Effect of on-street parking pricing on motorists’ mode choice 路边停车收费对驾驶人模式选择的影响

The aim of this study is to assess and predict the effects of on-street parking cost elasticity on the mode choice behaviour of motorists. The stated preference method was used for data collection in the central business district of Qazvin, Iran, and the mode choice behaviour of motorists was modelled through different pricing scenarios. Using a multinomial logit model, it can be concluded that the price value of the motorist's car, car ownership per household, hourly parking rate, maximum hourly parking rate that the users are willing to pay, trip purpose and the education level of the users are significant in users' mode choice utility due to pricing. The results have indicated that by increasing the parking hourly rate from 500 to 60 000 IRR (Iranian Rial), 74% of users will shift their modes from private cars. Shares of choosing a taxi or bus will increase 28 and 18%, respectively.

Appraisal of public park accessibility in South African cities 南非城市公园可达性评价

Underutilisation of public parks in the residential areas of South African cities is a challenge. Although accessibility, environmental and social factors are argued to be some of the challenges for the utilisation of parks, the challenges of accessibility – particularly in the residential areas of cities are least explored. This study examined the most important accessibility factors that influence the use of public parks and how the utilisation of public parks can be improved in the residential areas of South African cities. For this purpose, a case study was performed by using Bloemfontein city of South Africa. Findings suggest that the ratio of road network to pedestrian facilities network, the number of access streets to the parks, size (in area) of parks and the level of illumination in the parks during evening periods are the major variables, which to a varied extent influence the utilisation of parks. Rapid-transit systems, commonly referred to as metros or subways, offer a cost-effective and sustainable solution to tackle modern-day problems of urban congestion. However, the planning, design, construction, operation and maintenance of rapid-transit networks pose monumental challenges to civic authorities. Building information modelling (BIM) offers numerous opportunities to leverage the benefits of three-dimensional modelling and four-dimensional simulations to plan and manage construction of these facilities alongside existing operations. Post-construction and commissioning, the BIM model can then be used to operate and maintain the facility more efficiently through integration with asset-monitoring systems. The use of BIM for transit infrastructure is in its early stages and is far from being standardised. An interdependent infrastructure asset management framework for high-density cities 高密度城市相互依赖的基础设施资产管理框架

Infrastructure facilities viz. highways, drinking water networks, sewerage systems, gas pipelines, and telecommunication networks are crucial to the daily operation and continuous development of high-density cities. However, managing those infrastructure assets is not an easy task not only because of the co-existence of various infrastructure facilities in confined spaces but also due to the interdependency and hence the possible cascading effects brought by the failure of one infrastructure asset to the other adjacent facilities. The ability to share and exchange information amongst various government departments and utility companies should greatly improve the efficiency and cost-effectiveness of infrastructure asset management (IAM). This paper examines the processes, stakeholders and independent relationships involved in IAM through two case infrastructure studies of Hong Kong. Flow diagrams are used to illustrate the process and stakeholders involved while system dynamics modelling is performed to simulate the interactions. Generic causal models are then developed to help improve the IAM process in high-density cities. The proposed interdependent IAM framework should help improve our understanding on the bottlenecks and pave way for the development of pragmatic policies and practices for smart and resilient high-density cities.
