The research on flipped classroom of college English is experiencing transition from the theoretical phase to the practical phase. In this new classroom teaching mode, traditional non-dynamic teaching assessment is no longer applicable.This study puts forward the hypothesis of applying dynamic assessment to flipped classroom, and analyzes theoretically the feasibility of applying dynamic assessment to flipped classroom from three aspects: teacher's role, learner's status and teaching mode. The result of this study proves that dynamic assessment is a suitable way of teaching assessment for flipped classroom of college English, but we still need further empirical research to examine the specific application of dynamic assessment in flipping classrooms. Chifeng University Chifeng, Inner Mongolia, 024000 Abstract—After a lot of theoretical research and practical investigation, it is concluded that Mongolian college students’ English learning should embody better learning ability because of their basic ability of bilingual acquisition. However, through the past English scores of the middle school entrance examination and college entrance examination of Mongolian students, it can be found that their English scores are worse than those of Han students, and their oral English expressions are also quite different.The MOOC course of college oral English is based on the topic and takes the training of oral skills as a traction to improve the practical application ability of the oral English communication of Mongolian college students from longitudinal and deep dimensions. The course introduces the standard and training method of oral ability in the IELTS examination, cultivates students’ oral English ability gradually from three levels: basic daily dialogues, the output of independent long and short sentences, discussion and debate of many people, and improves the students’ daily oral English output ability in an all-round way. The course requires students to complete the course study. Students’ grades consist of their usual performance, examination results and forum performance. Discussions in the forum include comprehensive discussion area, teacher answer area and classroom exchange area.

Innovative education is a teaching concept and teaching model. It adapts to the needs of China's economic and social development and is in line with China's educational development goals. China responded positively later, along with the outbreak of the trade war between China and the United States and aroused worldwide concern. First of all, this paper analyzed the development and connotation of "301 clause" and the economic and political reasons hidden behind the "301 survey": the huge trade surplus between China and the United States, as well as the surge of anti-globalization trend. Combining with the banana trade war between the United States and the Europe, we came to the conclusion that the "301 clause" has violated the following three basic principles of WTO, the most-favored-nation treatment principle, tariff protection principle and the principle of fair and just settlement of trade disputes. Although the "301 clause" has caused strong dissatisfaction among many countries, nevertheless, the WTO experts still ruled that "301 clause" does not violate the WTO dispute settlement mechanism. Finally, we argue that China should draw up some managements, like strengthening the training of internal talents, deepening the reform in the field of intellectual property rights, taking both internal and external measures together, learning from the experience of other countries, and then responding to unilateral trade protection acts in accordance with international rules. These managements must be useful for Chinese development.
