THE CONSTRUCTION OF LUNAR BASES BY USING GYROSCOPIC MINING MACHINES 利用陀螺仪采矿机建设月球基地

The project of realization of technology of processing of a lunar regolith for construction on the moon of permanent settlements by means of gyroscopic mountain mining machines is presented.The robotic complex implementing this technology includes a lunar gyroscopic mining machine (LGGM), a mechanical shovel for the collection and transportation of regolith to LGGM, as well as a device for moving the processed regolith to the loading hopper of the printhead of a construction 3D printer. It is shown that under conditions of reduced gravity and lack of electrical energy only lunar LGGM is able to efficiently process lunar rocks and extract from them various useful components, including oxygen, hydrogen, titanium, iron and rare earth materials, and also provides the necessary fractional composition of regolith for use as a building material. Such a robotic complex is able to automatically build a lunar base in the form of a hangar with a length of 6 and a width of 3 m and a height of not less than 2,5 m, with a volume of 54 cubic meters, and the total weight of the complex will not exceed 1 ton.

GLOBAL WIND ENERGY WITHIN THE MEGAWATT RANGE 全球风能在兆瓦级范围内

Despite of the political and economic problems wind power continues its steady development, the main directions of which are presented in the paper. New production facilities and materials are being created, which contributes to increased efficiency by enlarging the unit capacity of wind power plants (wind turbines) and reducing the unit cost of energy production. A promising large-scale direction of modern wind power is offshore wind power plants operating on the offshore shelf, for which the production of 6–8 MW wind generators is developed. Many offshore wind turbines manufacturers prefer a direct-drive permanent magnets synchronous generator, while they managed to achieve 25 kg/kN·m for the torque to the mass ratio and are searching how to reduce wind plants cost by various ways. The most significant achievements in the industrial wind turbines production and wind plants construction, as well as promising projects providing non-standard solutions, including those based on superconductivity, are presented.

CRIME IN CYBERSPACE 网络犯罪

According to Eurostat, in 2017, 85 % of households and 97 % of enterprises had access to the Internet in the European Union, while in 2010 only 70 % of households had access to the Internet in the European Union. It should be noted that this is a rather controversial achievement, given that a sufficiently large number of amateurs broke into cyberspace, often becoming victims of cybercrime and its «sponsors». The loss of the global economy from cybercrime in 2017 amounted to 600 billion dollars, which is a 25 % increase compared to 2014. Given the global nature of this trend, due to the lack of borders in cyberspace, society will soon face serious challenges in ensuring the information security of society and individuals. Solving this problem requires a deep analysis of the dynamics of crime in the information environment and the possibilities for effectively deterring its development.

MODEL OF SOCIAL POTENTIAL OF CHILDHOOD IN THE RUSSIAN REGIONS: THE RESULTS OF EXPERIMENTS 俄罗斯地区儿童社会潜力模型:实验结果

The article presents the results of mathematical experiments with the system «Social potential of childhood in the Russian regions». In the structure of system divided into three subsystems – the «Reproduction of children in the region», «Children’s health» and «Education of children», for each defined its target factor (output parameter). The groups of infrastructure factors (education, health, culture and sport, transport), socio-economic, territorial-settlement, demographic and en-vironmental factors are designated as the factors that control the system (input parameters). The aim of the study is to build a model îf «Social potential of childhood in the Russian regions», as well as to conduct experiments to find the optimal ratio of the values of target and control factors. Three waves of experiments were conducted. The first wave is related to the analysis of the dynam-ics of indicators for 6 years. The second – with the selection of optimal values of control factors at fixed ideal values of target factors. The third wave allowed us to calculate the values of the target factors based on the selected optimal values of the control factors of the previous wave.

THE USE OF TECHNOGENIC RAW MATERIALS FOR THE CONSTRUCTION OF THE SUBGRADE OF RAILWAY TRACK 铁路路基施工中技术原料的使用

A comprehensive assessment of the rocks of mine dumps was carried out. The physical and mechanical properties of rocks as raw materials for the device of the roadbed of the access railway are investigated. Given the properties of the graded crushed stone and screenings from the crushing of mine rock. The possibility of using mine rocks instead of soil in the roadbed is substantiated. Features of hardening of the massif of a roadbed from mine breeds are shown. The technology of the device of an earthen cloth is stated. The successful operation of the access section of the railway track with a length of 27 km confirms the feasibility of using mine rocks for the construction of the roadbed. The use of rocks of mine dumps allows to solve some environmental problems: to reduce the number of quarries for the extraction of natural raw materials, to preserve the natural landscape of the earth’s surface, to free the land from the dumps, to reduce the pollution of water and air basins.

LAND WARS OF THE FUTURE: EXPERIENCE OF FUTUROLOGICAL ANALYSIS 未来的陆地战争:未来学分析的经验

The results of the futurological analysis of future land wars are presented. It has been determined that at the strategic level, cyber wars will be waged, as well as e-struggle for resource management. The operational-strategic level will be characterized by the use of long-range high-precision weapons systems for objects of the economy. The tactical level will be characterized by the massive use of autonomous lethal weapons systems, as well as individual military personnel with increased psychophysical capabilities.

SCIENTIFIC TASKS OF INNOVATION 创新的科学任务

The article analyzes the subject of innovation as an independent scientific direction, which has its own subject of research. It is shown that in scientific literature on innovation, including monographs and textbooks, there is no distinction between traditionally economic problems and problems of innovation activity. At the same time, opposite processes are taking place: private issues of economics are included in innovation, but the concepts of political economy, which form the basis of the methodology of economics, are not used. As a result, questions that constitute the core of the theoretical problems of innovation remain outside the scope of attention. The general picture of ideas about the subject of innovation in scientific publications is shown. Opinions are expressed on the features of research methods of innovation. Some scientific and practical problems are presented, which should be responded by innovation.

The article presents promising means of warfare, based on natural and humanitarian knowledge, substantiates the objective need for Russia to adopt them for protection against external military aggression, prevention and military resolution of international conflicts. The directions for improving both the organizational structure of the armed forces and the entire system of ensuring the national security of the state are shown, and theoretical conclusions and practical recommendations are formulated to the structures of military and state administration.
