Eye in the sky: condition monitoring of transportation infrastructure using drones 空中之眼:使用无人机对交通基础设施进行状态监测

A study was undertaken into using unmanned aerial vehicles or drones to inspect the condition of a range of transport infrastructure. A road intersection, bridge and railway crossing in the USA were each inspected using two different types of drone. Machine-learning-based feature-identification techniques, developed in an earlier case study of a carpark, were then used to extract information automatically from the remotely captured photogrammetric data for each asset. The findings and analysis results will help to optimise future transportation infrastructure health monitoring using unmanned aerial vehicles.

Delivering a new helicopter base at Kai Tak for the Hong Kong Government Flying Service 在启德为香港政府飞行服务队交付新的直升机基地

An additional helicopter base has been built for Government Flying Service at the former Kai Tak airport runway site in Hong Kong. The base allows high-rise development to take place at Tung Chung new town near the service’s existing base at Hong Kong International airport, which would have restricted emergency helicopter operations during poor weather. The project involved construction of a take-off and landing pad, parking bays and hangar for two helicopters, plus an office building for the flight planning centre and air command and control centre. This paper describes how use of an NEC contract helped ensure close collaboration between the employer and contractor, leading to timely completion with zero accidents despite restrictions caused by the Covid-19 pandemic.

Completed in 2021, the new Pooley Bridge in Cumbria is the UK’s first stainless-steel road bridge. It replaced an iconic 1764 stone bridge that was destroyed in a storm. The enforced 18 km detour meant a replacement was quickly needed, but the World Heritage location demanded a high quality design too. The solution was an elegant and innovative stainless-steel structure that has become a tourist attraction in its own right. This paper describes the design, offsite manufacture and construction of the multi-award-winning crossing.

A US$ 1 billion expansion of Tema container port in Ghana was completed in 2020, providing a four-fold increase in capacity. This paper describes the planning, procurement, design and construction of the works, which included four new berths, a 3.6 km rock breakwater, 7 million m3 of dredging, 10 million m3 of reclamation and 127 ha of support buildings and handling plant. The design significantly reduced the carbon dioxide footprint of the development and minimised the impact on the local population and environment.

The Côte D’Or National Sports Complex provided the African island nation of Mauritius with world-class sporting venues for the 2019 Indian Ocean Island Games. The new high-performance facilities were designed and built in just two years against a backdrop of complex geotechnical conditions, rigorous settlement criteria and the challenges of operating in a tropical environment prone to seasonal cyclone activity. Additional considerations included the limited local procurement capacity and material availability. The lessons learned and standards applied provide a useful resource for similar works in the Indian Ocean region.

The charity Engineers for Overseas Development has been active in sub-Saharan Africa for over 20 years. It encourages teams of young engineer volunteers from the UK to design and construct small projects for the benefit of the rural poor, while enhancing their experience by delivering a complete scheme early in their careers. This paper details the charity’s health work over the years, and recent work on two hospitals in Uganda. It shows how young engineers can make a real difference for some of the world’s most needy and help develop the skills of local workforces in the process.
