Legislation that regulated land ten years ago requires a comprehensive update and systematic approach to the development of standards, rules and restrictions. The article substantiates the need to improve the legislative support of land management. The conceptual approach to the formation of normative legal support in the field of land management is proposed, which is based on the principles of systematicity, planning and optimality. This approach is based on the standardization and unification of types of land management documentation, taking into account the particularities of land use according to their main purpose. The distribution of land categories by main purpose in accordance with the Land Cadastre of Ukraine is shown, which should be the basis for the creation and improvement of standards and rules in land use. Scientific approaches are grounded, in accordance with the improved system of legislative support of land management, to the development, composition and content of the industry standard of the project of land management regarding the organization of the territory of scientific institutions, the lands of which are allocated for agricultural research and educational activities. Such standards must establish rules and regulations for the use of land for the intended purpose and uses, and must be taken into account when developing land use documentation standards. This article analyzes the strategies that are being developed for the communities, identifies whether they can lead to economic and social development of the community and increase budget revenues in the long run. It is found that the most important part, the most powerful resource of a community is its people. In the course of the research, it was decided to conduct a qualitative and quantitative survey of the residents of KolomatskaUTC using the method of anonymous online questionnaire using the Google Docs service. There is a high level of awareness among the residents of the community on the issues of decentralization of power, as well as the positive impact of decentralization on the development of the community. It is determined that 63% of the surveyed residents of the community positively evaluate the prospect of further life in the community and do not plan to leave it. The survey found that about half of those surveyed were willing to work with fellow villagers in co-operative societies or production associations to improve their work efficiency and increase their own well-being and community development. It was also found that the vast majority wanted to learn new skills and do it on their own.The result of this research is the formation of a strategic goal of community development for a long period.

Проаналізовано нормативно-правові акти та наукові публікації щодо проведення розподілу (перерозподілу) земель за цільовим призначенням та видами використання на прикладі землекористувань установ та підприємств Національної академії аграрних наук України (далі - НААН). Встановлено, що в чинному законодавстві відсутній вид документації із землеустрою, щодо вирішення питань розподілу (перерозподіл) земель за видами використання. Враховувати специфіку використання земель землекористувань установ та підприємств НААН, що мають у своєму складі земельні ділянки, дослідні поля, розсадники, цінні землі для ведення наукових досліджень ,що необхідно враховувати при розробленні документації із землеустрою. Обгрунтовано необхідність запровадження наукового обґрунтування щодо визначення цільового призначення та виду використання, як розділу в документації із землеустрою Запропоновано с труктур у , зміст та склад документації із землеустрою де запропоновано розділ о сновн их положен ь розподілу (перерозподілу) земель за видами використання в системі землекористувань установ та підприємств НААН.
