The role of nature-conformity in the expansion interpretation for the presentation of open data in the creation of an information system for the management of science and education is determined. The principle of nature-conformity in our definition is represented as the genesis and development of systems according to their own internal (immanent, natural and / or cultural) and external - the surrounding socio-cultural and natural-biological nature. In this context, the novelty of the research is to develop such an important parameter for the modern era in the creation of information systems as the open data presentation. The unique character of the paper is also in the development of technical requirements, and in exploring the possibility of filling the information management system of science and education developed with open data. The article outlines the prospects for the practical use of the information system for the management of science and education. It is emphasized that due to the use of open data it will be possible to integrate all the developed models, tools, principles and create a modern Russian information management system for science and education in accordance with the principle of prudence of forming systems. The following issues were developed in the research: a structural and semantic analysis of the concept of «open data» was carried out; examples of successful work with open data are presented to the discussion by various organizations - state, commercial, banking, etc.;an analysis of some provisions of the state strategy of scientific and technical development of Russia is made; requirements are created for the information system of expert-textual analysis of scientific and educational research. The conducted research has showed that the role of nature-conformity in the presentation of open data in the creation of such an information management system is great and continues to grow in connection with the development of Internet technologies. This corresponds to the realities of the present and reflects development prospects, leading trends.

This article is devoted to the study and modeling of the process of acquiring knowledge by students at the University. The main task of the work is the construction process of acquiring knowledge by a student and its analysis to determine an individual approach to the student. This paper considers the simplest case of the construction of the process of knowledge acquisition by students, which leads to the initial description of the process of knowledge acquisition. The description of the process of acquiring knowledge and the control scheme of its variables are considered. The initial data for the task will be the results of student surveys, conducted throughout the semester in some groups. The training sample was obtained as a result of such surveys for each student. This sample was used to construct a model for obtaining knowledge by the student. From a mathematical point of view, such a problem is close to the task of reconstructing a function from observations. Two approaches exist for solving this problem: parametric and nonparametric. The parametric approach consists in choosing the form of the function up to a vector of parameters and the subsequent evaluation of these coefficients by a training sample. Thus, a certain equation will correspond to each student of the group and equation will differ from others by its coefficients. A nonparametric approach does not require preliminary parametrization of the model, and needs only some qualitative properties of the latter. This follows from the fact that nonparametric approximations belong to the class of local. Therefore, each student at the end of the experiment will have his curve of the process of acquiring knowledge, and accordingly his own equation of the educational process (a kind of a “visiting card” at the moment). Of course, the learning process for each student will be different, despite the fact that studying a new discipline starts at the same time. So, more diligent and interested in teaching students start studying the material as it is received, while others stretch the process until the end of the semester. The paper compares and analyzes of the process of acquiring knowledge for students of different levels (successful, intermediate and unsuccessful level of students’ knowledge). Thus, in the analysis process of the student “visiting card” we can see as students acquire the knowledge. In this article the modeling of the process of knowledge acquisition among students at the University is considered from a general point of view. Of course, it is important to develop education indicators, their analysis and evaluation. These sets of indicators help us to see how students study at Universities, and possibly find weaknesses, gaps in knowledge that need to be corrected. Enterprise architecture is considered as a certain object of management, providing in business a general view of the enterprise and the mutual alignment of parts of this enterprise into a single whole, and as the discipline that arose based on this object. The architectural approach to the modeling and design of the enterprise originally arose in the field of information technology and was used to design information systems and technical infrastructure, as well as formalize business requirements. Since the early 2000’s enterprise architecture is increasingly used in organizational development and business transformation projects, especially if information technologies are involved. Enterprise architecture allows describing, analyzing and designing the company from the point of view of its structure, functioning and goal setting (motivation). In the context of this approach, the enterprise is viewed as a system of services, processes, goals and performance indicators, organizational units, information systems, data, technical facilities, etc. Enterprise architecture implements the idea of a systematic approach to managing and changing organizations in the digital economy where business is strongly dependent on information technologies. This increases the relevance of the suggested approach at the present time, when companies need to create and successfully implement a digital business strategy. Teaching enterprise architecture in higher educational institutions is a difficult task due to the interdisciplinary of this subject, its generalized nature and close connection with practical experience. In addition, modern enterprise architecture management methodologies are complex for students and contain many details that are relevant for individual situations. The paper proposes a simplified methodology for enterprise architecture management, which on the one hand will be comprehensible to students, and on the other hand, it will allow students to apply the main methods and technologies of the enterprise architecture in practice. The requirements for the simplified methodology were defined. These requirements were taken into account during methodology development and can be used when applying the methodology – it will be possible to understand the goals that can be achieved with its help, the assumptions made and the existing limitations. The proposed methodology defines the layers, aspects and objects of the enterprise architecture, describes the tasks of managing enterprise architecture and the artifacts created (lists, matrices, diagrams). The proposed methodology can be used to conduct training projects in which methods and tools of enterprise architecture management are used to optimize the company’s work based on the capabilities of information technology. Mathematical modelling is one of the most effective means to study the complex systems and processes. One of the most convenient means of mathematical modelling used in the analysis of functioning of systems of this class are simulation models that describe the structure and behavior of the system in the form of a program for the PC and allow conducting computer experiments with the aim of obtaining the necessary data on the functioning of the elements and the system as a whole during certain time intervals. Currently, the simulation tools market presents a large number of different simulation systems. However, the selection of suitable tools is very important. Specialized programs in particular are GPSS World, MATLAB/ Simulink, and AnyLogic. Distributed information and control systems (ICS) are dispersed in space multifunctional coherent set of stationary and moving elements with developed technical means of reception, transmission and processing of information. The task is to determine a rational structure of ICS, system-planned indicators of quality of development and functioning of which meet specified requirements under given structural constraints, characteristics of information flows, and parameters of technical tools. For experimental research of functioning processes of the described system a simulation model was developed. This model allows obtaining and evaluating such functional characteristics as the degree of technical means utilization, waiting time of information in queues for service, the level of efficiency of transmission and processing of information, the time of forming a single media and etc. The model also allows evaluating the performance of the system depending on the flight schedule, flight paths, characteristics of technical means, the system structure, failure of individual elements and depending on other parameters. The developed simulation model in GPSS allows students to master the subject area deeply enough – the system of collecting telemetry, ballistic and other information, to understand how the devices for collecting and transmitting information operate, how their work is described with simulation models and how you can analyze and adjust the structure and characteristics of the entire simulated system and its separate elements with the use of the simulation model. A course paper is done based on the given model.

Purpose of the article: improving of scientific and methodical base of the theory of the е-learning of variability. Methods used: conceptual and logical modeling of the е-learning of variability process with electronic educational resource of new generation and system analysis of the interconnection of the studied subject area, methods, didactics approaches and information and communication technologies means. Results: the formalization complex model of the е-learning of variability with electronic educational resource of new generation is developed, conditionally decomposed into three basic components: the formalization model of the course in the form of the thesaurusclassifier (“Author of e-resource”), the model of learning as management (“Coordination. Consultation. Control”), the learning model with the thesaurus-classifier (“Student”). Model “Author of e-resource” allows the student to achieve completeness, high degree of didactic elaboration and structuring of the studied material in triples of variants: modules of education information, practical task and control tasks; the result of the student’s (author’s of e-resource) activity is the thesaurus-classifier. Model of learning as management is based on the principle of personal orientation of learning in computer environment and determines the logic of interaction between the lecturer and the student when determining the triple of variants individually for each student; organization of a dialogue between the lecturer and the student for consulting purposes; personal control of the student’s success (report generation) and iterative search for the concept of the class assignment in the thesaurus-classifier before acquiring the required level of training. Model “Student” makes it possible to concretize the learning tasks in relation to the personality of the student and to the training level achieved; the assumption of the lecturer about the level of training of a particular student is formed using the reporting data of model as management. Theoretical provisions of variation e-learning, including its base tasks (teaching, learning, management), and also order, formallogical and program means of development and most important requirements for an effective electronic educational resource are grounded; it is shown that the formalization of educational resources is possible on the basis of the structural-mathematical approach using the set-theoretical representations, that allow defining the features of the educational process and the role of participants in the language of sets and mapping between them, and also to receive “pedagogical diagnostics” of the course and learning outcomes, using the intellectual potential of each trainee both personally and in the classroom. E-learning constitutes a significant competition to traditional education in many countries and has become a major tool for the modernization of education and economic growth. For the development and implementation of successful e-learning systems, we need technologies that allow working with them for any number of users, providing a good learning environment. The article provides an overview of the technologies used in foreign universities for managing e-learning, such as 3D technologies in training programs, interactive technologies, personalization of learning using cloud computing and big data technologies. It is shown that today quite a large number of software and hardware development was created and introduced, implementing various mechanisms of introducing information technologies in the educational process. One of such developments is the use of adaptive technologies in the learning process, allowing the student to adapt to the training material, choose the suitable method of mastering the material, and adjust the intensity of training at different stages of the learning process. Another development of information technologies in education is the use of cloud computing, allowing access to educational resources for teachers, students, and managers of the education system. It was revealed that the use of cloud technologies leads to a significant decrease in material costs for the purchase of expensive equipment and software, educational content from the cloud can be accessed from any device (laptop, smartphone, tablet, etc.) and at a convenient time for the learner, it is enough to have Internet connection and a browser. In the e-learning environment, there are many different types of data, both structured and unstructured, processing of which is difficult to implement using traditional statistical methods. For the processing of such data technologies of processing big data are used such as NoSQL and Hadoop. The article shows that the analysis of big data makes it possible for teachers to receive information about students in due time, and allows them to customize the learning strategy. Using big data, teachers get a rare opportunity to monitor the whole process and identify how well students perform tasks, or how quickly they completed the challenging course modules. This will enable them to develop more personalized e-learning courses. The article gives examples of educational practice, illustrating the substantial change of the educational environment of the university involving the use of these technologies in e-learning. The results can be used to make recommendations for creating e-learning courses in higher and secondary educational institutions of Azerbaijan. For the development and implementation of successful e-learning systems, we need technologies that allow working with them for any number of users, providing a good learning environment. The article provides an overview of the technologies used in foreign universities for managing e-learning, such as 3D technologies in training programs, interactive technologies, personalization of learning using cloud computing and big data technologies. It is shown that today quite a large number of software and hardware development was created and introduced, implementing various mechanisms of introducing information technologies in the educational process. One of such developments is the use of adaptive technologies in the learning process, allowing the student to adapt to the training material, choose the suitable method of mastering the material, and adjust the intensity of training at different stages of the learning process. Another development of information technologies in education is the use of cloud computing, allowing access to educational resources for teachers, students, and managers of the education system. It was revealed that the use of cloud technologies leads to a significant decrease in material costs for the purchase of expensive equipment and software, educational content from the cloud can be accessed from any device (laptop, smartphone, tablet, etc.) and at a convenient time for the learner, it is enough to have Internet connection and a browser. In the e-learning environment, there are many different types of data, both structured and unstructured, processing of which is difficult to implement using traditional statistical methods. For the processing of such data technologies of processing big data are used such as NoSQL and Hadoop. The article shows that the analysis of big data makes it possible for teachers to receive information about students in due time, and allows them to customize the learning strategy. Using big data, teachers get a rare opportunity to monitor the whole process and identify how well students perform tasks, or how quickly they completed the challenging course modules. This will enable them to develop more personalized e-learning courses. The article gives examples of educational practice, illustrating the substantial change of the educational environment of the university involving the use of these technologies in e-learning. The results can be used to make recommendations for creating e-learning courses in higher and secondary educational institutions of Azerbaijan. Now, there are processes of formation of a knowledge society – the Smart-society – are all the new features, which are characterized by obtaining a new effect from the use of information and communication technologies. The development of computers and communications creates the preconditions for moving the place of work out of the office space in the digital home. In these circumstances, more and more importance is given to the individual skills of the person, its ability to absorb a huge amount of diverse information, generate and innovate. Therefore, empowerment process for every professional who wants to be popular, it becomes continuous, becomes a constant need to learn and lifelong learning. In addition, requirements for the employees are changing, and the person must evaluate its relevance to society. This raises the question: how to evaluate the relevance? What is necessary for the Smart-society? What to learn or re-learn? Focus shifts from classical training to personal development. Traditional methods and approaches to learning have stopped covering the needs of the knowledge. Instead of selecting a limited number of the templates, each person is faced with the necessity to configure your own unique personality, to increasingly use informal learning, providing the individual development. The professional competence of the person in the Smart-society is formed in an interactive learning environment, using content from around the world, which is in the public domain. The assessment level of competence, identifying the need for professional development, early learning with the use of technology, provided by the Smart-education, are essential components of the formation process of professional competence of the person in the Smart-society. It is important to provide the compliance of the business metrics of employees to the content of the assessment test at the stage of internal validation for the purpose of timely identification of those competences, it is necessary to increase their level, and certification testing for confirming the level of professional competence of employees, which dictates the ethics of the Economy and Smart-society. This problem causes the need to use the active and relevant content. In order to solve the global task it is necessary to promote development and to use open educational resources. Such active approaches to learning increasingly spread, as the creation of professional communities, the use of cloud computing, mobile communication development. In the context of the professional standards’ implementation, the person should be prepared for such a certification and not pass it by trial and error. The purpose of the paper is to compare the development trends of information and communication environment, the global educational space and pedagogical ideas, which directly or indirectly affect the application of ICT in education. The study has been based on the foresight results and the content of the Internet publications on the prospects for sustainable development of education in the context of UNESCO Incheon Declaration for Education 2030. The content analysis of pedagogical publications has demonstrated that the current understanding of knowledge appeals to its socialization and dissemination in the global network environment, whose technological basis is rapidly growing. The educational process in the Learning Society is regarded as a distributed one among some formal education establishments (“universities of the world for one”) and the community of content curators. The function of content curators is to deliver comments, generalize and promote new information that supports learning needs of different global network users. The relation model of the subjects of the informational and educational space has been described. The model includes lecturers and learners as well as the content curators. The necessity of humanitarian potential development in the informational and communicational environment has been argued as well as the development of a creative class of people who share their existential experience, knowledge and wisdom. The development of every society member in the robot-based artificial intelligence environment has been considered to be defective without any interpersonal interaction and learners’ activity in the online community. Thus, the psychological and pedagogical theories of connectionism, social learning, multiple intelligences, and some others are to be recognized in the development of hardware and software base for education technologies.

In Russia and abroad the teamwork gained popularity in the labor market as a form of collective interaction between multiprofessional groups of specialists in implementing business projects, carrying out research and development projects, designing technological solutions and creating innovative products. At the same time, in the educational practice, especially when using distant educational technologies, the command method of instruction is quite rare. The reason for this is that the teamwork in the implementation of educational programs requires fixating individual educational outcomes of each trainee, their contribution to the performance of the group task. It complicates the organization of the educational process. As the result, educational organizations do not often use this educational form because of the complexity of its application in the conduct of intermediate and final attestation. Research goal. search and validation of a problem solution that can be formulated as a contradiction between the need to perform group homework assignments in distant learning and the necessity to fix the individual educational results of each trainee for the purpose of intermediate and final attestation. The authors of the article offer basic methodological principles that allow finding the balance in-between the requirements of legislation and preserving the team approach in the process of group work of trainees. Materials and methods. The initial materials of the research are an overview of existing publications on the organization of teamwork of trainees is used, including the implementation of training in a long distance format, the legislation of the Russian Federation regarding interim and final certification of trainees, as well as practical experience in implementing training programs, based on ANO “E-learning for Nanoindustry (“eNano”)”. Based on these materials, the authors offer basic methodological principles, obtained empirically and subject to validation in the process of research. The validation of the proposed principles was carried out using the example of an advanced training program “Design and Development of Electronic Training Courses”, implemented by ANO “eNano” by an expert survey, and based on a statistically significant sample. Results. As the result of research, the authors obtained confirmation of the effectiveness of the proposed methodological principles, using the expert survey method by questioning 35 participants who had completed the above-mentioned advanced training program in a completely distant format. This total set was formed from three flows, within which the trainees were divided into groups of 3–4 people and themselves moderated the roles within the subgroups when performing group (team) assignments. The knowledge management (KM) development was closely associated with e-learning from the beginning. E-learning is a part of the knowledge management tools, which is widely used in companies and universities for the knowledge dissemination. KM methods are used in the system of education management to solve problems of innovative development for educational institutions. The main goal of knowledge management is to support the innovative activities of lecturers and researchers. The development of elearning courses is an example of innovative activity at the university. Elearning course contains the results of scientific and methodical activities of the Faculty, and it is a ready-made innovative product of the university. The technology and methods of e-learning have already became an essential support tool for the training process at the leading universities in Russia and in the world. The scientific novelty of the research is to identify the KM levels in the development of e-learning courses. The paper shows KM levels in e-learning: individual, team, university, inter-university and global. There is a paradoxical situation in the academic environment. Many universities are willing to support free access to its educational content through the platform of open educational resources (OER), or massive open on-line courses (MOOC), however, the development of inter-university courses often is an initiative of self-organizing authors’ groups. The development of each KM level in the university is the basis for the complete work at a higher level. The determination of KM levels in the university allows to create a comprehensive strategy for e-learning, aimed at the creation of on-line courses and e-learning development, which is extremely important in the global information environment.
