The article considers the problems and features of reclamation of disturbed lands of Ukraine in terms of regions, describes the need and importance of land protection in Ukraine and the world and the implementation of measures for reclamation of disturbed lands. The number of disturbed and reclaimed lands in Ukraine as of January 1, 2021 was analyzed and reclamation works were carried out for 2020. The main issues of legislative conflicts that arise during the reclamation of disturbed lands or "non-reclamation" are highlighted. The measures of state control over the use and protection of lands of all categories and forms of ownership conducted by the Main Departments of the State Geocadastre in the regions for the period 2017 - 2020 are analyzed. An example of the use of a spent limestone quarry for construction is given on the example of the Dalhalla Theater and why such foreign experience cannot be applied in Ukraine. The administrative responsibility for "failure" to rehabilitate disturbed lands is highlighted. The problem that arises when accepting already reclaimed lands by local governments or public authorities has been identified. Recommendations are given for the introduction of more effective measures for the restoration of disturbed lands.

The analysis of the current Classification of types of intended purposes of land use is carried out. It is established that the existing 2-level Classification does not meet the modern requirements for monitoring land relations and the norms of current land legislation. The structure and content of the 4-level Classifier of typesof intended purposes of land use are proposed, which allows to determine in detail the type of permitted land use. It is established that the current classifier does not distinguish between the form of management and the type of land use. This issue is especially evident in the example of agricultural land, in which case the types of intended purposes indicate the legal form of landowner or user, rather than regulating the direct use of land. The proposed 4-level classifier is able to distinguish between the form of management and the type of land use. In forming this Classifier, the principles of complexity, systematicity, exhaustiveness, hierarchy and legality are taken into account; requirements of automated technologies for maintaining the State Land Cadastre and remote methods of land monitoring are considered, comprehensive and systematic methodological approaches in compliance with current domestic land legislation and relevant bylawsare applied; principles of openness and manufacturability, as well as recommendations of international organizationsare taken into account.

Among the most important problems of socio-economic development of society, special importance belongs to the effective use of land and resources, on which depends the economic, social, environmental security of the state and living standards. Negative trends observed in the process of land use require new organizational and legal approaches to regulating land use and creating economic incentives for rational use and protection of land in Ukraine. In this article the concept and functioning of "land use" as a natural, legal and economic category is considered. The essence and formation of an integrated system of environmental land use, which includes: part of a single land fund (land, land and rights to them), provided by the state or acquired or leased by a separate owner or user, the boundaries of which are determined on the ground; land object of law, object of economic, ecological, town-planning, agricultural and other land relations, for which the land user is issued a document certifying the right to land with certain boundaries, area, composition of lands, property objects and, if necessary, with geodetic coordinates of boundary signs defined in nature and the process of human (society) use of the integrated potential of the natural territory are revealed. The concept and essence of "land-territorial resource" are studied.

The analysis of scientific researches concerning professional training and qualification certification of engineers-land surveyors in Ukraine and abroad is carried out. The need to study, borrow the experience of one of the countries of the European Union and further adapt this certification in Ukraine is substantiated. Qualification requirements for certification of land surveying engineers in Ukraine and Poland are considered. A comparison of the qualification exam for a certified land surveyor is given. An analysis of the comparison of similar and different indicators for obtaining a certificate of land surveying engineer in Ukraine and Poland. Emphasis is placed on the quality of qualification selection of certified land surveyors. The proposals in the revision of the requirements for obtaining a qualification certificate of a land surveyor in Ukraine are given. In the future, the revision of the qualification certification requirements will help create objective equal opportunities for land relations specialists, improve the quality of land management documentation, as well as facilitate the adaptation of certification with our western neighbors - the European Union.

The article discusses the content of the subject area of research introduced in 2015 in Ukraine specialty "Geodesy and Land Management" as a set of all subjects, the properties of which and the relationship between which should be considered in the relevant scientific theory. Based on the established practice of research work, as well as international approaches to determining the subject of modern geodesy and land management, it is proposed to identify five subsets of research areas (specializations): geodesy and cartography; geoinformatics and aerospace research of the Earth; land cadastre; land management; land management. For each of the subsets of the subject area of research, a detailed description of the subject orientation is proposed, which allows to specify the context and content of the relevant research.

It is determined and substantiated that the most popular type of survey activity for land management is the use of unmanned aerial vehicles, as most traditional methods of geodetic surveys are not effective enough today, they can not provide the required measurement accuracy, especially for landowners and land users. , is very important. An approximate algorithm for the use of unmanned aerial vehicles to solve geodetic problems of land management of united territorial communities, which includes stages of preparation from re-survey to create a digital terrain model, the advantages of using unmanned aerial vehicles over traditional types of geodetic surveys. analyzed a number of features of the use of unmanned aerial vehicles in geodetic surveying for the needs of OTG land management, calculated the economic efficiency of this type of geodetic surveys on a specific example, namely the village of Gamaliyivka Pustomyty district of Lviv region and compared the comparison of traditional costs and time training and the use of unmanned aerial vehicles. Land planning specialization of land relations and land use system has significantly strengthened the role and place of land planning activities in the development of the country's economy and its territories. However, the theory of land organization and land planning does not keep up with the demands of practice. The functions, subject and objects of land organization and land planning are declared to a limited extent. Therefore, the purpose of the study is to substantiate the current development of land organization and land planning in Ukraine on the basis of the latest institutional and behavioral economic theory. It is substantiated that land planning activity is a socio-economic institution that provides trust, understanding and in the socio-economic area, through professional processing, submission and interpretation for users of land information about the facts and processes of organizations (institutions). In the narrow sense the land planning is the Institution of transformation using specific methods, rules (its formal component) and professional skills and judgments (informal component of the institution) of land managing facts in the language of numbers for understanding and manageability of all subjects of the socio-economic area. In a broad sense, land planning as an institution forms a certain face of land-tenure and land-use, state land institutions, public and other organizations (institutes) who organize and manage the use and protection of land and other natural resources and provide important informational content of local, regional, national and global socio-economic areas. The institution of land planning is primarily characterized by the state of the informal component, its ability to influence the adoption and compliance with the «rules of the game» through «organizations-institutions» (primarily associations of professional land surveyors). Influence the effective representation of management and economic activities related to land in society. This increase in theoretical ideas opens up new ways to develop land planning and, consequently, land reform measures. Its scientific and legal components («rules of the game») are increasingly based on ideas, the influence of the professional environment, which should become more and more organizationally united. On the other hand, the institutional theory of land planning opens the possibility and substantiates the need for the use of state regulatory bodies, scientific schools, professional associations of land surveyors, the ideology of «land planning engineering» and «land planning imperialism» in land policy.

The current state of the regulatory framework in the field of land protection is analyzed; such regulatory framework is designed to ensure the regulation of land protection measures in the agricultural sector of the economy. The declarative, fragmentary and unsystematic nature of most of the norms of national environmental legislation on land protection, along with the lack of adequate financial support, results in the low volume of actually implemented land protection measures. The latter, in turn, is the cause of a significant spread of degradation processes, deterioration of soil quality, reduced productivity of agricultural landscapes.It is proved that the only mechanism to ensure reliable protection of agricultural lands from harmful anthropogenic impact is land management, which provides improvement of land relations, planning and organization of rational use and protection of land at all levels from national to economic. The necessity of developing the National Program of Land Use and Protection as the main legislative act of strategic direction in this area is substantiated, making changes and additions to legislative acts on the content and structure of land protection measures, elaboration and approval at the legislative level of norms in land protection and soil fertility reproduction.

The latter, in turn, is the cause of a significant spread of degradation processes, deterioration of soil quality, reduced productivity of agricultural landscapes.It is proved that the only mechanism to ensure reliable protection of agricultural lands from harmful anthropogenic impact is land management, which provides improvement of land relations, planning and organization of rational use and protection of land at all levels from national to economic.
