The European approach to rural development policies is gradually shifting to spatial differentiation, blending the territorial dimension. A differentiation of the rural character based on specific attributes of the territory is required, including lifestyles, supply of services and amenities and competition in soil use. We present a classification of the municipalities in Lombardy (Italy) aimed at providing recommendations for the development of regional policies. Grounding on four different and independently developed thematic classification relating to the heterogeneity in urban-rural linkages, the social morphology, the economic geography and the geographical morphology we construct a unified classification of municipalities that considers the multidimensionality of the rural attribute.

The territory of Syracuse is composed of different important natural, cultural and anthropic landscape complexes. As a whole, the territory is affected by an inhomogeneous development pattern, mostly oriented to the waterfront. A greenways land policy based on an effective land marketing pattern might reduce this gap. The study assumes an axiological approach to land planning, combining a qualitative valuation model based on a WebGIS-MAVT tool, and an interactive multicriteria tool based on and a DRSA pattern. The former allows the users to select the preferable path by expressing their preferences within a hierarchic three including the different value functions. The latter generates the preferences structure of the target segments users, and allows the decision maker to adjust the MAVT pattern.

Diverse leggi urbanistiche regionali prevedono un percorso di conformazione della proprieta in piu tappe, mentre la legge nazionale urbanistica discrimina solo tra aree agricole e aree edificabili. Il saggio approfondisce tale contraddizione sotto il profilo delle diverse normative e prende in esame un caso di studio allo scopo di verificare se, e come, i mercati si sono organizzati. Le elaborazioni evidenziano nuove segmentazioni del mercato fondiario: i prezzi si rivelano infatti articolati in funzione dell’incertezza relativa alla futura edificabilita distinguendo valori a loro volta funzione delle diverse fasi del processo di pianificazione.

The objective of this work is to propose a method of assessing the risk of abandonment of agricultural activity that is based on the comparison between the estimated rent and the public aid received by each farms. The “demanio trazzerale” (herd way regional property) in Sicily constitutes a significant quota of the territorial social capital, due to its historical and cultural origin. A recent law draft considers its new and diverse potentiality to be assumed in the re-planning of the territory at inter-municipal scale, but some criticalities concern the calculation of the legitimization corresponding sale price. The contribution provides appraisal tools for: the legitimizations in urban areas, with a valuation model of the fair market value; b) the valuation of the territorial value of a “trazzera”, in order to select the ones more suitable to be included within a recovery land plan for a new and different territorial policy, which the administration will have to undertake if the law draft is validated.

The recent CAP reform proposed a green component of the first pillar that remunerates farmers for the prevision of environmental public goods by allocating the 30% of the direct payment to the greening payment. In order to obtain this payment, the farmers shall ensure a specified set of mandatory farm practices. The purpose of this paper is to provide a first assessment of the greening measures on different farms types. The study, through FADN data (2009-2010), aims at quantifying the impact of these measures of three sample companies of the Marche region according to the original proposal (2011) and the current proposal CAP approved in June 2013. The results shows different impact of the green payment according to the characteristic, the location and the economical state of the farms.

The development of the Malpensa airport into a Hub for the Central and South Europe has produced on one side relevant economic impacts, on the other one considerable environmental problems, due to the noise and atmospheric pollution, especially for the inhabitants who live within a distance of 400 meters from the airport. In the face of this difficult situation, the Lombardy Region has endorsed an agreement for relocating and compensating households affected by the environmental negative externalities. In this context the paper introduces the appraisal procedure used for estimating compensations and discusses the results, mostly in terms of deviation from the expected values and effectiveness of the model.
