The article presents the results of the study on the inseparability of administrative regulation of debt of constituent entities of the Russian Federation and provision of federal inter-budget transfers to highly dependent territories. The authors study modern trends related to providing territories with inter-budget transfers both in foreign and domestic scientific literature. Besides, the level of financial dependence of highly subsidized territories of the Russian Federation is detected and evaluation of significant changes in the indicators of own revenues and debt of highly subsidized entities of the Russian Federation in connection with measures of state financial regulation is provided. The need for legislative financial regulation in the format of establishing mandatory parameters for the constituent entities of the Russian Federation through the example of the debt situation in high-level regions is proved.

The use of economic and mathematical models for planning the activities of organizations is a core area of scientific research. One solution to this problem is to use linear economic and mathematical models that take into account a complex of different factors and limitations. This article implements an attempt to determine optimal production and economic parameters of organizations of the agro-industrial complex. As a result, an economic and mathematical model was developed, which can serve as a universal tool for determining the optimal structure of organizations of any regions.

The possibility and expediency of using economic and mathematical tools for reducing uncertainty in labor potential management procedures are substantiated. The methodological problem of obtaining a quantitative measure of uncertainty in the management of labor opportunities of employees is determined. The task of developing tools based on the use of entropy as a measure of uncertainty and acting as a means of regulating the system of labor potential management is formulated. An approach is presented that makes it possible to regulate the system of labor potential management in conditions of uncertainty.

The study stipulates the need for regulation of national economic development considering economical instability in Russia and pursuing the fact that enhanced financial sustainability of commercial corporate organizations provides for national economic growth. The study defines position of corporate sector in economies of the United States, Canada, Ukraine and Russia at macro level, and the same at meso level in the economy of Stavropol Region. Among the key indicators that evaluate the role of corporate sector in economy of the region a degree of corporations ' participation in gross regional product (GRP) of the Stavropol territory is well underlined. The issues of financial sustainability of corporations in Stavropol Region revealed by means of relative and absolute indicators in most cases refer to complete insolvency, crisis, and strong dependence on external sources.

The article presents the author’s model of the stages of the formation of a smart city (model “7I”), it is shown that the following levels are the basis for the development of smart cities: engineering infrastructure, institutes, communication and communication systems, data integration, user and technical systems interaction, innovation, innovation in the components of a smart city. It has been determined that these levels of formation of smart cities are based on the use of advanced digital technologies and their applications: big data processing, the use of cloud technologies, digital platforms, blockchain technology, as well as procedures for shared economy, crowdsourcing, the Internet of things, etc. It is concluded that the formation of smart cities meets the national interests of states in the development of a digital society and ensures life safety in the context of the application of digital technologies.

The article discusses the current practice of using budget financing for investment and infrastructure projects in the Russian Federation. The use of budget investments at the level of Federal districts of the Russian Federation is analyzed. It is established that the maximum concentration of Federal investments is typical for depressed regions (the North Caucasus and southern Federal districts), as well as for Moscow due to its strong competitive advantages. The dynamics of targeted subsidies from the center sent to the regions is shown. The main branches of budget financing of investment projects in Russia are indicated. Further prospects for budget financing in Russian regions are presented, in particular, spending on infrastructure projects for the next five years and the plan of the Federal targeted investment program of the Russian Federation for 2020. It is noted that at the current stage of budget investment in the development of regional economies is not enough, in this regard, the factors that affect the incomplete use of budget funds in project financing are highlighted. Some approaches to the formation and implementation of investment policy at the regional level to improve the efficiency of budget funds are proposed.

The article explores the phenomenon of relativism in the modern economy. The aim of the work was to reflect the manifestations of relativism in the modern Russian economy, to identify the truth of preferences and ways to preserve its integrity. The study is based on a system approach and descriptive statistics methods. The article shows the relevance of relativism in the modern economy against the background of a critical moment in the existence of the world order and the lack of stability of the Russian socio-economic formation. The analysis of the forms and patterns of the relativism manifestation in the modern economy revealed its effect as a postulate. The study revealed the norm of relativism in the form of stability, and its manifestation is the transition from the concept of sustainable development to sustainable relativism. The paper reveals the connection of the tectological stability of the Russian economy with the growth of transfers and gross investments in fixed assets. The manifestation of relativism in the modern Russian economy is due to the structuring of the world order in the classical hierarchy from developing totalitarian countries to developed democratic countries. Maintaining the integrity of the modern Russian economy is ensured by total state control over all aspects of public and private life. The process of maintaining integrity consolidates the Russian economy at the level of "raw" countries, which existence quality is determined by the stability of global demand for hydrocarbons, and the duration by their reserves. The manifestation of relativism in the modern Russian economy is associated with the instability of the socio-economic formation caused by increasing globalization and a critical moment in the existence of the modern world order. In modern business conditions, improvement of competence and qualification level of personnel, with the latter being one of the most important business resources, is a relevant issue. The impact on the given resource should be focused not only on managing it, but it should be primarily associated with the influences capable of ensuring an increase in their competence and qualification level. This consequently contributes to the achievement of strategic and tactical objectives of the enterprise. In this regard, motivation and incentive factors can be viewed as an effective tool for personnel management to encourage them to improve their competence and qualification level. The present work discusses and justifies the main factors of personnel motivation and incentive impact on their interest in improving their competence and qualification level. Based on the research results, workforce is divided into three categories depending on the influence of motivation and incentive factors.
