dance that depicts farmers who process tobacco ranging from picking to cutting tobacco leaves. Lahbako Dance artwork is presented to welcome foreign and domestic tourists. This study applies a qualitative approach that focuses on event marketing and festival strategies carried out by dance artists to maintain the existence of Lahbako Dance in Jember Regency. Data collection uses observation, interviews, and documentation. In maintaining the existence of Lahbako dance, there are still many dance artists and dance sanggars in Jember who participate in marketing this dance through events and festivals including Sanggar Kartika Budaya, Sanggar Cemara Biru, Sanggar Sotalisa and Saggar Sembagi Arutala Jember. The marketing model of events and festivals is held regularly 1 month at a time, with the intention of preserving Lahbako Dance and introducing it to new artists and the people of Jember. These results show that there are still efforts from art actors to market the original dance through events and festivals.

Many MSMEs have been disadvantaged during the Covid-19 pandemic, so MSMEs are required to be creative and independent. MSME actors must understand the service quality strategy properly and correctly based on sustainable marketing. Where it emphasizes socially and environmentally responsible marketing activities to be able to meet the needs of consumers and business people so as to optimize sales turnover during the pandemic. The implementation of a service quality strategy based on sustainable marketing will increase consumer loyalty, while maintaining customer loyalty, sales turnover will be optimal. The aim of this research is to determine a Service Quality Strategy Based on Sustainable Marketing to Increase Consumer Loyalty to MSMEs. The data analysis tools used are Importance-Performance Analysis, Cause-and-Effect Diagram (Fish Bone Diagram), Formulation of Service Quality Strategy Based on Sustainable Marketing using SWOT analysis. The strategy used to increase customer loyalty is first, the SO strategy consists of improving service quality and research and development. Second, the W-O strategy consists of raising capital, promoting, and developing the quality of human resources. Third, the ST Strategy consists of optimizing services. Efforts to meet food needs through food security policies must be a central issue in building community welfare in villages. The starting point for the development of agricultural law politics must be based on a plan to build a sustainable agricultural system. This effort begins with the development of a sustainable rural community farming system to improve the quality of life. Agricultural policy regulations in Indonesia still cause many problems, including the conversion of agricultural land to non-agricultural land, the low welfare of farmers and land reform policies. To uncover the causes of these problems, this study aims firstly to discuss the legal politics of rural agriculture in Indonesia from the Old Order to the Reformation era, and secondly to provide ideas for improving the development of agricultural law policies in order to meet global challenges and rural economic development. This study uses a normative legal research method which is analyzed with a statutory approach and a historical approach. The results of the study conclude that, during the Old Order, the direction of legal politics in the agricultural sector was more emphasized on the inventory of agricultural and plantation land. During the New Order era, the direction of legal policy in the agricultural sector was divided into two patterns, namely the pattern towards food sovereignty and the semi-industrial agricultural pattern. The Reformation period showed the dominance of the influence of foreign capitalism in legislation and the idea offered to respond to global challenges was to build agricultural law policies based on village economic democracy.

The COVID-19 pandemic has caused a decline in income for several economic sectors, one of which is the tourism sector. In June 2020, the government announced that Indonesia would enter a new normal era as an effort to recover the national economy. In this new normal era, business activities are starting to recover. Tourist attractions have also begun to reopen to the public by implementing health protocols. This study aims to analyze the socio-economic conditions during the new normal era and their impact on decision making for Indonesian people to travel. The data was collected using an online questionnaire survey in March - April 2022. The research was conducted by identifying data on personal attributes, socio-economic factors and organizational-related factors for 367 respondents in Indonesia. The results show that people want to travel during the new normal era. Indonesian tourism has the opportunity to bounce back with high public interest in returning to travel. Most people want to travel with their family. The decision-making to travel is influenced by the destination location, price, and security. Types of tourist attractions that are in great demand and have the potential to be developed are beaches, mountains, and villages

In June 2020, the government announced that Indonesia would enter a new normal era as an effort to recover the national economy. In this new normal era, business activities are starting to recover. Tourist attractions have also begun to reopen to the public by implementing health protocols. This study aims to analyze the socio-economic conditions during the new normal era and their impact on decision making for Indonesian people to travel. The data was collected using an online questionnaire survey in March - April 2022. The research was conducted by identifying data on personal attributes, socio-economic factors and organizational-related factors for 367 respondents in Indonesia. The results show that people want to travel during the new normal era. Indonesian tourism has the opportunity to bounce back with high public interest in returning to travel. Most people want to travel with their family. The decision-making to travel is influenced by the destination location, price, and security. Financial literacy is an important thing that is needed by everyone. This literacy is very necessary when an individual is about to make his personal financial decisions. Where an understanding of financial literacy will help in considering and making financial decisions, according to the conditions of each individual. Limited financial literacy will result in inaccurate financial decision making and lack of financial planning for the future. Limited financial literacy in a person will also lead to undirected spending and can make wrong financial decisions. Which will have an impact on his personal life and well-being. Someone who has a good level of financial understanding, will focus more on their personal financial planning to avoid adverse financial impacts in their lives and avoid mistakes in financial planning. Islamic financial literacy is important for individuals, especially Muslims, to be used as considerations in making financial decisions and making financial planning in accordance with Islamic Sharia. Good knowledge and skills in managing individual finances is needed to be able to make personal financial planning. Education on financial management is needed to increase understanding of personal financial management.
