“Frank Knox’s Fifth Column in Hawai’i: The U.S. Navy, the Japanese, and the Pearl Harbor Attack” 弗兰克·诺克斯在夏威夷的第五纵队:美国海军、日本人和偷袭珍珠港

Secretary of Navy Frank Knox declared a week after Japan’s attack on Pearl Harbor that fifth columnist activities were partly responsible for the success of Imperial Japanese forces. Who and what he meant when he used the phrase “fifth columnist activities” is subject to debate. Most assume he was referring to all Japanese Americans or Japanese nationals residing in Hawai’i. But this essay, based on Knox’s personal correspondence, supplemented with the Pearl Harbor Attack hearings’ published reports, Judge Advocate General records, and the 14th Naval District Intelligence Officer reports, finds that Knox was referring to the Japanese Consul-General Office and a small handful of Japanese American assistants who voluntarily carried out the task of keeping the U.S. Fleet and military installations under surveillance, thereby contributing to the success of the Imperial Japanese attack.

Fishing for Oil: Natural-Resource Management between the United States and Maritime East Asia in the 1970s 石油捕捞:20世纪70年代美国与东亚海域之间的自然资源管理

The possibility of oil reserves under the seabed of the East China Sea created competition between Japan, South Korea, and Taiwan to claim ownership of these natural resources. The dispute marked the start of international cooperation in maritime East Asia and introduced the United States into this power game due to its exploration techniques and financial power. While Taibei, Tokyo, and Seoul put sovereignty-related disputes aside in an attempt to explore resources jointly, the change in international politics in East Asia and Washington’s perception of the western Pacific rim led to the failure of cooperation. This article argues that this international power game over natural resources management epitomized the dynamic politics between the United States and its East Asian allies. The roles of sovereignty, local interests, and U.S. international security created a dynamic scenario revealing how oil reserves were never the issue, but instead the embodiment of the actual concerns of these players behind their diplomatic language. Situating the 1970s oil exploration in the context of the Cold War, this article provides a historical lens to understand the contours of the shifting geopolitical structure in maritime East Asia.

“North Korea and the Non-Aligned Movement: From Adulation to Marginalization” 《朝鲜与不结盟运动:从奉承到边缘化》

The diplomatic history of the Democratic People’s Republic of Korea (dprk) is intrinsically tied to Cold War politics, often in the context of the Communist versus capitalist paradigm regarding competition with the Republic of Korea (rok). However, North Korea’s actions outside of this scope were significant to understanding the full spectrum of its foreign policy of the Cold War era. This article explores the dprk’s relationship with the Non-Aligned Movement in an attempt to shed light on this largely under-studied aspect. As arguably the most important institution for the Global South during the Cold War, North Korea hoped to influence its members into isolating the rok politically and diplomatically. However, while it remains a member to this day, North Korea’s relevancy within the organization lasted for only a few short years. The following examination explores this phenomenon and argues that despite built-in advantages, North Korea’s own policy decisions led to its demise among significant voices in the organization and failure to achieve even any part of its overall goal.

“Untold Stories of Issei Women: Collective Images and Individual Experiences in Japanese American Oral History” “一生女性不为人知的故事:日裔美国人口述历史中的集体形象和个人经历”

This article examines the relationship between the Japanese American redress movement and the oral interviews of two Japanese immigrant women, known as Issei women. Focusing on the shared images of Issei women in the Japanese American community and the perspectives and self-representations of the interviewees in the oral interviews, it explores how cultural consensus produced stereotypical, collective images of Issei women as submissive, persevering, and quiet persons. As the redress movement progressed in the 1960s to the 1980s, the Japanese American community conducted oral history projects to preserve memories and legacies of their wartime experiences. There are dissimilarities between the original audio recordings and the published transcripts regarding the perspectives of Issei women. This article shows how the community’s desire to preserve idealized images of Issei men and women reduced the accuracy and nuances in the women’s self-representations and the complexities of family relations. Also, contrary to the collective images, Issei women demonstrated how they were independent, assertive, and open individuals expressing their perspectives, complicated emotions, and importance in the family.
