Technology as a spectrum in the economy plays a vital role in the understanding and adaptation of a changing world vis a vis climate change and its effects. This study explores the inclination of ICT in the Philippines about climate change and its effects. The Data mining was utilized in the exploration of information and knowledge, specifically the use of association rule. Findings revealed that there was a rise of export services of ICT in the Philippines despite being a front line of natural disasters in the world. Finally, a theory was developed by the researcher about ICT and climate change.

Analysis of transient heat in a stockpile of combustible material modelled in a spherical domain is considered in this article. The sphere loses heat by convection to the atmosphere due to exothermic chemical reaction taking place in the reactive stockpile. The complicated chemical reaction taking place in this problem is tackled by assuming a one-step finite rate irreversible Arrhenius kinetics. The differential equation governing the problem is solved numerically by using the FDM (finite difference method) that is very essential for spatial derivatives discretization. The transient heat is analyzed for various thermo-physical parameters embedded in the system and the results are discussed accordingly.

We aim to realize a novel pen based interface system that provides various digital operations for both low-tech and high-tech people. In this paper, we developed an algorithm that associates drawn shapes, such as a circle and a rectangle, with operating commands, such as message input, address input. Using a commercially available digital pen, we confirmed that our proposed command recognition and operation algorithm worked well and outperformed usuale-mail sending operation in time. As a result, the accuracy of the command recognition is 93.8% and the response time of 90% strokes are within 100 ms.

The advances of sensor technology and wireless communications have enabled the manufacturing of low priced, large-scale wireless sensor networks. The design of energy efficiency data forwarding protocols for WSN (wireless sensor network) is an essential component and critical determinant of the performance of WSN. However, prolonging the lifetime of WSN becomes challenging problems for sensing applications which are strict contraints on delay. It’s clearly shown that the three goals, namely minimum energy consumption, minimum delay, and uniform energy depletion, are conflicting goals. This can be explained by the following three interpretations. First, the minimum energy consumption requires transmitting the data over short distances. Second, the minimum delay requires minimizing the number of intermediate forwarders between a source and the sink. Third, if the search space of candidate forwarders is a small area, the energy depletion of sensors will be unbalanced. In contrast, if the search space of candidate forwarders is a large area, the sensors will uniformly achieve energy depletion. Habib M. Ammari proposed a data forwarding protocol to get a balance between energy and delay, called TED (trade off energy with delay). In this paper, we propose a improved data forwarding protocol based on TED, called TED+. The simulation results showed that our proposed protocol is more efficient than TED on energy and delay.

The goal of the paper is to compare the efficiency of two selling methods, perfect information (advertising) and buzz. One has to speak of two different kinds of goods: standard goods and experience based goods. Standard goods can be sold using perfect information or buzz and this allows the comparison. The model for the sale when perfect information is used is provided by game theory (Bertrand Equilibrium). Buzz is modeled thanks to the notion of cognitive bias (“laziness”) from Khaneman. The result of the comparison is that buzz is not advantageous, no matter the concerned party (sellers or customers). Experience based goods like videogames can be sold only using buzz. One can model the sale of videogames when the first version is free (it occurs frequently). Again, using buzz is not very efficient (but in the case of videogames it cannot be avoided).

This paper presents a fluid model to estimate the performances of TCP traffics under a two CBWFQ (class-based weighted fair queuing) with variable rate. The system is then equivalent to two virtual links with variable capacities. At first, we give some results to evaluate the performance of TCP traffics under "Best Effort" architecture, then we try to exploit these results to provide key results to qualify performances characteristics of TCP traffic under CBWFQ system. The core of our analysis is based on some numerical observations and relies on the conservation of the average total number of flows carried by the system. Detailed packet level simulations of TCP flows show the accuracy of our analysis. The results presented in this paper allow a rapid performance evaluation of TCP traffic circulating in the actual IP networks.

The road safety is all society issue not only in European Union, but in non-European countries, too. The number of fatalities per 100, 000 inhabitants is the value higher than two persons per a year, depending on the member state of European Union. Many authors agree, e.g., Koornstra et al. or Wegman and Oppe, that road safety is improving because the number of fatalities is decreasing. The number of road accidents and mainly the number of fatalities represents much higher number than is the aim of the strategic documents of European Union. It is necessary to find solutions for increasing the road safety. The aim of this paper is to analyse factors affecting the road safety and to identify another possibilities for increasing the road safety.

The real-time multiprocessor scheduling problem is one of the NP-hard problems. Furthermore, there are no papers which are concerned to heterogeneous multiprocessors system. This paper proposes a new real-time task scheduling algorithm using hGA (hybrid genetic algorithm) on heterogeneous multiprocessor environment. In solution algorithms, the GA (genetic algorithm) and the SA (simulated annealing) are cooperatively used. In this method, the convergence of GA is improved by introducing the probability of SA as the criterion for acceptance of new trial solution. The objective of proposed scheduling algorithm is to minimize total tardiness. The effectiveness of the proposed algorithm is shown through simulation studies. In simulation studies, the results of proposed algorithm show better than that of other algorithms.

WDM (wavelength division multiplexing) appears to be the solution of choice for providing a faster networking infrastructure that can meet the explosive growth of the Internet. It has the scalability problem with increasing the access node numbers in WDM ring architecture, so we further propose the alternatives of hierarchical WDM ring architecture. In this architecture the number of routing nodes and user nodes shown as formulas and propose the routing rules. Finally, the proportional delay differentiated mechanism is added for this system to support DiffServ (differentiated services).
